Accelerate and break through to reach many important targets

On the morning of July 8, the 20th session of the 18th Provincial People's Council, term 2021-2026, officially opened. This is a session that is considered to be of special significance, with many important decisions to be discussed and approved, creating a solid foundation for Thanh Hoa to realize the province's socio-economic development goals in 2024 - a year of acceleration and breakthrough to reach the target of many important targets of the 5-year socio-economic development plan (2021-2025) and the Resolution of the 19th Provincial Party Congress, term 2020-2025.

Flexible and scientific management

The success of the session is the sum of many factors, but it is necessary to affirm that the way the chair organizes and directs is the decisive factor for the success of the session. In order for the session to follow the issues and contents that have been prepared, the chair must direct in a scientific, methodical and flexible manner. That not only helps to complete the entire session program with a large amount of work, but also "opens the way" for delegates in the process of discussion, questioning and critical criticism with focus and key points, satisfying the expectations of voters and people. This was emphasized by comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council when delivering the opening speech of the session.

The reality of the first day of the session showed that the flexible management of the chair played a very important role in orienting and guiding the issues and contents discussed to reach a high level of consensus. Typically, in running the discussion session, the chair always had orientation and suggestions for delegates to objectively, comprehensively and with a focus on the achievements of socio-economic development in the first 6 months of the year, while focusing on discussing and planning new directions for the last months of 2024.

Paying attention to the development of the province in general and the activities of the Provincial People's Council in particular, through following the opening session, Mr. Nguyen Van Minh, former Standing Vice Chairman of the Thanh Hoa Provincial Fatherland Front Committee said: "Despite the large amount of work, the preparation of content and necessary conditions for the session were carefully and meticulously prepared. Like many previous sessions, this session, the Provincial People's Council continued to apply information technology, implementing a paperless session through the use of VNPT e-Cabinet software. Therefore, the reports and submissions were presented in a brief, concise manner so that delegates could spend more time studying, discussing, and proposing solutions to promote socio-economic development in the last months of the year".

In particular, during the session, the Provincial People's Council organized an online telephone line to receive voters' recommendations and reflections. Voters' recommendations and proposals were answered right at the parliament and on live television, so that a large number of voters and people in the province could follow, grasp and monitor. Thereby, deeply demonstrating the spirit of "being close to the people", "listening to the people" and "for the people" of elected representatives towards voters and people.

Impressive results

Attending the opening session and listening to Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, presenting a summary report on the socio-economic situation, national defense and security in the first 6 months of the year, and key tasks for the last 6 months of 2024, Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly acknowledged, highly appreciated and commended the results that Thanh Hoa province has achieved in the context of many intertwined difficulties and challenges. Chairman of the National Assembly Tran Thanh Man said: The growth rate of gross regional domestic product (GRDP) is estimated at 11.5%, ranking 3rd in the country; 1,364 new enterprises were established, ranking 8th in the country and leading the North Central provinces; the rate of public investment disbursement ranked first in the country; the total state budget revenue reached 29,670 billion VND... are very impressive numbers. In that general achievement, there is an important contribution from the People's Council of Thanh Hoa province. The activities of the Thanh Hoa Provincial People's Council have had many innovations and creativity, and have selected and reviewed many important and urgent issues in a timely, correct and accurate manner to decide and promulgate practical and feasible mechanisms, policies and measures.

With a growth rate of 21.1%, the industry sector is considered by many voters in the province as the "key" to opening the door to prosperity because industry not only creates high added value, but also affects the quality of economic growth of the whole province. Regarding agriculture, Thanh Hoa is a province with many strengths, so determining "taking farmers as the center, agriculture as the driving force, rural areas as the foundation" to promote economic development is appropriate and in the right direction. Thanks to that, agricultural, forestry and fishery production has achieved positive results, rice productivity reached the highest level ever, and the output of main livestock products all increased compared to the same period. In particular, with extremely diverse and rich natural resources, along with valuable and unique cultural resources, Thanh Hoa has soon identified tourism as a key economic sector to allocate resources for investment and development. Voters and people in the province are very excited that in the first 6 months, Thanh Hoa welcomed 9.78 million visitors, an increase of 16.1% over the same period, the position of Thanh Hoa tourism is increasingly enhanced on the development scale of the entire tourism industry in Vietnam.

Sustainable development requires a balance and harmony between economy and culture. If economy is the material foundation, culture is the spiritual foundation for all development. Economic growth will create a solid foundation for cultural and social fields to continue to progress. “I am very excited that Thanh Hoa's spearhead education continues to be among the leading provinces and cities in the country. Many major cultural events have been successfully organized by the province, with strong influence. In particular, the campaign to support housing construction for poor households, policy families, and households with housing difficulties has been widely implemented, mobilizing all levels, sectors, business communities and people from all walks of life to participate, which will help many families reduce difficulties in life,” said voter Tran Thi Tan, Quang Thanh ward (Thanh Hoa city).

Expressing their excitement at the impressive results in the province's socio-economic development with some indicators ranking among the top in the country, many delegates and voters said that it was the result of unity of will and action, with the strong, flexible and creative leadership and direction of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee; the synchronous and timely participation of the entire political system and especially the spirit of solidarity and efforts to overcome difficulties of the business community and all classes of people. These achievements will create a solid foundation, adding motivation for Thanh Hoa to strive to successfully implement the goals, tasks and socio-economic development plans in 2024.

Affirming determination - Contributing growth strategies

True to the spirit suggested by Vice Chairman of the Provincial People's Council Le Tien Lam at the discussion session, the Provincial People's Council delegates promoted their sense of responsibility, analyzed in depth, and clarified the impressive bright spots in the socio-economic picture of the first 6 months of the year. With the spirit of not "beautifying" achievements but also not "blackening" limitations and shortcomings, the delegates contributed many enthusiastic, profound, quality, and highly constructive opinions. To achieve the annual GRDP growth target of 11% or more, the GRDP growth rate in the last 6 months of 2024 must reach 10.6% or more. To achieve this goal, the Provincial People's Council delegates proposed many major groups of solutions in each field for the province to focus on directing implementation in the last 6 months of the year.

"Providing" the province with some important solutions, delegate Le Minh Nghia, Director of the Department of Planning and Investment, said: The province needs to continue to pay attention to and direct the promotion of sectors with room for growth such as electricity production, garment, and leather shoes. In the service sector, it is necessary to focus on effectively exploiting new services, especially services in Sam Son tourist area and Hai Tien tourist area (Hoang Hoa). In parallel with accelerating the progress of direct investment projects and the progress of disbursement of public investment capital, the province needs to focus on removing difficulties in implementing major projects and key projects being implemented in the area.

To create momentum for the province's socio-economic development, according to delegate Ngo Dinh Hung, Director of the Thanh Hoa Tax Department, relevant levels and sectors need to closely monitor the progress of budget collection; specifically assess and analyze each collection area, each collection area, each tax to have timely guidance plans; review and identify potential revenue sources, areas, and taxes with room to propose effective revenue management solutions to prevent state budget losses. At the same time, it is necessary to strengthen the management and urge the collection of tax arrears; regularly inspect and supervise tax declarations of enterprises exploiting natural resources and minerals, organizations and individuals engaged in business activities, real estate transfers, etc., to ensure correct and sufficient collection to complete the state budget revenue estimate for 2024.

Faced with signs of labor shortage in some enterprises, especially newly completed enterprises entering production and business, delegate Nguyen Manh Hiep, Acting Director of the Provincial Statistics Office, said that each enterprise and locality needs to have solutions to attract workers from outside the province, especially Thanh Hoa workers who are working far from home to work locally. To do this, enterprises need to innovate production processes and technologies, and increase income to attract workers to work. For cement and steel enterprises operating at only 75% of their designed capacity due to the decline in the real estate market, the province and enterprises need to have solutions to stimulate cement consumption in accordance with the direction of the Prime Minister.

In order to improve the lives of people in ethnic minority and mountainous areas, many major policies on socio-economic development have been issued by the Party and the State. However, besides the positive results achieved, ethnic minority and mountainous areas still face many difficulties. With the desire to narrow the gap between the lowlands and the mountains, delegate Luong Thi Hanh, Secretary of the Quan Son District Party Committee, proposed that the Central Party Committee, the National Assembly, and the Government continue to implement specific policies suitable for each stage, in which more attention is paid to investment in developing health care and education and having appropriate policies to build a contingent of ethnic minority cadres capable of meeting the requirements of performing tasks in the renovation period.

Sharing this view, delegate Luong Thi Hoa, Secretary of the Nhu Xuan District Party Committee, proposed that central ministries, departments and branches review, revise, supplement and complete the documents guiding the implementation of the missing national target programs; promptly implement the contents of adjustments and supplements to some contents of the socio-economic development program for ethnic minority areas according to Resolution No. 100/2023/NQ15 of the National Assembly, as a basis for localities to organize implementation. Along with timely annual budget allocation, it is necessary to promote decentralization and empowerment to localities to promote proactiveness and flexibility in managing and organizing the implementation of ethnic and mountainous policy programs and projects.

In order to complete all socio-economic goals and targets for 2024 in the context of forecasted difficulties and challenges in the last 6 months of the year, many delegates said that sectors, localities and units need to focus on reviewing and evaluating the remaining tasks. For goals and targets with positive results, it is necessary to continue to strive to achieve the highest level, creating a premise for the 2025 plan. For goals and targets that are lower than planned and are forecasted to have many difficulties and challenges, it is necessary to focus on leadership and direction to develop and effectively implement feasible and breakthrough solutions.

With careful, meticulous preparation, enthusiasm and responsibility, the delegates of the Provincial People's Council brought to the meeting a rich, diverse and practical amount of information recorded from the process of operation, movement and development of their own sectors, localities and units. At the end of the discussion in the hall, Vice Chairman of the Provincial People's Council Nguyen Quang Hai highly appreciated the opinions of the delegates. In the 14 discussion opinions, there were many quality and enthusiastic opinions, highlighting the practical issues facing Thanh Hoa, meeting the expectations of voters and people of all ethnic groups in the province.
