In the joyful and excited atmosphere to celebrate the country's major holidays in 2024; The Party Committee, government, armed forces and people of all ethnic groups in Dien Bien province are continuing to promote the patriotic emulation movement to achieve achievements to celebrate the 70th anniversary of Dien Bien Phu Victory, the 115th anniversary of the province's founding, the 75th anniversary of the provincial Party Committee's founding; determined to strive to successfully complete the goals set by the 14th Provincial Party Congress, contributing to the implementation of the Resolution of the 13th National Party Congress.
Today, the Provincial Party Committee organized a seminar to celebrate the 75th anniversary of the founding of the Provincial Party Committee (October 10, 1949 - October 10, 2024). On behalf of the Standing Committee of the Provincial Party Committee, I warmly welcome the leaders, former leaders of the province, members, former members of the Provincial Party Executive Committee, agencies, units, localities, Party members with many years of Party membership, and all comrades to attend today's seminar. ... After the August Revolution in 1945, the North was liberated, but the light of the Party had not yet reached the ethnic minorities in the Northwest. Under the colonial oppression, life was very difficult and deprived, but the ethnic minorities in the province joined the people of the whole country in the resistance war against the French colonialists. At this time, the urgent problem for the locality was to have a Party organization as the core leader, organizing and rallying the masses to participate in the resistance war against the colonialists.
Faced with that situation, the Party Central Committee directed the building and development of mass bases in enemy areas and the organization of volunteer teams operating in Dien Bien Phu. On October 10, 1949, the Lai Chau Provincial Party Committee (the predecessor of the Lai Chau Provincial Party Committee and Dien Bien Province today) was established with the first 20 Party members, marking an important turning point in the political life of the ethnic people in the province. Under the leadership of the Party Committee, the army and people of Lai Chau Province (now Dien Bien Province and Lai Chau Province) united, joined hands, overcame many difficulties and challenges, contributed human and material resources to the whole country to create the heroic Dien Bien Phu victory, ending the long and arduous resistance war against the French colonialists.
After the Dien Bien Phu victory (1954), in the context of many difficulties, both overcoming the consequences of the prolonged war and having to fight against the invading American imperialists; the Provincial Party Committee led the army and people of all ethnic groups in the province to promote the heroic Dien Bien Phu tradition, continuing to contribute with the whole country to create the great victory in the spring of 1975, liberating the South and unifying the country.
Ending the resistance war against colonial invaders, liberating the South, and unifying the country, the Party Committee, government, armed forces and people of all ethnic groups in the province, together with the people of the whole country, entered a new period, focusing on overcoming the consequences of war, building and consolidating the political system, promoting socio-economic development, caring for people's lives, ensuring national defense and security, strengthening foreign affairs activities and achieving many important results in all fields.
... After 75 years of development and growth, through 14 congresses, the Provincial Party Committee has become increasingly strong in politics, ideology and organization. Up to now, the Provincial Party Committee has 14 subordinate Party Committees, with 616 grassroots Party organizations and 48,662 Party members. Promoting the heroic Dien Bien Phu tradition, the Provincial Party Committee and government have focused on leading and directing the promotion of the combined strength of all levels and sectors, the core role of organizations in the political system and have achieved important achievements in many fields. The Provincial Party Committee has strengthened leadership in implementing the Party's guidelines and policies and the State's laws; concretizing the Party's and State's guidelines, policies, directives, resolutions and conclusions through programs and plans suitable to practical conditions and leading the implementation to achieve important results in all fields.
The economy has grown and developed, the economic structure has shifted in the right direction. Investment attraction and promotion activities associated with improving the investment and business environment have continued to have many positive changes; attracting many prestigious domestic and foreign investors to survey, propose and implement investment projects in the province . The socio-economic infrastructure has received investment attention, the appearance of urban and rural areas has changed a lot, especially key transport infrastructure projects, urban and service development projects, important highlights are: Investment project to build and expand Dien Bien Phu Airport; May 7 Road project (60m road) and Technical Infrastructure Framework; Martyrs Temple at Dien Bien Phu Battlefield... Cultural and social aspects have had many positive changes; the quality of education and health care for the people has been improved. The poverty reduction program has achieved positive results, the rate of poor households has decreased by an average of over 4% annually; Implementing well social security programs and policies. Since the beginning of the term, more than 11,000 solid and safe houses have been built for meritorious families and poor families. Political stability, national defense and security are ensured, national border sovereignty is maintained ; foreign relations continue to be strengthened and expanded (specifically: Dien Bien province continues to have special friendship and comprehensive cooperation with the provinces of Northern Laos, Yunnan province - China; connecting, establishing and strengthening relations with international organizations, non-governmental organizations, embassies of countries in Vietnam and some localities of other countries.
The work of Party building and Party rectification has been strengthened , the leadership capacity and fighting strength of the Party organization and the contingent of cadres and Party members have been raised; and the leadership role of the Party Committee has been clearly demonstrated, creating solidarity and unity in the Party organization and agencies and units, contributing positively to the results of leadership in implementing the political tasks of the province . The study and following of Ho Chi Minh's ideology, morality and style, associated with the implementation of the Resolution of the 4th Central Committee of the 11th, 12th and 13th terms and regulations on setting examples for cadres and Party members, has enhanced the pioneering and exemplary role of cadres and Party members in performing their tasks.
The organizational apparatus of the Party, State, Fatherland Front and socio-political organizations has been arranged and improved according to requirements and tasks. The quality of the contingent of cadres, civil servants and public employees in the political system has been gradually improved. The work of building, consolidating and improving grassroots party organizations and developing party members has been focused on and implemented, with many positive changes (Currently, 100% of villages and hamlets have party members and have established independent party cells; the whole province has no villages or hamlets without party organizations). The inspection, supervision and discipline work of the Party has been strengthened, effective and efficient. The work of preventing and combating corruption and negativity has been focused on and directed resolutely, in accordance with the provisions of law, contributing to strengthening the trust of cadres, party members and the people. Mass mobilization work has been innovated in terms of content and methods of operation, especially in propaganda and mobilization of people to participate in implementing the Party's policies and guidelines, the State's laws, and key programs and projects of the province ; emulation movements and campaigns have closely followed reality ; the great solidarity bloc of ethnic groups has been strengthened . The Party's leadership method for the political system continues to be innovated , especially for the activities of the government, the Fatherland Front and mass organizations . The effectiveness and efficiency of management, direction and operation of governments at all levels have been improved; the role of the Fatherland Front, socio-political organizations and people in participating in Party building and building the political system has been strengthened and effectively promoted.
Over the 75 years of construction and development; the leadership capacity and fighting strength of the Provincial Party Committee and grassroots Party organizations have been enhanced, the contingent of cadres and Party members has matured in all aspects, contributing significantly to the successful implementation of the Party Committee's resolutions in each period. The achievements have affirmed the development of the Provincial Party Committee in the cause of building and defending the Socialist Republic of Vietnam. Theprovince has been honored to receive many awards and noble titles from the Party and State such as: Gold Star Order, Ho Chi Minh Order, First Class Independence Order and many Labor Medals of various classes; 21 collectives and 19 individuals were honored by the Party and State with the title of Hero of the Armed Forces; 4 collectives and 3 individuals were honored with the title of Hero of Labor; 10 mothers were honored with the title of Heroic Vietnamese Mother; Thousands of collectives and tens of thousands of individuals have been awarded many noble prizes by the Party and the State , worthy of the Party's trust, contributing to enriching the heroic Dien Bien Phu tradition in the period of innovation, integration and development of the country.
