Dong Tam Commune, My Duc District (formerly Ha Dong Province, now Hanoi City) was established in 1956 after merging Hoanh Village of Thuong Lam Commune and Dong Mit Village of Phuc Lam Commune. Up to now, Dong Tam has reached the new rural commune finish line, with an average income per capita of 80 million VND/person/year.

The face of Dong Tam countryside has changed dramatically after the merger.
Speaking with Dan Viet reporter, Mr. Nguyen Van Huyen - Chairman of the Vietnam Fatherland Front Committee of Dong Tam commune said that Dong Tam commune, My Duc district (belonging to the old Ha Dong province, now Hanoi city) was established in 1956 after merging Hoanh village of Thuong Lam commune and Dong Mit village of Phuc Lam commune.
After its establishment, Dong Tam commune still retains the names of the two villages Hoanh and Dong Mit. By 2023, after implementing the Project to perfect villages and residential groups, Hoanh village (1,814 households) was divided into 4 new villages including Hoanh village 1 (425 households), Hoanh village 2 (402 households), Hoanh village 3 (513 households), Hoanh village 4 (474 households). Dong Mit village (957 households) was also divided into 2 new villages including Dong Mit village 1 (556 households) and Dong Mit village 2 (401 households).
"Before the separation policy, from the commune and village levels, plans and implementation methods were developed and specific tasks were assigned to members of the Party Committee, government, steering committee, and sub-committees in the village, associated with the responsibility of the head and the exemplary responsibility of cadres and party members.
The Commune Party Committee focused on leading, directing, and organizing propaganda in many forms and deployed synchronously and widely to all cadres, party members, union members, association members and people. Through the forms of mobilization and propaganda, people clearly understood the effectiveness of the separation of villages, so people were very unanimous and highly supportive," Mr. Huyen recalled.
According to Mr. Huyen, after 2 mergers and separations, the face of Dong Tam's countryside has changed significantly, and people's lives and incomes have increased significantly. In 2024 alone, the total production value of the commune is estimated to reach 738 billion VND, equivalent to over 105% of the assigned plan, an increase of over 81 billion VND compared to 2023. Average income per capita reached nearly 77 million VND/person/year.
Mr. Hoang Thanh Huong - Secretary of Dong Tam Commune Party Committee enthusiastically said: "After all the changes, Dong Tam Commune Party Committee with 7 Party cells and 295 Party members is determined to uphold the exemplary spirit of each Party member, mobilize people to focus on socio-economic development, and well implement the Resolution of the 24th Congress of My Duc District Party Committee.
In 2022, after many efforts, Dong Tam commune has reached the finish line in building a new countryside. Not stopping there, this year, Dong Tam is setting the target of improving the new countryside, increasing people's income to over 80 million VND/person/year.
According to the Secretary of the Party Committee of Dong Tam commune, when reaching the new rural finish line, the cultural and medical programs in the commune have been significantly improved. Dong Tam has a medical station invested in construction of more than 11 billion VND. Schools at 3 levels: kindergarten, primary school, secondary school in the commune have been invested in renovation and upgrading, ensuring facilities for students and teachers to teach and learn. The results of the commune's educational program are always the top unit in the education sector of the whole My Duc district.
"Currently, Dong Tam commune has gradually stabilized, the socio-economic development situation, security and defense have been maintained. In particular, the new rural construction movements, with the people's trust in the Party, have been promoted. The people have promoted the spirit of democracy, together with the local government, contributing a lot of money and effort to build the homeland to become more and more beautiful" - Mr. Hoang Thanh Huong informed.

People compete to donate billions of land to build roads
According to the Chairman of the Vietnam Fatherland Front Committee of Dong Tam commune, in just 5 years (2018 - 2024), the entire Dong Tam commune has 36 households participating in donating over 530m2 of residential land, worth more than 3.2 billion VND to expand traffic roads; including 27 households in Hoanh 1, Hoanh 3 and Hoanh 4 villages.
Mr. Nguyen Van Thang - Village Chief and Deputy Secretary of Hoanh 3 Village Party Cell, Dong Tam Commune affirmed: "Our Hoanh 3 Village has the largest number of households participating in donating land for new rural construction with the largest land area in Dong Tam Commune. It can be said that the movement of donating land and building roads has been spreading widely in every thought and house and has become a voluntary consciousness of every household in the village."
According to Village Chief and Deputy Secretary of the Party Cell Nguyen Van Thang, creating consensus and promoting democracy at the grassroots level is very important. Whenever organizing any work or activity, Mr. Thang calls a meeting with the people to get their opinions. When the people agree and trust, it is necessary to organize implementation fairly and transparently, ensuring the motto "people know, people discuss, people do, people check, people supervise, people benefit".

"The people of Hoanh 3 village discussed, I was just the leader who recorded and concluded. Whether to build this road or not, whether to build this project or not, was decided by the people. But I had to be the leader, representing the village to guide, to bring the most benefit to the farmers, then the people would support me" - Mr. Thang explained.
As one of the pioneering party members who donated land to open roads in Hoanh 3 village, Mr. Le Duy Dang shared: "If we want our homeland to innovate and develop, we need big and wide roads, in which the people play a decisive role in expanding village roads. As a party member myself, I must be an exemplary leader for the masses and people to follow."
Thinking is doing, Mr. Le Duy Dang mobilized his younger brother and family to donate land to expand the alley with a total area of 42 square meters. Not only did he donate land, Mr. Le Duy Dang also spent all of his own money, materials, and labor to rebuild the family's fence without asking for support or compensation from the government.
Mr. Nguyen Van Lan in Hoanh 3 village, Dong Tam commune said that the rural picture of Dong Tam is changing every day. Currently, the roads between hamlets, villages and communes are all paved with flat concrete, so people's work and business are very convenient.
"We raise egg-laying chickens and have a truck that delivers feed to the farm. Every day, traders come to the barn to buy the eggs, so the family doesn't have to worry about taking the goods to the market to sell. On average, my wife and I earn hundreds of millions of dong each year," Mr. Lan boasted.
