On the afternoon of March 31, the Central Steering Committee for National Target Programs (NTPs) for the 2021-2025 period held a national online conference on the implementation status and preparations for the review of the NTPs for the 2021-2025 period. According to the report of the Ministry of Finance, the medium-term public investment plan from the central budget (NSTW) for the period 2021-2025 of 3 national target programs, including: National target program for socio-economic development in ethnic minority and mountainous areas; National target program for sustainable poverty reduction and National target program for new rural construction (NTM) is 102,050 billion VND (including 100,000 billion VND of domestic capital and 2,050 billion VND of foreign capital), has been fully allocated 100% in the annual plan.

The total capital for the 2021-2025 period from the central budget of the 3 national target programs is 91,956.848 billion VND, of which 97,889.823 billion VND has been balanced and arranged in the annual budget, exceeding the expected 6%.

In Thanh Hoa, the total medium-term public investment plan of the Central Committee for the 2021-2025 period of the 3 assigned programs is VND 5,030,369 billion. The province has assigned VND 5,015,369 billion in detail, reaching 99.7% of the plan assigned by the Prime Minister.

The annual public investment capital plan from the budget assigned by the Prime Minister to date is VND 5,022,839 billion, equal to 99.8% of the medium-term plan for the period 2021-2025. The province has assigned an annual plan of VND 4,973,281 billion, reaching 99% of the plan assigned by the Prime Minister.

The total disbursement value from 2021 to 2024 reached 76.1% of the plan. In 2025 alone, up to March 25, 2025, the disbursement reached 34.7%. With this result, Thanh Hoa ranked 2nd among the provinces and cities in the country with the fastest capital disbursement rate.

Assessing the results of implementing the goals and tasks, the representative of the Ministry of Finance said that the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas has completed 6/9 target groups assigned by the National Assembly in Decree No. 120/2020/QH14.

For the National Target Program on Sustainable Poverty Reduction, by the end of 2024, the poverty rate according to multidimensional poverty standards will be 1.93%, the poverty rate in poor districts will be 24.86%, the poverty rate of ethnic minority households will be 12.55% (down 3.95%), achieving the target assigned by the National Assembly and the Government.

Regarding the National Target Program on New Rural Construction, by March 2025, the whole country had 6,001 communes (78% of communes) meeting the New Rural Standards, reaching 97.5% of the target for the 2021-2025 period; 6/15 districts were out of the list of "white New Rural Communes"; 307 district-level units (47.6%) met the New Rural Standards, reaching 95.2% of the target for the 2021-2025 period; 6 provinces had completed the task of building New Rural Construction, reaching 40% of the target for the 2021-2025 period.

However, assessment from practice shows that the implementation of the National Target Programs for the period 2021-2025 still faces many difficulties and limitations. For example, some contents of the programs, especially the National Target Program for socio-economic development in ethnic minority and mountainous areas, do not have sufficient legal basis for implementation. The progress of development, proposal for allocation, and assignment of budget estimates for the implementation of the programs to ministries, central and local agencies is still slow. As of March 29, 2025, there are still 23,153.624 billion VND without proposed allocation plans, assigned to central and local agencies...

At the conference, delegates discussed and analyzed to clarify the difficulties, limitations, and causes of difficulties and limitations in the implementation of national target programs; at the same time, recommended and proposed many solutions to effectively implement national target programs in the coming time.

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized the goals and significance of implementing the national target programs. At the same time, he stated that 2025 is the final year of implementing the plan for the 2021-2025 period, so all levels and sectors need to focus on reviewing the targets and tasks of the entire 5 years to focus on directing, operating, and synchronously implementing solutions to maintain and improve the quality of achieved targets, make efforts to complete unachieved targets, and strive to complete the goals assigned by the National Assembly.

The Deputy Prime Minister emphasized a number of solutions and assigned specific tasks to each ministry, sector, and locality to thoroughly resolve difficulties related to the institutional implementation of national target programs. In particular, the Ministry of Ethnic Minorities and Religions urgently clarified the contents of the proposed amendments and supplements to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister. The Ministry of Finance summarized and evaluated the resolutions of the National Assembly related to mechanisms, policies, and approval of national target programs; reviewed, studied, and proposed amendments and supplements to regulations on management and organization of program implementation in the direction of simplifying procedures, enhancing decentralization, promoting the initiative and self-responsibility of program owners and program management agencies.

The Ministry of Agriculture and Environment and the Ministry of Ethnic Minorities and Religions are assigned to focus on urging, inspecting, promptly guiding, and removing difficulties and obstacles, especially in the context of merging and consolidating government organizations at all levels, ensuring the continuous implementation of national target programs. At the same time, ministries, branches, and localities are requested to continue to focus on directing, operating, and implementing solutions to accelerate the implementation progress of programs to ensure the completion of the goals of each program assigned by the Prime Minister; organize the assessment and summary of the implementation of national target programs for the period of 2021-2025, and propose solutions for the period of 2026-2030 in accordance with the new situation.
