(Dan Tri) - National Assembly delegates gave reasons for proposing the state budget to support health insurance card premiums for people from 60 to under 80 years old without pensions or subsidies.
Talking to Dan Tri reporter, delegate Thach Phuoc Binh (Tra Vinh) said that currently, the social security net covers everywhere, with health insurance beneficiaries accounting for over 90%.
However, delegate Binh said that there are still people from 60 years old to under 80 years old who have not received health insurance card payment or support from the government.
In reality, many people from 60 to under 80 years old still face difficulties, especially those without pensions or benefits. Many people have to depend on their children and grandchildren.

According to Mr. Binh, the draft Law amending and supplementing a number of articles of the Law on Health Insurance has updated many subjects that are paid or supported by the state. However, the delegate said that some people still need support to have a happier life when they retire.
Therefore, the delegate proposed to consider including the group of subjects from 60 to 80 years old, from July 1, 2025, people from 60 to under 75 years old will have their health insurance premiums paid or supported by the state.
"Specifically, it is possible to apply a support level for this group similar to the policy of supporting 70% of health insurance contribution for near-poor people," said Mr. Thach Phuoc Binh.
The delegate explained that the budget is still difficult, while the number of beneficiaries of social security and policies is very large. In this context, Mr. Binh said that the proposal to support 70% of health insurance contributions is appropriate, with the beneficiaries co-paying 30%.
"When conditions are better, the government may aim to support 100% payment," the delegate expected.
According to the current Law on Health Insurance, the health insurance premium is calculated based on the contribution capacity of the target groups, the basic salary, the scope of benefits and the ability to balance the Health Insurance Fund.
Also according to the provisions of the Law, the subjects whose health insurance premiums are paid or supported by the state budget are as follows: People with revolutionary contributions; people in poor households according to the Multidimensional Poverty Standards for the period 2022-2025; people in households meeting the standards of poor households, near-poor households, and households with average living standards for the period 2022-2025;
Households engaged in agriculture, forestry, fishery and salt production with average living standards in the period 2022-2025;
Ethnic minorities living in areas with difficult socio-economic conditions as prescribed by the Government and the Prime Minister;
People living in areas with especially difficult socio-economic conditions as prescribed by the Government and the Prime Minister;
People living in island communes and island districts according to regulations of the Government and Prime Minister.
According to regulations, based on the local budget capacity and other legal funding sources, the People's Committee of the province or centrally-run city shall submit to the People's Council of the province or centrally-run city a decision on the level of health insurance contribution support for subjects higher than the minimum support level and the level of health insurance contribution support for subjects not entitled to the support level according to current regulations.
