At the conference to review and evaluate the 2024 enrollment work and deploy the 2025 enrollment work for universities and pedagogical colleges on the morning of March 29, Deputy Minister of Education and Training Hoang Minh Son affirmed that the adjustments to the university enrollment regulations aim to increase transparency, fairness, ensure the most favorable conditions for candidates and improve the quality of enrollment. For training institutions that organize their own exams (assessment of capacity, assessment of thinking...), the Ministry of Education and Training requires the announcement of the score distribution and the development of a plan to convert the results of their exams with the 2025 high school graduation exam scores. In the immediate future, it is possible to announce the conversion rules with the 2024 score results so that training institutions can use these exam results for reference and develop rules; announce the conversion rules for the results of their own exams. When the 2025 high school graduation exam results are available, the school and the Ministry of Education and Training will announce the standard conversion rules.
Hanoi University of Science and Technology is one of the universities that organizes its own exam (thinking assessment exam) with the largest number of candidates and the largest number of universities taking the results in the country.
Associate Professor Dr. Nguyen Phong Dien, Vice President of Hanoi University of Science and Technology, shared that the conversion of equivalent scores between admission methods and subject combinations is not too complicated or difficult to understand. In fact, the introduction of a formula for converting equivalent scores between admission methods will reduce pressure on the school by avoiding having to consider allocating quotas for each method as before.
Mr. Dien said that it is necessary to distinguish between the two concepts of admission score and the exam score achieved by the candidate. The same candidate but each method has a different admission score even though the exam score does not change. For example, a candidate A got 28 points in the high school graduation exam (Math score, Physics score 9 points, Chemistry score 9 points), but the admission score of this candidate in the high school graduation exam method of the University of Science and Technology is (10 x 2 + 9 + 9) x 3/4 = 28.5 points, because the school requires the Math subject to be multiplied by a factor of 2 and converted to a 30/30 scale. Thus, it is clear that the exam score and the admission score of the candidate are not the same. In addition to the exam score, the admission score also includes priority bonus points, incentive points, and bonus points. Some schools use multiple scores (ability assessment test, academic transcript, high school exam, ...) for one method, so the formula for calculating the admission score will be more complicated.
According to Mr. Dien, the equivalent conversion formula only applies to admission scores. The reference system for converting equivalent scores between the methods that this university uses for admission in 2025 is the high school graduation exam score. The calculation formula is a first-degree equation y = ax + b. In which, y is the equivalent conversion score from the score of the thinking assessment test results (scale of 100); x is the score considered according to the high school exam score (scale of 30); a, b are the conversion coefficients.
The point to note here is that the coefficients a and b have constant values within a range of scores determined by the schools (if the schools apply this method). Candidates whose scores fall within a range will be able to look up the specific coefficients a and b to calculate the conversion. The values of coefficients a and b and the number of score ranges within a range are calculated and announced by the schools (in the form of a table) and usually fluctuate from 3 to 4 ranges if based on the score distribution of previous years.
According to Mr. Dien, determining the value of conversion coefficients and dividing ranges must be based on a number of factors: First, the distribution of exam scores of candidates (for example, the results of the 2025 high school graduation exam according to the admission combinations); second, the school's priority method (abundant initial recruitment sources) and third, the recruitment quality of the applied method (university learning results of students who have been recruited for a number of years).
In 2025, Hanoi University of Science and Technology plans to divide into 4 score ranges from 20 points (the university's quality assurance threshold) to 30 points for high school graduation exam scores. For thinking assessment test scores, this university also divides similarly, starting from the floor score to the absolute score. Coefficients a and b will be determined when the 2025 high school graduation exam score range is officially available.
With this formula, Mr. Dien noted that when using it, schools need to determine the conversion coefficients in the most fair direction for candidates, avoiding the situation where candidates are admitted based on high school graduation exam scores, which can reduce their chances of admission when schools give too much priority to high conversion coefficients for other methods (competency assessment tests, thinking, international certificates, etc.).
In addition to Hanoi University of Science and Technology, higher education institutions that are organizing university entrance exams (Assessment of the capacity of 2 national universities) will announce the equivalent conversion rules to the score system based on high school graduation exam scores for schools to refer to and apply.
Deputy Minister Hoang Minh Son also noted to the Department of Higher Education (Ministry of Education and Training) that in the 2025 enrollment guidelines, it is necessary to add principles for converting English certificate scores to avoid the current situation of each school having a different model.
