Up to now, Quang Binh has built a modern, synchronous Information Technology Infrastructure and Electronic Data Center of the province, aiming towards digital infrastructure. Many software systems have been built and put into application to ensure serving the needs of developing e-Government, Smart City and digital transformation of the province in the period of 2021-2025.

Building a modern and synchronous provincial information technology infrastructure and electronic data center

The provincial electronic data center was started to be established in 2012 under a World Bank project funded by the Ministry of Information and Communications, but by 2020 it had degraded, and resources were no longer sufficient to serve the construction of digital government and smart cities. Therefore, the Provincial Party Committee, People's Council, and Provincial People's Committee have assigned the Department of Information and Communications to upgrade and develop the Center according to the Digital Transformation, E-Government, and Smart City Project of Quang Binh Province until 2025. In August 2023, the provincial electronic data center completed the upgrade, with the information technology equipment system and essential infrastructure invested beyond Tier 2 standards and aiming to reach Tier 3 standards in the 4 standard ratings of electronic data centers. Currently, the Center has 36 physical servers and storage equipment clusters with 20 times the capacity before the upgrade; Deploying virtualization technology ensures infrastructure to serve the province's 12 current platforms, information systems, and shared databases, and prepares for deploying new application platforms in the 2023-2028 period.

In addition, with standard infrastructure and stable operation 24/7, the Provincial Electronic Data Center is currently the place to install and operate 06 physical servers; providing virtual servers to install and deploy 18 software systems and specialized databases of departments, branches and sectors. With the deployment of modern equipment and virtualization technology, the Provincial Electronic Data Center basically meets the infrastructure for storing, installing and integrating information systems for digital transformation tasks, serving the operation and direction of the province; providing virtual servers to install and deploy information systems and specialized databases of departments, branches and sectors in the province.

Setting up a 4-level interconnected online conference system

Since 2020, the provincial Video Conferencing System has been deployed to serve remote meetings, connecting from the central to the provincial and district levels. By mid-2023, within the framework of the Digital Transformation Project, e-Government and Smart City of Quang Binh province, the Provincial Online Conferencing System continued to be invested in and expanded to 151 communes, wards and towns. This allowed the district level to proactively organize online meetings with the commune level, creating conditions for authorities at all levels to quickly access online working methods, while creating close and synchronous connections from the central to local levels. It can be affirmed that the investment and operation of the Provincial Online Conferencing System has brought many practical benefits, not only contributing to administrative reform, improving meeting methods, saving time, reducing costs but also gradually bringing the direction and operation activities of authorities at all levels to the digital environment.

In particular, the 4-level online conference system is ready to replace in-person meetings in situations of natural disasters, floods, epidemics, or in mountainous, remote areas, where traffic is difficult, ensuring smooth direction and management of all levels in emergency cases, difficult conditions that make it impossible to organize in-person conferences.

Strengthening the application of digital technology in the operations of state agencies

To promote the development of digital government, the Department of Information and Communications has advised the Provincial People's Committee and the Provincial Digital Transformation Steering Committee to direct departments, branches, and localities to strengthen the application of digital technology in the operations of state agencies, in conjunction with the administrative reform program to improve the efficiency of management, operation, and quality of public services for people and businesses, focusing on coordinating the upgrading, completion, management, operation, and promotion of the use of information systems, shared and specialized databases of the province. Including: Portal/Website; Document management and operation system; System for monitoring the implementation of tasks assigned by the Provincial People's Committee; Official email system; Information system for handling administrative procedures; Reporting information system; Operation portal, digital workspace for officials and civil servants; Inspection management system and complaint and denunciation settlement; Shared database based on geographic information (construction planning, land, etc.); Software for receiving and processing on-site feedback; Software for monitoring information on the network environment; System for monitoring network information security and preventing centralized malware...

The administrative procedure settlement information system is built centrally and uniformly.

The administrative procedure settlement information system (TTHC) has been built centrally and uniformly in the province since 2018. The upgrading of the provincial electronic data center has ensured stability, improved quality and efficiency of the system. Up to now, the system has been applied in all provincial departments, branches, and sectors, district and commune People's Committees; maintained connections and provided the utility "Looking up citizen information from the National Population Database"; applied artificial intelligence (AI) to deploy Virtual Assistants to support people and businesses in accessing and using public services. 1,175 administrative procedures of the province that meet the conditions prescribed by law have been built, integrated, and connected to provide online public services, reaching 100%. The rate of online public services integrated into the National Public Service Portal reached 100%. The rate of online records on the Provincial Public Service Portal reached 77.53%. The rate of online payment records reached 58.77%. The rate of digitization of records and results of administrative procedure settlement reached 88.87%. The rate of satisfaction of people and businesses in handling administrative procedures and providing public services reached 93.7%.

Upgrading the provincial reporting information system to effectively serve the direction and operation in the era of technology 4.0.

The provincial reporting information system will be comprehensively upgraded in 2023, according to the Digital Transformation, E-Government and Smart City Project of Quang Binh province. The new version of the system will be officially put into use on January 1, 2024, fully meeting the functions and technical requirements; sharing data for 08/08 indicators with the Government reporting information system, the Government's Command and Operation Center. Departments, branches, sectors, and district-level People's Committees will basically update information and data fully and promptly according to the Provincial People's Committee's Decision promulgating the Assessment Framework and Periodic Reporting Regime on the socio-economic situation periodically to serve the direction and operation of the Quang Binh Provincial People's Committee.

In parallel with providing accounts to exploit and use information and data to synthesize the socio-economic situation for officials at affiliated agencies, units and localities according to the needs on the Provincial Reporting Information System to serve professional work, the Department of Information and Communications has assigned technical focal points to continue to guide and support agencies, units and localities in the process of deployment and use. At the same time, synthesizing feedback on difficulties in the implementation process to continue to perfect the functions, features and utilities of the system, meeting the needs of expanding applications in the coming time.

Building an Executive Portal, a digital workspace

Also according to the Digital Transformation, E-Government and Smart City Project of Quang Binh province, the basic information systems and shared databases of the province have been integrated by the Department of Information and Communications into the Management Portal platform, digital workspace, creating a centralized login interface for officials, civil servants and public employees when accessing and using digital government software. To date, the system has been deployed in 16 provincial departments, branches and sectors; it is expected that by the end of 2024, the application will be expanded to all state administrative agencies at the 3 levels of province, district and commune.

The important results of phase 1 of the Digital Transformation, e-Government and Smart City project in Quang Binh province have gradually met the goals and tasks of digital transformation of the province, which are: synchronously developing database infrastructure, building large, reliable and stable data systems, warehouses and lakes to serve the activities of the government, businesses and people. Strongly promoting digitalization, developing and enriching digital data, ensuring data provision for state management and providing online services. Providing open data sets with high quality and exploitation value, opening data according to the provisions of law to serve comprehensive digital transformation. Organizing connection, sharing and interconnection between the province's databases and digital platforms with central ministries, departments and branches for effective management, exploitation and use, avoiding waste and overlap.

Key tasks and solutions on developing digital infrastructure, building digital government, and promoting smart urban development in the coming time

Promoting the important results achieved, in the coming time, the Department of Information and Communications will continue to coordinate with departments, branches, sectors and localities to advise, organize and promote comprehensive digital transformation according to the goals set out in Resolution No. 07 of the Provincial Party Committee and Plan No. 698 of the Provincial People's Committee on digital transformation of Quang Binh province by 2025, with a vision to 2030. In which, about developing digital infrastructure, building digital government, promoting smart urban development, The Department will focus on the following key tasks and solutions:

The first, Continue to direct, coordinate and support telecommunications enterprises to develop high-quality broadband internet connection infrastructure to meet digital transformation requirements in the province, focusing on ensuring in industrial, commercial, tourism and service zones, and areas with high population density; at the same time, advise the Provincial People's Committee to propose the Central Government to support the implementation of appropriate solutions for 21 villages in 05 mountainous, remote and isolated communes that currently do not have electricity grid and mobile phone signal.

Second, continue to guide and support departments , branches, sectors and localities to review, invest and upgrade equipment and broadband internet connection infrastructure, meeting the requirements of information technology application, implementing digitalization in the state administrative agency system; prioritize modernizing digital infrastructure for units and individuals directly updating, exploiting and using digital government data and at the Public Administration Service Center, one-stop-shop departments at all levels to improve the quality of service to people and businesses.

Third, the organization manages, operates, and effectively exploits the province's shared digital infrastructure systems, which have completed new, modern investments according to phase 1 of the Digital Transformation Project until 2025, especially the Provincial Electronic Data Center, which provides server services with strong processing capacity and large storage resources to support agencies and units in building and deploying information systems, shared and specialized databases, and providing applications and services for Digital Government and smart cities.

Fourth, accelerate the implementation of phase 2 of the Digital Transformation Project until 2025 to build and complete important shared systems and software to serve the Digital Government in the medium term. In particular, the focus will be on building a system of platforms for managing, analyzing, synthesizing, integrating, sharing, and representing provincial data, promoting connection, exploitation, and sharing of common, specialized, and open data in the direction of digital transformation with data as the center (Data-Centric). At the same time, upgrade the overall technology platform for the Provincial Administrative Procedures Processing Information System, complete features and utilities to meet the requirements of providing public services in the network environment.

Fifth, advise on maintaining and updating the e-Government Architecture and ICT Architecture for smart urban development in Quang Binh province; guide and support departments, branches, sectors and localities to promote digitalization of processes and data, training and fostering digital skills for officials, civil servants, public employees and workers; build and develop a Smart Operations Center and deploy basic and practical smart applications and services for the community.

Identifying digital transformation as an important strategic task, both urgent and long-term for the entire political system and society , the Department of Information and Communications is determined to successfully carry out the set tasks, contributing with the whole province to gradually realize the national digital transformation strategy goal. improve competitiveness, sustainable development and people's happiness .
