On March 15, the Department of Agriculture and Rural Development of Binh Dinh province said that a working delegation chaired by Deputy Minister of Agriculture and Rural Development (MARD) Phung Duc Tien had just worked with Binh Dinh province on investment preparation and removing difficulties for the Sub-project on Investment in building a storm shelter for fishing boats in Tam Quan province.

This is one of the sub-projects under the Sustainable Aquaculture Development Project at the Ministry of Agriculture and Rural Development, funded by the WB.

Leaders of the Ministry of Agriculture and Rural Development have just worked with Binh Dinh on the Tam Quan fishing boat anchorage sub-project.

According to Mr. Le Van Hien, Head of the Agricultural Project Management Board (Ministry of Agriculture and Rural Development), up to now, all survey work, construction and preparation of the feasibility study report of the Tam Quan storm shelter sub-project in Binh Dinh province have been basically completed by the Management Board and consulting units and have been transferred to the consulting unit for review, to carry out the review steps and implement the next steps.

In June 2024, the Board will submit the entire Sustainable Fisheries Development Project, including the Tam Quan Storm Shelter Sub-project. After June 30, the steps to negotiate the agreement and deploy the investment implementation in 2024 and 2025 will be carried out.

The sub-project to invest in building the Tam Quan storm shelter area is designed and constructed according to two options. Option 1, in compliance with the investment policy approved by the Prime Minister, does not have a sand-blocking dyke. Accordingly, the 30.7-hectare anchorage area will be dredged, the channel from the estuary to the anchorage area will be dredged 1,950 m, the 2,355 m bank protection embankment will be built, 9 buoys and 6 warning signs will be installed with a total investment of 378.5 billion VND.

Tam Quang fishing boat anchorage area is invested to meet the needs of local people.

Option 2, according to the investment policy items approved by the Prime Minister and having a sand dam to ensure long-term stability of the project, the total investment is expected to be 710.8 billion VND, including compensation costs of about 77 billion VND. However, this 77 billion VND does not include the compensation costs for the 24 hectares of landfill.

According to Deputy Minister Phung Duc Tien, the policy of building Tam Quan fishing port is completely correct.

According to the leader of the Agricultural Project Management Board, Le Van Hien, the Board proposed that the Ministry of Agriculture and Rural Development and the People's Committee of Binh Dinh Province agree on option 1, not investing in sand-blocking dykes, to match the investment policy and reduce procedural time. For option 2, with sand-blocking dykes, it will continue to be studied and invested in phase 2, to match financial resources...

Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tuan Thanh said that the province agrees with option 1. However, in the long term, the port needs to invest systematically to achieve high efficiency.

According to Mr. Thanh, in Option 1, it is necessary to add some items to complete the upgrading of the fishing port from class 2 to class 1, this is very urgent, related to confirming the origin of aquatic products.

“Binh Dinh will provide maximum support for this project and implement it in accordance with current regulations,” Mr. Thanh affirmed.

Deputy Minister of Agriculture and Rural Development Phung Duc Tien assessed that the policy of building a storm shelter is urgent. In addition to choosing an investment plan, functional units need to calculate the investment efficiency. The anchorage port needs to be combined with tourism development, processing, preservation... and not just a place to anchor ships and boats.

Mr. Tien noted that the work of site clearance and resettlement compensation needs to find locations that meet the conditions and meet the people's requirements, especially ensuring publicity and transparency.
