Focus on directing emergency response to storm No. 3

The Chairman of the Provincial People's Committee has just issued an official dispatch directing departments, branches, districts, cities, towns and the State-owned One Member Limited Liability Company exploiting irrigation works to focus on emergency response to storm No. 3 (storm YAGI), proactively prevent, respond promptly, protect the safety of State assets and the lives and properties of the people.

Accordingly, the Chairman of the People's Committee of districts, cities and towns, and the Director of the State-owned One Member Limited Liability Company for the exploitation of irrigation works are requested to temporarily suspend meetings that are not really urgent; focus on leading, directing, inspecting, urging, and implementing drastic, effective and timely prevention and response work to storm No. 3 with the highest proactive spirit to ensure the safety of lives, especially children and vulnerable groups, and minimize damage to the property of the People and the State.

Urgently direct the review of all contents and plans for natural disaster response in the province, ensuring that they are consistent with the developments of storm No. 3 and actual conditions; especially the plan to respond to heavy rains, floods, flash floods, landslides... according to the "four on-site" motto according to assigned tasks and authority, not to be passive or surprised.

Direct the Standing Office of the District-level Steering Committee for Disaster Prevention and Search and Rescue (SCPD&SAR) to strictly organize and carry out regular and on-duty work; closely monitor forecasts, warnings, and developments of storms, rain, and floods in the area; promptly provide warnings to communes, wards, towns, and people to proactively prevent, avoid, and respond.

Immediately deploy shock troops to urgently inspect and review key and vulnerable areas, clear the flow, and promptly handle construction incidents from the first hour. Proactively organize the relocation and evacuation of people from dangerous areas, and resolutely not let people stay in dangerous areas when the storm directly affects them and there are heavy rains and floods.

Review and arrange forces to control and guide traffic at culverts, flooded areas, isolated areas, landslide areas or areas at risk of landslides; resolutely not allow people and vehicles to pass through if safety is not ensured; prepare forces, materials and vehicles according to the "four on-site" motto to overcome incidents and ensure smooth traffic on main traffic routes.

Actively operate, regulate water and implement plans to ensure the safety of dike, reservoir and downstream works; especially key dike routes, damaged culverts under dikes, large reservoirs, full reservoirs, key reservoirs, and works under construction.

Assign the Director of the Department of Agriculture and Rural Development to closely monitor developments and forecasts of weather and natural disasters in the province to effectively implement the Prime Minister's telegram, ensuring that direction must be regular, timely, close to reality and appropriate to each level of natural disaster risk.

Strengthen direction and urge the People's Committees of districts, cities and towns to inspect and review plans to ensure the safety of dike and irrigation works, especially weak and degraded reservoirs and areas at risk of landslides; prepare forces, materials, means and equipment to handle possible situations.

Direct the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control to strictly implement the work of on-duty, monitor weather and natural disaster developments, and synthesize and report according to regulations; promptly inform and warn of natural disasters to localities and people for proactive prevention; propose and report to the People's Committee and the Provincial Steering Committee for Disaster Prevention and Control to direct and resolve arising situations.

Heads of other departments, branches, agencies and units located in the province; members of the Provincial Steering Committee for Disaster Prevention and Control closely monitor warning bulletins, forecasts, and weather developments; proactively deploy tasks according to assigned functions and tasks; prepare rescue forces and means to organize rescue when required.
