(Dan Tri) - Using English certificates instead of graduation exam scores and not dividing enrollment quotas according to admission methods are important changes in the 2025 university entrance exam.
Candidates who do not need to take a foreign language test can still apply for block D.
According to the revised university admission regulations for 2025 that the Ministry of Education and Training (MOET) has just announced, from 2025, candidates with foreign language certificates will have their foreign language scores converted into foreign language subject scores to be included in the admission combination.
Thus, candidates with foreign language certificates do not need to take the high school graduation exam in English but can still use the converted score from the certificate to apply for subject combinations with English such as D00 (math, literature, English), D07 (math, chemistry, English), A01 (math, physics, English)...
English subject scores converted from international English certificates are specified by each school.
However, the weight of the English subject score must not exceed 50% of the total admission score.
IELTS bonus points not exceeding 3 points on a scale of 30
The revised regulations stipulate that the total bonus points, bonus points, and incentive points for candidates with special achievements and candidates with foreign language certificates must not exceed 10% of the maximum score of the scoring scale.
For example, if the scale is 30, the bonus points cannot exceed 3 points.
Thus, if the university has a policy of rewarding IELTS candidates, the maximum bonus point is 3.
Convert all admission methods to a common scale
Another important change in this year's university entrance exam is that all admission methods and admission combinations must be converted to a common score scale.
Schools must determine this equivalence conversion rule according to the unified guidance of the Ministry of Education and Training.
The Ministry also requires schools to base on data analysis, evaluation and comparison of learning outcomes of students admitted in previous years and other scientific and practical bases to have appropriate conversion rules. Conversion of foreign language certificate scores must also be based on this principle.

For example, in 2024, Hanoi University of Science and Technology will use 3 admission scales: 30 (based on high school graduation exam scores), 100 (based on thinking assessment scores), and 110 (based on talent). This year, the school will only use 1 single scale for all three methods.
The latest time for schools to announce the score conversion formula is the same time as announcing the input quality assurance threshold. Do not divide the quota according to each admission method.
Along with converting equivalent scores for admission methods, universities do not divide quotas according to each method and combination as before, except for direct admission quotas according to regulations of the Ministry of Education and Training.
The admission score will be converted from high to low until the quota for each major/training program is full.
For example, in 2024, the National Economics University plans to reserve 18% for high school graduation exam scores, 80% for admission according to the school's own project, and 2% for direct admission according to the Ministry's regulations. This year, the school will only be allowed to keep 2% of its direct admission quota, the remaining 88% will not be divided by method.
This leads to the admission method, the admission combination that is given more priority by the school will be converted to a higher equivalent score and will have an advantage when considering from high to low.
The admission combination must include math or literature.
The new regulation requires that the subject combination used for admission includes at least 3 subjects, including math or literature. The scores of these 2 subjects must account for at least 25% of the total admission score.
With many changes as above, candidates need to prepare best for the 2025 high school graduation exam instead of just taking the exam to meet the admission requirements like previous years.
