The incorrect update of the VssID app has caused a lot of trouble for patients, affecting their rights.
Pneumonia updated to tuberculosis
According to Tuoi Tre, many patients are currently upset because their diagnosis results are completely different from the information updated on the VssID app.
Many people do not pay attention until they go to buy life insurance or have a job interview and are shocked to discover that the information on the app is incorrect and affects their benefits.
According to Mr. HH (37 years old, Hanoi), in November 2022, he went to a medical center in Hanoi for examination and was diagnosed with respiratory tract infection and had to be transferred to a large hospital in Hanoi. Here, Mr. H. was diagnosed with bronchitis, not tuberculosis.
However, Mr. H. did not pay attention to the information updated on the VssID app. In April 2024, when he checked the information on the app, he was shocked to discover that the information did not match the diagnosis results.
Both places he went to for examination were updated on the app as tuberculosis. Mr. H. went to the two medical facilities above to correct the information.
"I went to two medical facilities right after seeing the wrong information to request a correction, but both places said it couldn't be corrected because the system was closed. The hospital said the doctor would write it down in the book, sign it, and stamp it, but this still didn't solve the problem. If I buy life insurance in the future, it will be very troublesome. When I applied for a job, they were also very concerned about this disease," Mr. H. was upset.
Recently, Ms. VH shared on social media the case of her sister who went for an MRI scan, but when checking VssID, it was recorded as a stroke.
Another case said that recently, she accidentally reviewed her VssID history and found a record of a neurasthenia and back pain examination in early 2018. According to this person, at that time, she had just given birth to her second child by cesarean section less than 20 days ago, so she did not go for a check-up.
"The prescription is all traditional medicine over 623,000 VND, the time from entering to leaving is only 11 minutes on VssID" - she said.
Not easy to fix
Many people who participate in health insurance after downloading VssID encounter incorrect information. There have even been cases where people did not see a doctor but also reported that they had been examined and tested at the hospital.
Ms. M. (34 years old, Thai Nguyen province) is a "victim" of this misinformation. During a health insurance examination at the hospital, the medical examination book displayed six disease names and noted "follow up" for these diseases. After the test, Ms. M. had completely normal results but they were not updated to the system.
After that, Ms. M. had to go to the hospital twice to request confirmation. After receiving the complaint, the hospital reviewed the medical records, confirmed that the health results were normal and issued a document correcting the diagnosis that Ms. M. did not have anemia, kidney failure... as shown on the VssID application.
At this time, the life insurance company that Ms. M. is participating in agreed to continue to protect her rights under the contract.
As a health insurance participant, Ms. Loan (50 years old, Hanoi) said that writing incorrect information can lead to many consequences, because expensive techniques and tests have regulations on the number of times insurance payments are made per year.
"There are cases where PET/CT scans are only paid for no more than twice a year. If the records are "unfortunately" recorded incorrectly or the system saves incorrectly, the patient will not be paid. At that time, will the hospital be able to review and correct them in time to ensure the patient's rights?", Ms. Loan asked.
According to information from a medical center in Hanoi, usually the patient's medical examination and treatment information will be updated to VssID on the same day. If the information is incorrect, it may be due to a medical staff error or a system error.
"It could be that the medical staff entered the wrong insurance code or entered the wrong disease code, test code, drug code... In this case, the medical staff must report to the Social Insurance to open the source code to edit it," this person informed.
According to a doctor at Phu Tho Provincial Hospital, in reality there are also cases of incorrect writing due to objective factors.
However, there are also cases of profiteering, falsifying records to take advantage of the fund. "This issue needs to be looked at from three sides: the people, the hospital and the insurance.
On the people's side, there are also cases where people have actually contracted the disease and were diagnosed at the hospital, but when they joined life insurance, they came back and requested to remove the information - in this case, the hospital cannot intervene.
For hospitals, people who prepare records and enter data must be honest and careful to avoid unnecessary mistakes. When there are mistakes, regardless of whether people discover them or not, they must quickly report them to the Social Security for coordination in resolving them.
The Social Insurance Agency needs to facilitate hospitals when there is a request for correction, and have clear regulations/procedures so that hospitals can correct information when there is an error. In addition, many medical examination and treatment lists have not been standardized or updated, leading to difficulties for hospitals in data entry," he suggested.
Vietnam Social Security officially put the VssID app into use since November 2020. The application has provided many services and utilities for participants and beneficiaries of health insurance, unemployment insurance, and social insurance policies and regimes.
Up to now, there are tens of millions of people using the application to monitor and manage insurance participation information, replacing paper health insurance... With a large number of users, updating accurate information saves time for repair and avoids profiteering.
