The business of 4-wheel electric vehicles carrying passengers of the enterprise is allowed to continue operating until June 30, 2025.
Saigon Public Transport Company Limited (Saigon PT) has just officially announced the resumption of 4-wheel electric vehicles to serve domestic and foreign tourists traveling to famous tourist attractions in Ho Chi Minh City.
The enterprise's 4-wheel electric vehicle business will continue to operate until June 30, 2025.

This announcement comes from the fact that the business has just received a document from the Ho Chi Minh City Department of Transport and Public Works.
Accordingly, the Department of Transport and Public Works held a meeting with representatives of the Ho Chi Minh City Police Department, the Office of the Traffic Safety Committee and related departments and units to discuss difficulties and problems of 4-wheel electric vehicles in Ho Chi Minh City.
According to the guidance of the Traffic Police Department, businesses that are piloting the operation and trading of 4-wheel electric vehicles before January 1, 2025, can continue to operate until June 30, 2025.
From July 1, 2025, units must comply with the provisions of Decree No. 158/2024/ND-CP of the Government promulgating regulations on road transport activities...
Therefore, Saigon PT was allowed to resume pilot business of 4-wheel electric vehicles.
The Department of Transport and Public Works also requested Saigon PT to review suitable routes for 4-wheel electric vehicle operations in the city.

Previously, as reported by the Investment Electronic Newspaper - Baodautu.vn , by early 2025, Saigon PT was the only remaining enterprise allowed by Ho Chi Minh City to pilot 70 4-wheel electric vehicles to serve domestic and foreign tourists traveling to famous tourist attractions in the city.
However, Saigon PT's pilot will have to stop by February 15, 2025. If it wants to continue the pilot, it must comply with the Road Law and the new Road Traffic Order and Safety Law, which will take effect from 2025. According to the Law, this unique tourism activity will stop and the company's 70 electric tourist cars will have to be "shelved".
Therefore, in February 2025, the Ho Chi Minh City People's Committee sent a petition to relevant ministries and branches stating that the deployment of 4-wheel electric passenger vehicles operating within a limited range has partly promoted the effectiveness of serving the travel needs of passengers, especially receiving the attention of tourists in the central area, connecting tourist attractions, and at the same time contributing to reducing environmental pollution in traffic due to the use of electric vehicles.
But according to regulations, from January 1, 2025, electric 4-wheel vehicles will operate according to the provisions of the Road Law, the Law on Road Traffic Order and Safety and related legal documents.
Accordingly, to operate 4-wheel electric vehicles, the City must install signs indicating a maximum operating speed of 30 km/h (for passenger vehicles) or a maximum of 50 km/h (for cargo vehicles).
But currently, the city no longer has speed limit signs under 40 km/h, except for some special and especially dangerous locations.
On the other hand, the entire route outside the inner residential area of the City serves almost all types of motor vehicles. That is, if the above-mentioned 30 km maximum speed sign is placed only to serve 4-wheel electric vehicles carrying tourists, it will affect vehicles with higher transport capacity such as cars, passenger cars, and trucks.

Therefore, the Ho Chi Minh City People's Committee recommends that the Ministry of Transport and the Ministry of Public Security provide guidance on the unified implementation of relevant provisions of Decree No. 165/2024/ND-CP with Article 48 of the Law on Road Traffic Order and Safety; at the same time, report and recommend that the Government consider and approve the operation of passenger transport by electric 4-wheel vehicles within a limited scope, to promote this type of transport.
