Strengthening forest management, protection and development

On March 8, the Government issued Resolution No. 29/NQ-CP promulgating the Action Program to implement Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development (Program).

The action program aims to create a strong change in awareness of the role and importance of forests, thereby changing behaviors and habits in daily life, production and consumption, creating motivation for sustainable forest management, protection and development, and promoting socialization of forest management, protection and development.

In addition, develop sustainable forestry economy in the direction of multi-purpose, multi-value based on the effective management and use of forest resources and land planned for forestry purposes. Diversify types of organizations, cooperation, association, and benefit sharing in forestry production and business in the direction of green, sustainable, circular production, and mobilize legal resources to serve sustainable forestry economic development.

The program aims to overcome the limitations and weaknesses in forest management, protection and development in recent times, ensuring the implementation of the goals of the Resolution of the 13th National Party Congress on agriculture and rural development, including forestry, while contributing to job creation, hunger eradication, poverty reduction, livelihood improvement, and environmental protection for sustainable development.

The program sets out 7 key tasks and solutions for relevant ministries, sectors and localities to implement, including: Innovating, diversifying, improving the effectiveness of propaganda, mobilization, education, raising awareness and responsibility for the management, protection and sustainable development of forests; Perfecting forestry laws, mechanisms and policies; Developing forestry economy.

The next tasks and solutions are to effectively organize the implementation of the national forestry planning and a number of key projects; Reorganize the organization and apparatus, improve the capacity and effectiveness of state management of forestry; Continue to reorganize, innovate and develop, improve the operational efficiency of agricultural and forestry companies; Promote research, application of science and technology, digital transformation and proactively improve the effectiveness of international integration in forestry.

In particular, the Program continues to develop new and replicate a number of combined agricultural - forestry - fishery economic models, both meeting the requirements of forest protection, conserving the biodiversity of forest ecosystems, and promoting the potential and resource value of special-use forests; developing models of forest protection, conserving mangrove ecosystems associated with aquaculture.

At the same time, resolve and remove obstacles and difficulties in the arrangement and innovation of agricultural and forestry companies in localities, especially the handover and reception of forestry companies from ministries and branches to the People's Committees of provinces and centrally run cities for management.

In addition, thoroughly handle the backlog and disputes over land originating from forestry farms and forestry companies; put an end to the situation where forestry companies and enterprises are allocated land but do not use it (transfer, lease, lend, or lease it out) or use it ineffectively; thoroughly handle overlapping, disputed, and encroached forestry land areas....
