Focus on completing projects as investors, improving project management quality

Attending the summary conference were representatives of the Department of Personnel Organization, Department of Planning - Finance, International Cooperation, Ministry Office, National Remote Sensing Department, Department of Digital Transformation and Natural Resources and Environment Data, Vietnam Geological Survey, Department of Water Resources Management, Department of Surveying, Mapping and Geographic Information of Vietnam, School of Training and Fostering of Natural Resources and Environment Officers, National Center for Water Resources Planning and Investigation, and all civil servants, public employees and workers of the unit.

In the summary report at the Conference, Mr. Nguyen Van Hien, Deputy Director of the Ministry of Natural Resources and Environment's Construction Investment Project Management Board, said that in 2023, the Project Management Board has strived to successfully complete the tasks assigned by the Ministry's leaders, including actively coordinating with relevant units to well implement, on schedule and with quality 4 Sub-projects (WB9) assigned by the Project Management Board as the investor, including: Investing in new construction and upgrading the surface water resources monitoring and surveillance system in the Mekong Delta; Upgrading and building a groundwater monitoring network in the Mekong Delta under climate change conditions; Building a monitoring system for changes in river banks and coastlines in the Mekong Delta using remote sensing technology; Investing in building a Mekong Delta Regional Data Center integrating the region's natural resources and environmental data to serve analysis, assessment and decision-making support on sustainable development under climate change conditions.

Along with that, the Management Board has actively implemented 14 assigned projects. In the process of implementing the tasks, the Board has proactively developed implementation plans for each project, regularly held meetings with the Investor and related units to resolve difficulties and problems, promptly advised the Ministry's leaders and advised the investor to implement the project in accordance with current regulations on construction, ensuring effective implementation, speeding up implementation procedures for projects in the investment preparation stage, and developing plans to organize delegations to inspect the site for projects under investment implementation.

In addition to performing professional tasks, to improve operational efficiency, the Project Management Board has actively promoted administrative reform, applied information technology to the management and operation, and archived records of the unit. 100% of staff use work records and apply digital signatures; deploy the development and promulgation of procedures in operational management to ensure timely and correct reception and processing of information.

The Project Management Team model helps to promote high efficiency in project management, making direction and operation more and more convenient. Projects have a consistent management point, effectively solve work, without overlap, and enhance the role and responsibility of staff in project management.

At the Conference, representatives of the leaders of the units under the Ministry of Natural Resources and Environment congratulated and highly appreciated the results of the Project Management Board in 2023, and shared and contributed ideas and proposed solutions to improve the effectiveness of financial planning work, and strengthen the smooth coordination between the Board and the units in implementing projects in 2024.

Speaking at the Conference, Deputy Minister Tran Quy Kien acknowledged and highly appreciated the 2023 work results of the Project Management Board, as well as the efforts of the unit's officers, civil servants and employees to successfully complete the assigned tasks. The Deputy Minister also especially praised the Project Management Board for its solidarity, joint efforts and consensus in creating a dynamic, effective and cohesive working environment for each individual in the Board to promote their capacity and strengths to successfully complete a huge amount of work in 2023.

Entering 2024, the Deputy Minister requested the Management Board to continue to proactively coordinate closely with units under the Ministry, investors, and local units to implement projects according to approved plans, ensuring compliance with legal regulations; continue to make more efforts, be more proactive, innovative, and creative, in order to create positive changes in the implementation of important projects of the Natural Resources and Environment sector. In particular, strive and make more efforts to complete 4 sub-projects that the Board was assigned as the investor and 14 projects that were assigned as project management consultants.

In addition, for the projects assigned to the Board to manage, there are many projects of a specific nature, requiring technical and highly specialized requirements, and the project implementation areas span many provinces and cities. Deputy Minister Tran Quy Kien requested that the leaders of the Project Management Board need to be more proactive, strengthen coordination with ministries, branches and localities to remove obstacles and provide timely and thorough solutions, comply with legal regulations and ensure project progress, quality and investment efficiency.

At the same time, the Project Management Board also needs to further improve the quality of project management at all stages. For projects completed and put into use in 2023, it is necessary to focus on implementing payment and settlement procedures and ensuring settlement time in accordance with current regulations.

In the spirit of promoting the achieved results, the Deputy Minister requested the leadership of the Project Management Board to continue to create solidarity and unity within the team, maximize the capacity, experience and qualifications of the staff in the Board with a deep understanding of field management issues to excellently complete the tasks in 2024.

On behalf of the Board's leadership, Director of the Project Management Board Nguyen Duc Phu thanked the close direction of the leaders of the Ministry of Natural Resources and Environment, Deputy Minister Tran Quy Kien personally, and the contributions of the leaders of the units under the Ministry. Mr. Nguyen Duc Phu also expressed his determination to continue to work hard with all officers, civil servants, and employees in the Board from the first days of the year to strive even harder to complete the assigned tasks in 2024.
