At the morning session on September 25, the National Assembly Standing Committee (NASC) reviewed and commented on the draft Law amending and supplementing a number of articles of the Law on Health Insurance.
Presenting the review report, Chairwoman of the Social Committee Nguyen Thuy Anh stated that some of the proposed amendments have a direct impact on people, businesses, medical examination and treatment facilities, and the balancing of the health insurance fund and the state budget. Therefore, the committee suggested that the drafting agency should study and supplement regulations on the mechanism to ensure the rights of employees in cases where employers delay or evade paying health insurance. Although agreeing with the trend of expanding the scope of benefits and subjects participating in health insurance, the review agency suggested careful consideration and multi-dimensional assessment in relation to the ability to balance the health insurance fund and ensure the social and risk-sharing nature of health insurance.
Commenting on the draft law, National Assembly Chairman Tran Thanh Man noted that this is a project that the Government has proposed to consider and approve according to the one-session process to ensure consistency with a number of related laws and resolve some immediate problems. Therefore, the National Assembly Chairman suggested not being perfectionist, closely following the Party's resolutions in this field and only including in the law issues that are mature, clear, and have had their impacts assessed. Contents that have not been verified in practice, and still have different opinions, need to be studied in depth, carefully evaluated and implemented with a roadmap.

Vice Chairman of the National Assembly Nguyen Khac Dinh agreed that the regulation to expand the number of people participating in health insurance is appropriate and needs to be carefully reviewed to ensure that no one is disadvantaged, especially the vulnerable. However, because this is an issue that has a major impact on the state budget, it is necessary to carefully calculate the financial benefits and feasibility when implementing it.
Sharing the same view with the National Assembly Chairman on facilitating medical examination and treatment, National Assembly Vice Chairman Nguyen Khac Dinh gave a specific example: patients who are hospitalized outside their residential area but have health insurance must be given priority to make new cards for them. If there are enough medicines for the patient (medicines on the list of paid medicines) but the patient has to buy them outside, they must be paid for.
Representative of the Ministry of Home Affairs, Deputy Minister Trieu Van Cuong, expressed concern: "Expanding the subjects receiving health insurance support from the State is correct, but if it is expanded too much, the budget may not be able to balance it." Mr. Cuong mentioned the subjects of village health workers and village midwives.
Vice Chairman of the National Assembly Tran Quang Phuong expressed his concern for the near-poor and said that the boundary between poor and near-poor households is quite fragile and easily changeable. It is necessary to define clearer principles and criteria to ensure fairness.
In particular, Vice President Tran Quang Phuong pointed out the paradox: “Doctors, who are experts in medical examination and treatment, are not allowed to decide on the payment level, while those who have the right to decide do not have medical expertise. This is a story that happens a lot in reality. Although it is not included in the law, when building guidance documents, it is necessary to clearly stipulate the insurance appraisal council. The same goes for the list of drugs covered by insurance.”
