Focus on effectively implementing national target programs

(Baoquangngai.vn) - The Central Steering Committee for the implementation of 3 national target programs (NTPs) held an online meeting with localities on the implementation status and preparations for the summary of NTPs for the period 2021 - 2025. Deputy Prime Minister Tran Hong Ha - Head of the Steering Committee, chaired the meeting.

The meeting took place on the afternoon of March 31. Attending the meeting at the Quang Ngai bridge point were Vice Chairman of the Provincial People's Committee Tran Phuoc Hien; representatives of leaders of a number of relevant departments and branches.

According to the report at the meeting, by the end of March 2025, about 78% of communes nationwide had met new rural standards (NTM), with an average of 17.5 criteria/commune; 307 district-level units had met NTM standards, of which 29 districts had met advanced NTM standards. By the end of 2024, the multidimensional poverty rate was 1.93%; the poverty rate in poor districts was 24.86%; the poverty rate among ethnic minorities was 12.55%.

The total estimate and plan for the central budget capital in 2025 of the 3 national target programs approved by the National Assembly is more than 53.5 trillion VND. Implementing the resolutions of the National Assembly, the Prime Minister has assigned more than 30 trillion VND of the central budget capital in 2025 (reaching 57% of the National Assembly's estimate) to ministries, central agencies and localities to implement the national target programs. To date, ministries and localities have allocated more than 21 trillion VND to affiliated agencies, units and levels. Regarding the disbursement of capital for the 3 national target programs in 2025 in Quang Ngai province, by March 31, 2025, it is estimated that more than 72.5 billion VND has been disbursed (49.7 billion VND from the central budget and more than 22.8 billion VND from the provincial budget), equal to 7.61% of the assigned capital plan.

At the meeting, delegates from central and local ministries and branches reported on the implementation of national target programs in the 2021-2025 period, pointed out difficulties and obstacles, and proposed key tasks and solutions in the coming time to effectively implement the programs.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the three national target programs are important in improving people's lives, as well as developing the local and national economy and society. 2025 is the final year of the 2021-2025 period, so ministries, branches and localities must be more determined in organizing the implementation of national target programs.

Deputy Prime Minister Tran Hong Ha requested relevant ministries and sectors to promptly synthesize and propose the allocation of missing capital sources to ensure the effective implementation of the three national target programs. Localities need to be more determined and proactive in the implementation process; focus on effectively using investment capital sources from the three programs. At the same time, report difficulties and obstacles for timely resolution.

Relevant ministries, branches and localities prepare contents to summarize the 2021 - 2025 period of all 3 national target programs before June 30, 2025.
