Creatively applying the foreign policy of the Party and State to local conditions, Quang Ninh has recently strengthened foreign affairs and international integration, promoting foreign cooperation. Thereby, gradually affirming the position of the locality in the international arena.
Accordingly, Quang Ninh continues to pay attention to expanding foreign affairs activities. Since the beginning of 2024, the province has successfully organized many delegations to work abroad. Notably, the delegation organized an official visit to the Guangxi Zhuang Autonomous Region (China) in early 2024. The visit has practical significance, contributing to enhancing trust, mutual understanding, further tightening the relationship between Quang Ninh (Vietnam) - Guangxi (China); together building a peaceful, friendly, stable, cooperative and developing Vietnam - China border; concretizing the important common perception of the senior leaders of the two Parties and States of Vietnam and China.
Also at the beginning of the year, in Beihai City (Guangxi, China), the Spring Meeting 2024 program took place between the Secretaries of the Provincial Party Committees of 4 localities: Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China).
The program took place in a friendly and cordial atmosphere, demonstrating the consistency between the provinces and regions in continuing to comprehensively implement the two Vietnam-China Joint Statements and the common perceptions that the leaders of the two Parties and the two States have reached. Joining hands to implement the "Action Plan for the period 2024-2026 between the 5 Provincial Party Committees - Regional Party Committees, contributing to building a Vietnam-China Community of Shared Future with strategic significance from the local level. Within the framework of the program, the 15th Conference of the Joint Working Committee between the 4 northern border provinces of Vietnam (Quang Ninh, Lang Son, Cao Bang, Ha Giang) and the Guangxi Zhuang Autonomous Region (China) took place.
Along with that, Quang Ninh also organizes many large cultural and foreign affairs events, along with many international conferences and seminars. It can be mentioned that at the Ha Long Carnival 2024, there was a special art program, in addition to the participation of many famous domestic singers and artists, there was also the participation of international art troupes, such as Hokkaido (Japan), Guangxi (China), Laos, Thailand and European artist groups... The program with many exciting and attractive activities continues to affirm Ha Long - Quang Ninh as a "Safe - Friendly - Hospitable" destination, attracting a large number of domestic and international tourists to Ha Long.
In parallel, the province has focused on promoting, advertising and attracting foreign investment, especially in the tourism sector. At the conference on promoting, advertising and attracting investment in Quang Ninh tourism, welcoming the Clipper Race 2023-2024 round-the-world yacht race to Ha Long City, organized by the province, there was the participation of international delegates, Mr. Iain Frew, Ambassador Extraordinary and Plenipotentiary of the United Kingdom to Vietnam, along with more than 100 international delegates from the Clipper Race Organizing Committee, investors, businessmen, and sailing enthusiasts. Within the framework of the conference, delegates shared useful information about investment opportunities for tourism; tourism products of Quang Ninh and investment opportunities in industrial parks in the province...
In May 2024, Quang Ninh province, the Ministry of Foreign Affairs, and the European Union (EU) Delegation jointly organized the "Europe Day" event for the first time with the theme "Vietnam - EU: Joining hands for a clean environment". The event is of great significance in promoting responsibility in environmental protection, responding to climate change, and enhancing friendship, mutual understanding, promoting bilateral cooperation between Vietnam and the European Union, as well as with EU member countries on investment cooperation activities, promoting sustainable economic development. The event contributes to strongly spreading the message "Joining hands to preserve and protect the blue, clean, and beautiful marine environment for future generations"...
Most recently, on November 25, in Mong Tu City (Yunnan, China), the 11th Economic Corridor Cooperation Conference of 5 provinces and cities: Hanoi, Hai Phong, Quang Ninh, Lao Cai (Vietnam) and Yunnan Province (China) took place. Also within the framework of the conference, there were thematic discussions on trade and economy; traffic connection; and human exchange with the participation of leaders of departments, branches and localities of 5 provinces and cities of Vietnam and Yunnan Province (China).
In addition, Quang Ninh also signed 2 provincial-level agreements and allowed the signing of 12 international agreements at the department, sector and local levels, focusing on cooperation in trade, tourism, health, transportation and border management. In June 2024, the official announcement ceremony for the opening of the Hoanh Mo (Vietnam) - Dong Trung (China) bilateral border gate took place, including the Bac Phong Sinh (Vietnam) - Ly Hoa (China) customs clearance. This activity is a concrete result of the official visit to the Guangxi Zhuang Autonomous Region (China) by a high-ranking delegation of Quang Ninh province in February 2024, contributing to strengthening the friendly exchange and comprehensive cooperation in all fields between Quang Ninh province and the Guangxi Zhuang Autonomous Region.
People's foreign affairs work is also valued by the province. During the year, the Vietnam Union of Friendship Organizations in Quang Ninh province organized a conference on people's foreign affairs work in 2024. Attending were nearly 100 delegates representing departments, branches, the Vietnam Fatherland Front, unions, member friendship associations, and representatives of leaders of districts, towns, cities and some border communes of Quang Ninh. Through that, the delegates grasped information about the world and regional situation; the Party's foreign policy, the Central Party's directives on people's foreign affairs work; the requirements for people's foreign affairs work today. At the same time, they discussed and clarified a number of points to note in people's foreign affairs work in border areas...
Along with that, the province also pays attention to building a model border gate in the national border gate system; maintaining the "village to village" twinning movement, twinning residential clusters on both sides of the land border... Maintaining channels for exchanging experiences and talks to enhance understanding, tighten international solidarity and friendship in the trend of integration and development.
With efforts in foreign affairs, Quang Ninh is increasingly affirming its position in the international arena. Quang Ninh has become a destination for many foreign investors. As of November 15, 2024, the province has attracted over 2,049 million USD in FDI capital, of which 32 new projects were granted and 25 projects were adjusted to increase capital. It is expected that by the end of 2024, it will attract an additional 960 million USD in investment, bringing the total FDI capital attracted in the province for the whole year to over 3 billion USD.
