Review legal documents of educational units operating in schools

Principals of primary schools in District 1 (HCMC) must review the legal documents of units associated with educational activities in the school and report to the District Department of Education and Training before 11:00 a.m. on November 24.

The Department of Education and Training of District 1, Ho Chi Minh City has just sent an official dispatch to the principals of primary schools in District 1. Accordingly, the leaders of this department requested that the principals of the units review and report to the legal records department of the affiliated units.

Principals of primary schools must check and review the legal documents of enterprises and operating license documents to ensure that the affiliated units are licensed by competent state agencies to operate in the content deployed at educational institutions. Do not commit to supplementing documents and only sign training and development cooperation contracts when the organization provides complete legal documents and teacher profiles that meet the standards.

What does the affiliate teacher profile need?

Principals of primary schools in District 1 must also review and report to the Department of Education and Training on teacher records of units affiliated with educational activities in the school.

"For the profiles of foreign teachers and native teachers, organizations are required to provide fully certified copies of temporary residence cards, passports, diplomas, certificates (with translation and notarization), work permits or work permit exemption documents issued by the Department of Labor - Invalids and Social Affairs showing the title of English teacher, working term to ensure the teaching plan of the school year, work location in Ho Chi Minh City and the parent company is an affiliated unit with the school", the Department of Education and Training of District 1 requested.

Also according to this department, regarding the standards and conditions of foreign teachers and native teachers teaching foreign languages, the head of the unit needs to review according to the provisions in Clause 5 and Clause 6, Article 18 of the Regulations on organization and operation of foreign language and information technology centers issued together with Circular No. 21/2018/TT-BGDDT dated August 24, 2018 of the Minister of Education and Training promulgating the Regulations on organization and operation of foreign language and information technology centers.

Notably, according to the official dispatch of the Department of Education and Training of District 1, "teachers of the affiliated unit assigned to teach other contents (IT, digital citizenship skills education, STEM...) in the school program must have sufficient valid documents (university degree in pedagogy or primary school pedagogy certificate), have been trained and granted a certificate of completion of the training course on the teaching program".

Important Note About Affiliate Curriculum

The document requests that primary schools must check and report on the records and curriculum of affiliated units, ensuring that they have sufficient legal documents as prescribed in Circular 04/2014/TT-BGDDT dated February 28, 2014 of the Minister of Education and Training promulgating regulations on the management of life skills education activities and extracurricular educational activities.

According to regulations, the program, curriculum and teaching materials are compiled by the partner or are franchised. However, the selected program, curriculum and teaching materials must be appraised by the Ministry of Education and Training or have a quality assessment conclusion from the Department of Education and Training; comply with the Publishing Law and the Intellectual Property Law and other relevant regulations; the name of the program brought to the school must be the same as the name of the program licensed by the Department of Education and Training.
