The working group will inspect the implementation of policies, laws, tasks and powers assigned to the Department of Education and Training, the Director of the Department of Education and Training and related organizations and individuals in organizing the entrance exam for grade 10 of high school in the 2024-2025 school year in Thai Binh province. The inspection period is 20 days from the date of announcement of the inspection decision.

Speaking to Tuoi Tre on July 31, a leader of Nguyen Duc Canh High School, Thai Binh, said that the grading process for the 10th grade entrance exam in Thai Binh was carried out in accordance with the regulations and instructions of the Ministry of Education and Training. Specifically, the essay grading was carried out in two independent rounds.
According to this leader, this year at Nguyen Duc Canh High School, there are 6 more students who passed the 10th grade exam after the re-examination. However, the school does not have to ask for more quotas, because 6 candidates who passed the exam before were admitted to Thai Binh Specialized High School after the re-examination.
The 10th grade entrance exam in Thai Binh province took place from June 6 to 8. On June 16, students started looking up their exam scores and found that their scores were unusually low. Many parents and students then submitted appeals.
The review results showed that many candidates taking the 10th grade entrance exam in Thai Binh (mainly candidates taking the exam for Thai Binh Specialized High School and Nguyen Duc Canh High School - the top schools in the province) had their initial announced scores for literature and math subjects of only 2-4 points, but after the review, they increased to 8-9.5 points.
In particular, there was a case where a candidate's math exam score for grade 10 was announced to be only 3.75 points, but the re-examination result increased to 9.5 points (a difference of 5.75 points).
Regarding this incident, representatives of some parents whose children took the 10th grade entrance exam in Thai Binh province for the 2024-2025 school year filed a complaint against Mr. Nguyen Viet Hien - Director of the Department of Education and Training of Thai Binh province - and those involved in the admission work in the 10th grade entrance exam.
What is Thai Binh's essay test grading process?
The 10th grade high school enrollment plan for the 2024-2025 school year approved by the Thai Binh Provincial People's Committee on March 25 clearly states: "The Director of the Department of Education and Training decides to establish councils to create exam questions, print, transport exam questions, invigilate, grade, review... in accordance with the provisions of the current High School Graduation Exam Regulations".
According to the 2024 High School Graduation Exam Regulations, regarding the exam marking areas, each examination council is allowed to conduct the exam in no more than two areas. Each examination marking board performs its duties in only one area.
Regarding the regulations for marking essay tests, each test is marked in two independent rounds by two examiners from two different marking teams.
In the first marking, apart from the cross-strikes on the remaining blank spaces on the candidates' test papers, the examiners absolutely do not write anything on the candidates' test papers or the test bag.
The component scores, total scores and comments (if any) shall be recorded on only one score sheet for each exam. The score sheet shall clearly state the full name and signature of the examiner.
When the examiner finishes marking a bag, the examiner hands that bag over to the examiner's chief examiner or the examiner's group leader authorized by the examiner's chief examiner to hand over to the examination council secretariat.
The second marking process must ensure that the marked test paper bag is not returned to the same person who marked it the first time.
According to the 2024 High School Graduation Exam Regulations, if the exam scores between two rounds differ by less than 1 point, the two examiners will discuss and agree on the score.
In case of a difference of 1 to 1.5 points, the two examiners must discuss and record it in a report and report to their superiors for agreement. When the difference is more than 1.5 points, the test will be graded a third time, and the score will be recorded in a different ink color.
In the case where the scores of 2/3 times of marking are the same, they will be selected as the official score; if the three times of marking differ by less than 2.5 points, the grader can divide the average; if the difference is more than 2.5 points, the person in charge of making the minutes will unify the score.
During the marking process, at least 5% of the essay papers are randomly drawn for checking.
