Strengthening bilateral relations between Vietnam and Peru

According to the Ministry of Foreign Affairs, at the invitation of President of the Republic of Peru Dina Boluarte, President Luong Cuong will pay an official visit to Peru from November 12-14. On the afternoon of November 13 (local time), at the Presidential Palace, immediately after the solemn official welcoming ceremony and private meeting, President Luong Cuong held talks with President Dina Boluarte.

President Luong Cuong sincerely thanked President Dina Boluarte, the State and people of Peru for the warm welcome and affection shown to the high-ranking Vietnamese delegation and respectfully conveyed the greetings of General Secretary To Lam, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man to President Dina Boluarte.

Affirming that Peru has always been a close friend and a leading important partner of Vietnam in the Latin American region, the President emphasized that Vietnam values ​​the role and position of Peru and wishes to deepen the relationship between the two countries in the coming time.

The President affirmed that Vietnam consistently implements a foreign policy of independence, self-reliance, multilateralization and diversification of international relations, in which it attaches importance to developing friendly and cooperative relations with Peru. On this occasion, the President thanked President Dina Boluarte, the Government and people of Peru for their valuable solidarity and support for the Vietnamese people in the past struggle for national independence and in the current national construction and development.

President Luong Cuong congratulated Peru on hosting APEC for the third time, expressing his belief that the APEC Summit will be a great success, contributing to development, connection and prosperity in the Asia-Pacific region.

The two leaders expressed their delight at the growing bilateral relations through the maintenance of high-level visits and contacts through all channels of the Party, State, Government, National Assembly and localities; the effective implementation of existing cooperation mechanisms such as political consultations at the Deputy Foreign Minister level, the Intergovernmental Committee and close and effective cooperation at multilateral forums. The two sides were pleased to see that economic and trade relations continue to be strengthened in the context of many challenges facing the global economy; Peru is currently Vietnam's 6th largest trading partner and Vietnam's most important investment destination in Latin America.

The President stressed that Vietnam and Peru still have great potential for cooperation development, especially when many products enjoy tax exemption incentives as both countries are members of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); he asked the Peruvian Government to create favorable conditions and have specific policies for Vietnamese enterprises to cooperate and invest effectively in Peru...

Recognizing the important contributions of the Technology - Telecommunications Group (Viettel) to the sustainable development of Peru in recent times in creating jobs and improving the quality of life of the people, the President of Peru affirmed that the Peruvian Government will create favorable conditions for Viettel, through the Bitel telecommunications project, to continue expanding its business activities in Peru, participating in digital transformation projects, providing digital infrastructure, smart cities... so that Bitel Peru can consolidate its role as a typical model of cooperation between Vietnam and Peru, thereby attracting more investment from Vietnamese enterprises in Peru.

The two sides affirmed the will of the two countries to upgrade bilateral relations to a new level. The two leaders agreed to create favorable conditions for the business communities of the two countries to increase exchanges and business cooperation to increase bilateral turnover commensurate with the potential of the two countries; to strengthen coordination, cooperation and mutual support at international organizations, multilateral and inter-regional forums, including cooperation between Peru and ASEAN...

At the end of the talks, President Dina Boluarte presided over the ceremony to present President Luong Cuong with the Grand Cross of the Order of the Sun of Peru. This is a noble award, demonstrating the special affection of the State and people of Peru for the country and people of Vietnam as well as the importance of the friendly cooperation between the two countries on the occasion of the 30th anniversary of diplomatic relations.

On the same afternoon, within the framework of his official visit to the Republic of Peru, President Luong Cuong met with Chairman of the Council of Ministers Gustavo Adriazén. At the meeting, the two leaders agreed that the two countries’ membership in the Asia-Pacific Economic Cooperation (APEC) forum and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) are important foundations for enhancing trade and investment cooperation.
