Planning creates momentum for sustainable development

- The Resolution of the 17th Provincial Party Congress emphasized: "Developing a dynamic urban transport infrastructure system, synchronous information technology, in a modern direction". Immediately after the Congress, the Standing Committee of the Provincial Party Committee (17th term) issued Resolution No. 24-NQ/TU dated May 25, 2021 on improving the quality of urban planning, urban development and accelerating the urbanization rate in Tuyen Quang province to realize this determination. Accordingly, by 2025, the province's urbanization rate is expected to reach 27%.

Development motivation

​Since the general planning of the new urban area of ​​Tan Trao (Son Duong) was announced, the appearance of the countryside has changed rapidly. Not only has the transportation network been completed, but for the first time, a purely agricultural commune in the province has welcomed a large-scale investor to build a modern eco-tourism urban project.

Mr. Do Cao Cuong, Director of the Flamingo Tan Trao Construction Project Management Board, said: In addition to the advantage of being a historical land, the general planning of Tan Trao commune has been approved - this is a prerequisite for Flamingo to focus on investing resources to turn this place into the most attractive tourist destination in the region and the whole country. According to Mr. Cuong, the Flamingo Tan Trao project is built on an area of ​​nearly 25 hectares, with a total investment of 663 billion VND. This is a resort service model with shophouses, homestays, and a 4-star hotel complex with architecture imbued with national identity, a fusion of tradition and modernity, which will certainly bring a new look to the historical land of Tan Trao.

Tuyen Quang city is planned and built according to the criteria of a type I urban area.

Comrade Hoang Duc Soai, Chairman of Tan Trao Commune People's Committee, excitedly said: Commune planning is not simply drawing roads and houses, but also orienting socio-economic development, thereby improving the quality of life for the people. Particularly for Tan Trao, planning is the key to opening the door to integration and sustainable development. The Chairman of Tan Trao Commune People's Committee affirmed: According to the planning project, Tan Trao commune is not only an urban area developing tourism services, but also an area specializing in agriculture and developing high-tech forestry economy on the basis of preserving and promoting cultural and historical values ​​in the urban area associated with developing source tourism at Tan Trao Special National Relic Site.

Xuan Van Commune (Yen Son) is also undergoing dramatic changes thanks to its long-term vision and methodical steps in planning. Not only stopping at allocating functional space, the planning here also focuses on creating a comprehensive development ecosystem, harmoniously connecting the economy and society in the region. The clearest evidence is the completed traffic system, including the Xuan Van bridge across the Gam River connecting the traffic of Phuc Ninh and Xuan Van communes and the Xuan Van Industrial Cluster. Comrade Trieu Ngoc Ly, Vice Chairman of the Commune People's Committee, said: The initial achievements from the planning work have created strong driving forces, bringing Xuan Van into a new and promising development stage.

Comrade Ha Quoc Dung, Deputy Director of the Department of Construction, said: Determining that planning must meet the general development requirements, is the "first step, leading the way" to promote socio-economic development, the province has paid special attention and prioritized resources for planning work. The province's attention has created a major change in planning work. 7/7 existing urban master plans (including Tuyen Quang city and 6 towns), 104/104 commune master plans, 10/10 zoning plans, 24/24 detailed plans in areas of important significance... have been organized and approved in accordance with regulations to meet progress. The goal in 2025 is that 100% of construction planning levels from district areas, general planning, zoning plans to detailed planning of areas of important significance will be approved.

According to Deputy Director of the Department of Construction Ha Quoc Dung, the "coverage" of planning has created a clear and transparent legal corridor for investment activities, production and business, and urban and rural management. Investors can easily grasp information about planning, thereby making investment decisions in line with the development orientation of the province. People also have a basis to exercise their rights and obligations in the process of local development. In particular, planning helps localities exploit existing potentials and advantages more effectively; key economic zones are clearly identified, spearhead economic sectors are oriented for development, creating new driving forces for economic growth; areas with tourism potential are systematically planned, attracting investment in high-quality services, contributing to promoting the image and developing sustainable tourism.

However, “covering” the planning is only the beginning. The challenge is how to effectively implement and manage the planning, ensuring feasibility and adaptability to changes in the actual situation to ensure and put the province firmly on the path to realizing the goal of becoming a dynamic and sustainable province in the region.
