Building consensus at the grassroots level

According to Mr. Lo Van Mung - Chairman of the Fatherland Front Committee of Dien Bien province, the supervision work was implemented synchronously and effectively by the Fatherland Front from the provincial to the communal level. During the year, the Fatherland Front at all provincial levels chaired 132 supervisions and coordinated participation in 337 supervisions. The supervision activities of the People's Inspection Committee and the Community Investment Supervision Committee continued to be improved in quality and efficiency, thereby contributing to promoting democracy and ensuring the interests of the people. In 2023, the People's Inspection Committees organized 119 supervisions, the Community Investment Supervision Committee conducted 288 supervisions. Along with that, social criticism activities in 2023 achieved many positive results with 17 criticisms with 286 criticisms. All criticisms were accepted by the drafting units.

In particular, in the past year, the Fatherland Front of Dien Bien province has deployed and implemented the Plan to organize the fourth National Excellent Mediator Competition, sent Front officials to participate in training and practicing the Excellent Mediator Competition Team of Dien Bien province, and regularly improved the organization and operation of mediation teams at the grassroots level. In 2023, mediation teams of Dien Bien province mediated 611 cases, of which 476 were successful (77.9%).

In Dien Bien Dong district, the district's conciliation team is regularly strengthened and improved. The members of the conciliation team are close to the people, understand the circumstances and conditions of each household, have legal knowledge and are always enthusiastic in their work, both doing conciliation work and combining propaganda and mobilizing people to implement the Party's policies and the State's laws. After grasping the situation of the cases, the conciliators have carried out many forms of conciliation such as direct dialogue through the activities of mass organizations, organizing talks on legal content, introducing new legal documents, thereby successfully conciliating many cases arising at the grassroots level. Mr. Quang Van Xon - Head of Mediation Team 1, Dien Bien Dong town said that members of the mediation team always study and research documents to supplement legal knowledge and find the most reasonable solution for each mediation case.

Along with doing well in mediation at the grassroots level, the work of receiving citizens, resolving complaints and denunciations is also focused on by the Fatherland Front of Dien Bien province. Chairman of the Fatherland Front Committee of Dien Bien province Lo Van Mung said that in 2023, the Fatherland Front at all levels of the province received 247 citizens and received 161 complaints, denunciations, recommendations and reflections from citizens. Member organizations actively carry out legal consultancy work, participate in legal aid, receive citizens and mediate according to their functions and tasks.

Promoting the achieved results, in the coming time, the Fatherland Front at all levels of Dien Bien province will continue to improve the quality and effectiveness of the supervision and social criticism work of the Vietnam Fatherland Front and socio-political organizations, at the same time, increase citizen reception and handling of complaints, denunciations and petitions of citizens, improve the effectiveness of the People's Inspectorate and the Community Investment Supervision Board, actively participate in mediation at the grassroots level, contributing to stabilizing security and order, and strengthening solidarity in residential areas.
