The Chairman of the Provincial People's Committee has just issued an urgent document requesting functional departments, branches and People's Committees of coastal districts, towns and cities to thoroughly grasp and seriously implement the direction of the Ministry of Agriculture and Rural Development; urgently review and overcome shortcomings and limitations related to the responsibilities of their agencies and units to prepare to work with the 5th EC Inspection Delegation, contributing to the whole country in removing the EC's "Yellow Card" warning.
Require competent agencies, directly the border guards, fisheries, police and local authorities in coastal areas to continue to synchronously deploy solutions, strictly manage high-risk fishing vessels, especially in wards and communes where many fishing vessels have violated foreign waters in the past, to promptly detect and prevent early and from a distance, resolutely not allowing any fishing vessels and fishermen in the province to violate foreign waters. In addition, it is necessary to organize investigations, verify and clarify, strictly handle according to regulations for vessels that lose connection to the province's voyage monitoring signal (VMS), handle the case to the end according to the direction of the Ministry of Agriculture and Rural Development in Official Dispatch 2999/BNN-TS1. At the same time, continue to closely monitor fishing vessels operating at sea through the fishing vessel voyage monitoring system, promptly detect, warn and handle fishing vessels that lose connection to VMS, and exceed permitted boundaries at sea according to procedures and regulations.
Specialized management agencies and localities continue to seriously implement the registration, inspection, and issuance of fishing licenses for fishing vessels according to regulations and fully update them on the national fishing vessel database VNFishbase; ensure that 100% of fishing vessels eligible for fishing activities are painted with fishing vessel markings and registration numbers according to regulations. Provide a list of fishing vessels that are not eligible for fishing, especially "3 no" fishing vessels to each commune, ward, town and competent authorities for management, propaganda and strict control, and do not allow them to leave port to fish at sea.
The People's Committees of coastal districts, towns and cities shall direct the Chairmen of the People's Committees at the commune level to strictly manage temporarily registered "3 no" fishing vessels; they shall be responsible if "3 no" fishing vessels still arise in the management area. They shall proactively coordinate with specialized management agencies to organize inspections of fishing vessel repair facilities in the area, require facility owners to sign a commitment not to build new or convert fishing vessels without the approval of competent authorities, and strictly handle violations if they are detected.
In addition, the Management Board of Fishing Ports, Border Guard Stations, and Fisheries Surveillance are required to strictly control fishing vessels entering and leaving ports, tracing the origin of aquatic products according to regulations, resolutely not allowing fishing vessels that do not meet the conditions for fishing to leave ports for exploitation; closely monitor the output of aquatic products unloaded through ports, trace the origin, especially pay attention to the group of logistics vessels for fishing resources (purchasing and transporting seafood exploited at sea). Instruct fishermen and businesses to implement electronic traceability of exploited aquatic products (eCDT) according to the direction of the Ministry of Agriculture and Rural Development. Urgently repair and overcome the degradation of infrastructure of fishing ports with policies (La Gi, Lien Huong, Phan Ri Cua) to serve production and combat IUU fishing. At the same time, law enforcement forces need to launch a peak period of patrolling, inspecting, and controlling the law enforcement of fishing vessels operating at sea, at fishing ports, anchorages, and beaches, and strictly handle violations...
The Department of Agriculture and Rural Development - the Standing Office of the Provincial Steering Committee for Combating IUU Fishing proactively coordinates with members of the Provincial Steering Committee for Combating IUU Fishing to regularly inspect the work of preventing and combating IUU fishing of agencies, units and localities to promptly rectify and handle organizations and individuals who are subjective, negligent, irresponsible and fail to complete assigned tasks.
