Reporting at the conference, the representative of the Ministry of Finance said that by the end of March 2025, the National Assembly, the Government, the Prime Minister and ministries and central agencies had issued 43 legal documents to regulate and guide the implementation of national target programs. In the 2021-2025 period, the central budget for medium-term public investment allocated for 3 national target programs (new rural construction; sustainable poverty reduction; socio-economic development in ethnic minority and mountainous areas) was more than 102 trillion VND; the central budget capital allocated to implement the above 3 programs was nearly 98 trillion VND.
In addition to the achieved results, there are still difficulties and limitations such as: Some contents of the national target program, especially the national target program for socio-economic development in ethnic minority and mountainous areas do not have sufficient legal basis for implementation. However, the progress of amending, supplementing, and abolishing these contents and the plan to adjust resources to implement other contents have not been resolved promptly, slowing down the disbursement progress.
The progress of development, proposal for allocation and assignment of budget estimates for implementation of national target programs is still slow. Some support contents of the National Target Program for socio-economic development of ethnic minority and mountainous areas; sustainable poverty reduction are no longer supported.
The support level for implementing some contents is still low, not creating incentives for participants. Some localities have not really been proactive in reviewing and preparing investment procedures right from the planning stage, and have encountered difficulties in applying the provisions of the Bidding Law, so it takes a long time to complete project approval procedures...
In the 2021-2025 period, Bac Giang province was assigned by the Prime Minister to implement 11 targets and tasks of all 3 national target programs. The total state budget capital allocated to implement national target programs (including the 2025 plan) in the province is 4.2 trillion VND.
Up to now, the province has achieved and exceeded 5/11 targets; it is estimated that by the end of 2025, it will achieve and exceed 10/11 targets, while 1 target is forecasted to not be achieved under the National Target Program on New Rural Development (number of districts meeting advanced new rural standards), due to the policy of arranging and merging commune-level administrative units and not organizing district-level administrative units.
At the conference, delegates focused on in-depth assessment, analysis and clarification of existing problems, difficulties and limitations in implementing national target programs, and at the same time recommended and proposed a number of solutions to overcome them, especially in the allocation and disbursement of investment capital sources.
In his concluding remarks, Comrade Tran Hong Ha emphasized that 2025 is the final year of the 5-year plan 2021 - 2025, localities need to focus on reviewing targets and tasks of the entire 5 years to do better with the targets and targets that have been achieved and exceeded; focus on directing, operating, and synchronously implementing solutions to strive to complete the targets that have not been achieved. He requested ministries, central agencies and localities to urgently allocate and hand over the remaining capital immediately after the Prime Minister assigned additional funding for 2025.
He suggested that the Ministry of Finance review, research, propose amendments and supplements to regulations on management and implementation of programs in the direction of simplifying procedures, increasing decentralization, promoting initiative and self-responsibility of program owners and program management agencies.
The Ministries of Agriculture and Environment; Ethnic Minorities and Religions (program leaders) urgently complete the proposed plan to allocate all remaining capital and funds of national target programs and send it to the Ministry of Finance for synthesis and reporting to the Government and Prime Minister according to regulations.
At the same time, urgently urge, inspect, promptly guide and remove difficulties, especially in the context of merging and consolidating local government organizations at all levels, ensuring the continuous and synchronous implementation of programs, completing the goals for the 2021-2025 period assigned by the National Assembly.
Localities focus on directing, operating, and accelerating the implementation of national target programs, ensuring the completion of each program's objectives assigned by the Prime Minister.
At the same time, coordinate with program owners to organize evaluation and summary of the implementation process, propose solutions for the 2026-2030 period in accordance with the new situation. Before April 15, it is necessary to complete the steering committees of national target programs at the central and local levels to prepare well for the evaluation and summary of the implementation of national target programs in the 2021-2025 period.
