The key point of this speech is that our country's top leader presented Vietnam's Vision on current issues that have been and are happening worldwide, threatening human life and existence on many continents.
War, natural disasters, epidemics... are taking the lives of millions of innocent people. Difficulties pile up on difficulties, Vietnam is also suffering huge losses in human lives and property from climate change, especially the recent storm No. 03 Yagi. But what seemed insurmountable has become surmountable when the Vietnamese people have stood shoulder to shoulder, promoted the highest cultural and humanistic traditions, combined national strength with the strength of the times.
On a global scale, the lesson learned is that if nations and peoples join hands in solidarity and cooperation, upholding responsibility for the fate of humanity with the awareness of maintaining peace, stability and cooperation at all costs to resolve disagreements, prevent and repel armed conflicts, and expand business cooperation and exchanges in the spirit of mutual benefit, then these are the factors that create the "possible".
General Secretary and President To Lam affirmed that, in that direction, Vietnam is doing its utmost, clearly demonstrating its role as a responsible member of the international community, striving for the highest goals of peace, stability, cooperation and development. With that vision, Vietnam is confidently entering a new era - an era of striving towards the historical milestone of the 100th anniversary of the founding of the Socialist Republic of Vietnam in 2045, achieving the goal of becoming a developed industrial country with high-income people, on par with the advanced powers in the world.
The above message from General Secretary and President To Lam has received many positive responses from prestigious experts around the world. On September 30, asia.nikkei.com (Japan) published an article by Mr. Sam Korsmoe, an American writer who has lived and worked in Vietnam for nearly 20 years and is the co-author of the book “Vietnam: Asia’s Rising Star”, in which he stated that, despite some obstacles, Vietnam will continue to grow economically despite political turmoil.
According to the article, in just a few months, General Secretary and President To Lam has highlighted Vietnam's "bamboo diplomacy" strategy, affirming that Vietnam is friends with all countries to build a strong and stable country.
Notably, this trip is very important for Vietnam's business activities with the US. According to the International Trade Administration under the US Department of Commerce, Vietnam is currently the 6th largest exporter to the US and the 28th largest market for US exports - he cited.
He asked and answered the question: Will this trend continue in the coming period? “Clearly, Vietnam is an economic tiger with a bright future. Vietnam has the necessary physical assets to grow and develop like Taiwan (China) and South Korea, two of the economic tigers from the 1980s. Vietnam has the ingredients to become rich (i.e. escape the middle-income trap and become a high-income country) by 2045, just like Taiwan (China) and South Korea did in 2000. Vietnam will continue to maintain its current growth through export-oriented manufacturing, free trade and foreign direct investment (FDI).”
He analyzed that there are three factors that make up Vietnam's strength - culture, policy and action.
According to him, culture is based on a characteristic called “pragmatic will”. Vietnamese people have the valuable characteristics of working hard, ensuring stability, taking responsibility and persistently pursuing goals when those goals are beneficial to the country.
On the policy side, there are many factors, but the most important one is that Vietnam supports free trade. Since signing a bilateral trade agreement with the United States in 2001, Vietnam has joined the World Trade Organization (in 2007) and signed 15 more bilateral trade agreements. Free trade is Vietnam’s ticket to prosperity. Vietnam has participated in FTAs for the past 25 years and will continue to do so.
The clearest evidence is that Vietnam is positioning itself as a preferred destination in the “China+1” strategy of global manufacturers. Manufacturers are leaving China and moving their operations to Vietnam. Therefore, the US diplomacy is a comprehensive strategic partner of Vietnam, which means that American businesses are well positioned to be part of this trend.
“Over the past 25 years, Vietnam has been developing its economy and exporting Vietnamese-made goods to the world. It is absurd to think that this trend will end because of a change in leadership,” he said.
“The visit of Mr. To Lam to the US and his meetings with important figures and corporations took place at the right time – it speaks to Vietnam’s internal strength, thereby creating an international position. This is a positive sign for what is to come. This will boost the confidence of American and other business leaders as well as the overseas Vietnamese community that Vietnam will continue its journey and do its best to continue developing the economy for the next 25 years.”
The author of this article would like to note that, when mentioning meetings with important figures at the United Nations forum, it is necessary to pay attention to a special detail that attracted the plenary session of the United Nations - that is, at the beginning of his speech, US President Joe Biden reviewed his long-standing political career, from the time he was first elected to the US Senate in 1972 - the time when the US was still fighting in Vietnam.
The US President shared: “We were living at a historic turning point, through a time of tension and uncertainty. America was fighting in Vietnam, the longest war in the country’s history at that time…”.
According to Mr. Biden, the United States was internally divided and angry over many different issues. Although it overcame that period, including ending its participation in the war in Vietnam, things were not easy or simple for the United States. However, through efforts, Vietnam and the United States overcame their differences and built a strong partnership.
He affirmed, “Today, the US and Vietnam are partners and friends. The Vietnam-US relationship is proof that the horrors of war always have a way forward. Everything can become better. We must not forget that.”
An event that also received special attention from international public opinion was the first face-to-face meeting between the leaders of Vietnam and the United States, taking place in the context of the two countries marking one year of establishing a Comprehensive Strategic Partnership.
During the meeting, President Joe Biden expressed his condolences to Vietnam for the damage caused by super typhoon Yagi and affirmed that the US government is ready to support Vietnam in the recovery process after the storm.
Once again congratulating General Secretary and President To Lam on his new position, President Joe Biden affirmed that the US considers Vietnam “a partner of paramount importance in the region”. According to researcher Liu Qingbin (China), “such an assessment of a Southeast Asian country that is not an ally of the US is truly rare”.
President Joe Biden emphasized, “The United States supports Vietnam in playing an increasingly important role in the region and the world; wishes to closely coordinate with Vietnam in maintaining peace, stability, cooperation, upholding international law, ensuring freedom of navigation and aviation in the East Sea, combating climate change and resolving common regional and international issues.”
During meetings with many heads of state and international organizations, and large corporations on the sidelines of the Conference, the Vietnamese delegation also received high appreciation for its achievements and affirmation of continued support and cooperation with Vietnam in many fields.
As materialists, we are not simply optimistic about those compliments. On the one hand, we are grateful for the support of international friends for Vietnam; on the other hand, we deeply realize that the will to be self-reliant and self-reliant to build strong strength from within is the decisive factor, and external support is important for the process of building and developing the country quickly and sustainably.
The practice of nearly 40 years of innovation and international integration with great and comprehensive achievements is the foundation that allows us to confidently enter a new era - the era of Vietnam's rise - as affirmed by the message of General Secretary and President To Lam domestically and internationally.
