Admission Regulations 2025: Too many admission combinations, is it a concern?

The Ministry of Education and Training has just issued Circular 06/2025 amending and supplementing the regulations on university and college admissions for Preschool Education, effective from 2025.

According to the 2025 enrollment regulations, from this year, due to many changes in the new general education program, the Ministry of Education and Training has removed the limit on the number of admission combinations for each major and training program.

Previously, each major could only use a maximum of 4 admission combinations. However, to ensure input quality, the regulations require that the admission combination must have at least 3 suitable subjects, in which math or literature accounts for at least 25% of the weight.

In particular, from 2026, the number of common subjects between groups must account for at least 50% of the admission weight, ensuring uniformity in assessing candidates' abilities.

In the recently issued university admission regulations for 2025, MSc. Pham Thai Son, Director of Admissions at Ho Chi Minh City University of Industry and Trade, put the most emphasis on expanding the admission combination.

According to Mr. Son, it is undeniable that expanding the admission combination helps universities attract more candidates, especially candidates with strengths in different subjects. For example, the economics major has expanded from combination A00 (math, physics, chemistry) to D01 (math, literature, English) to attract candidates who are good at English.

Thereby, it also increases the chance of recruiting enough students for universities, especially local schools will have more chances of recruiting enough students.

In particular, the expansion of the admission combination is also consistent with the new general education program, where students can choose their own subjects.

For candidates, they have many choices of subject combinations, not limited to a fixed group of subjects. Candidates can choose a combination that suits their abilities and personal strengths. At the same time, this also helps them be more flexible in their career orientation, not having to retake a subject if they have studied a subject outside the traditional group.

However, Master Pham Thai Son also worries that it is necessary to pay attention when expanding the combination. The combinations must accurately reflect the required capacity of the field of study, especially for fields that require solid foundational knowledge such as medicine, architecture, engineering, etc.

"If we expand too many complexes without clear criteria, it can lead to uneven input quality," said Mr. Pham Thai Son.

This person is also concerned about the conversion of scores between admission methods. In particular, it is emphasized that the regulations on converting high school exam scores, transcripts, and international certificates must be public and fair. The conversion of scores must ensure the equivalence of difficulty between admission methods.

MSc. Pham Doan Nguyen, Vice Principal of Hoa Sen University, analyzed that the 2025 regulations recently issued by the Ministry of Education and Training have many contents adjusted and changed compared to last year.

Some of the most notable adjustments are no more early admission, must use the academic results of the entire 12th grade; universities do not have to allocate quotas for admission methods;

Schools must publicly announce the rules for converting equivalent admission scores to ensure fairness and transparency; there is no limit on the combination of subjects for admission; use appropriate foreign language certificates to convert to foreign language subject scores in admission;

Candidates only need to clearly identify the program, training major, and training institution they wish to study at to decide to register. The general admission system of the Ministry of Education and Training will use the method with the highest results of the candidates to consider admission...

With this regulation, Mr. Nguyen said that universities will have changes in admission methods, subject combinations, equivalent conversion of foreign language certificate scores, and admission information...

However, basically, schools still use many admission methods to facilitate candidates to choose suitable majors.

For example, at Hoa Sen University, this year it is expected to recruit 31 training majors with 5 methods including based on the results of the high school graduation exam; based on the results of the competency assessment exam of Ho Chi Minh City National University and Hanoi National University; direct admission according to the regulations of the Ministry of Education and Training; considering high school transcripts and admission according to the school's own interview method.

MSc. Pham Doan Nguyen noted that at this time, candidates need to proactively learn about the adjustments from the Ministry of Education and Training and changes in university admissions. High school managers and teachers need to update the changes to guide students so that they can study with peace of mind and choose the appropriate admission method.
