With the efforts and effective and drastic measures from Party committees at all levels and the entire political system, since the beginning of the 2020-2025 term, the entire Ha Tinh Party Committee has admitted 6,736 outstanding people into the Party; thanks to that, the number and quality of new Party members have been increasingly improved.

In the 2020 - 2025 term, the Provincial Party Committee of the Bloc of State Agencies and Enterprises set a target of admitting over 900 party members during the term, including over 400 party members in enterprises. Although only halfway through the term, the Party Committee's target of developing party members has exceeded the target set by the congress resolution. Since the beginning of the term, the entire Party Committee has admitted 983 party members; of which the agency and unit block has 632 party members, and the enterprise block has 351.

As one of the typical Party Committees in the Party member development work of the Party Committee of the Bloc, since the beginning of the term, the Party Committee of Ha Tinh Water Supply Joint Stock Company has admitted 21 new Party members, bringing the total number of Party members of the whole Party Committee to 233. In the coming time, the Party Committee of the Bloc will continue to focus on leadership, direction, and propose solutions to develop Party members suitable for each type of grassroots Party organization.”

As a locality with a large number of ethnic minorities and religious people, despite difficulties in resource creation, with creative and drastic ways of working, since the beginning of the term, the Party Committee of Huong Khe district has admitted 542 party members, including: 14 party members who are religious, 17 party members of ethnic minorities, 168 party members of students...

To achieve that result, the Standing Committee of the District Party Committee has developed a development plan for the entire term and each year, assigned specific targets to grassroots party organizations and mass organizations to implement emulation movements, thereby discovering and nurturing outstanding masses. The district also focuses on implementing well the regimes and policies for cadres and party members, and has policies for special party cells and party members. At the same time, it pays attention to building and improving the quality and leadership role of party organizations, the pioneering and exemplary role of cadres and party members to build and strengthen people's trust in the Party...

Secretary of the Huong Khe District Party Committee Nguyen Thanh Dien said: “After the Provincial Party Committee issued Action Program No. 18-CTr/TU on implementing Resolution No. 21-NQ/TW (minimum admission target of 3% of total party members each year), from 2023, the Huong Khe District Party Committee has been highly determined and adjusted the party development target, striving to reach 215 party members each year (an increase of 65 party members compared to the target set by the Resolution of the District Party Congress for the 2020-2025 term). In the first 8 months of 2023, the whole district admitted 149 party members. Since the beginning of the term, the entire Ha Tinh Party Committee has admitted 6,736 outstanding people to the Party. In the first 6 months of 2023 alone, 1,259 party members were admitted, including 564 students. In particular, attention has been paid to the work of developing party members in remote areas, areas with a large number of religious followers and in private enterprises; gradually overcoming the situation of villages and residential groups without party members and combined party cells. The whole province has established 5 grassroots party organizations in enterprises; eliminating 5 villages with no party members (from 10 villages at the beginning of the term, now there are 5 villages).

The 2020 - 2025 term recorded the development of the party among students with a high increase in the number throughout the province. Specifically: in 2020, 280 students were admitted to the party, out of a total of 1,428 new party members (accounting for 19.6%); in 2021, 417 students were admitted to the party, out of a total of 1,948 new party members (accounting for 21.4%); in 2022, 477 students were admitted to the party, out of a total of 2,101 new party members (accounting for 22.7%). Many localities have a clear increase in the rate of party development among students, such as Duc Tho, Huong Son, Ha Tinh City, Cam Xuyen, Huong Khe, Ky Anh Town, etc.

In order to continue to effectively implement the work of developing Party members, Party committees, the Fatherland Front and socio-political organizations from the province to the grassroots level need to focus on promoting propaganda and education on revolutionary ideals for union members, association members and the masses to have a correct and profound understanding of the meaning and importance of the work of developing Party members; continue to closely follow the directives, resolutions and guiding documents of the higher-level Party committees on the work of developing Party members.

At the same time, every year, district, city, town party committees and affiliated party committees need to develop plans and assign specific targets for creating sources and recruiting party members to each party organization in accordance with the actual situation. Pay attention to discovering, nurturing and recruiting into the Party outstanding masses who have matured in the labor, study and work movements; in the youth union, women's union, farmers; in villages, residential groups, ethnic minority areas, places where there are no party members or few party members; intellectuals, businessmen, religious people, workers, laborers in enterprises, students in universities, colleges, vocational schools and students in high schools...
