Thuan An Group won the bid for a nearly 120 billion VND underpass project in Da Nang.

According to VTC News reporters, in Da Nang, it has been determined that Thuan An Group won a bid worth nearly 120 billion VND.

Specifically, in 2016, the People's Committee of Da Nang City approved the bidding results and selected a contractor to construct the Dien Bien Phu - Nguyen Tri Phuong intersection underpass project.

Accordingly, the consortium of Thuan An Trade and Construction Development Joint Stock Company and another company won the construction and installation bid. The bid package has a construction and installation value of 118.3 billion VND, with investment capital from the Da Nang City Sustainable Development Project.

The main item of the project is Dien Bien Phu underpass, the length of the underpass is 409m, including an 80m long closed tunnel, a 180m long open tunnel and a 149m long access road.

According to the contract, the project was to be completed by December 2017. However, to celebrate the APEC Summit Week in Da Nang (from November 6 to 11, 2017), the joint venture completed the project nearly 2 months ahead of schedule, officially opening the technical traffic on November 1, 2017.

However, just 5 months after the project was put into use, Dien Bien Phu tunnel showed problems and was flooded many times.

Specifically, on March 19, 2018, although it was not raining, the water inside the tunnel was about 0.5m deep, making it impossible for vehicles to move. The reason given was that the pressure of the underground water at the collection pit was higher than the cross-section inside the tunnel, causing water to flow back.

Da Nang City leaders inspected and requested the investor (Da Nang Priority Infrastructure Investment Project Management Board) and the contractor to handle the matter thoroughly.

However, on April 30, 2018, Dien Bien Phu underpass continued to be flooded for many hours. On December 9, 2018, Dien Bien Phu underpass was flooded for the third time, causing traffic congestion.

Although it was fixed, the flooding recurred on September 7, 2022. The peak was on October 14, 2022, when the Dien Bien Phu underpass was flooded 4 meters deep and the self-propelled pumping system could not operate. The operating unit had to mobilize many pumps with a capacity of 700 m3/h each and it took more than a day to fix the problem.

In October 2022, Dien Bien Phu tunnel was flooded up to the roof.

On April 15, the Ministry of Public Security's Investigation Police Agency issued a decision to prosecute and temporarily detain Nguyen Duy Hung - Chairman of the Board of Directors of Thuan An Group Joint Stock Company to investigate the crime of violating bidding regulations causing serious consequences.

The Supreme People's Procuracy has approved the above decisions and procedural orders.

Defendant Nguyen Duy Hung was arrested during the investigation of the case of Violating regulations on bidding causing serious consequences, Bribery, and Receiving bribes by the Department of Police for Investigation of Crimes of Corruption, Economy, and Smuggling (C03) at Thuan An Group Joint Stock Company and related units and organizations.

In the same case, C03 issued a decision to prosecute the accused and execute an order to temporarily detain Mr. Tran Anh Quang, General Director of Thuan An Group Joint Stock Company, for the crime of Bribery.

Mr. Nguyen Khac Man, Deputy General Director of Thuan An Group, was prosecuted and temporarily detained by C03 for violating bidding regulations causing serious consequences and accepting bribes.
