At the press conference on the socio-economic situation of Ho Chi Minh City on October 10, Ms. Luong Thi Ha, Deputy Chief Inspector of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City (DOLISA) said: According to the information reflected by Tien Phong Newspaper and the documents provided by the newspaper, the DOLISA has compared the relevant regulations.
Accordingly, as of October 10, 2024, the Department of Labor, Invalids and Social Affairs has not licensed employment services; activities of sending Vietnamese people to work abroad under contracts; vocational education activities for DSS Vietnam. Because the documents show that the Company is licensed for study abroad consulting activities, the Department of Labor, Invalids and Social Affairs is drafting a document to transfer to the Department of Education and Training of Ho Chi Minh City according to its functions.
According to Ms. Luong Thi Ha, from 2020 to now, the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City has received 12 complaints and denunciations related to DSS Vietnam, including 9 complaints about salary, social insurance and labor contracts; 3 denunciations related to collecting service fees but not fulfilling obligations related to sending Vietnamese people to study abroad and settle abroad.
Ms. Ha said that most of the complaints arose in late 2023 and 2024. Based on the complaints and denunciations received up to this point, the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City has issued notices of acceptance and established two verification teams.

“We are currently verifying the complaints. Next week, we will verify the content of the accusations. We receive complaints and accusations from the people and feedback from Tien Phong Newspaper in a receptive spirit.
At this point, there is not enough basis to conduct a surprise inspection of the content of sending Vietnamese people to study and work abroad for DSS company. However, in the coming time, the Department of Labor, Invalids and Social Affairs will consolidate the documents, consult with relevant departments to conduct inspections, checks, and propose solutions," said Ms. Luong Thi Ha.
Regarding the above incident, Ms. Nguyen Minh Bach Lan, Deputy Chief of Office of the Department of Education and Training of Ho Chi Minh City said: The Department has received relevant information as reported by Tien Phong Newspaper. The Department is currently verifying, collecting documents, and working with the unit.
Initial records show that DSS's license expired in September 2024. The Department has directed and transferred the case to specialized departments to review procedures and issues related to this company.
