Continuing the program of the 6th Session, on the morning of October 26, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Law on Water Resources (amended).

Delegate Nguyen Thi Thu Dung, National Assembly Delegation of the province, spoke at the hall.

Before discussing some contents with different opinions of the draft Law on Water Resources (amended), the National Assembly listened to and examined the Government's Submission on adjusting some contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh International Airport.

Discussing at the hall about the draft Law on Water Resources, 28 National Assembly deputies participated in speaking and highly appreciated the draft Law for absorbing the maximum opinions, supplementing many provisions to protect water resources, especially focusing on restoring degraded, polluted, and depleted water resources. According to the deputies, basically, the contents of the draft Law will contribute to creating a complete and comprehensive legal corridor for state management issues of water resources, ensuring transparency, creating a premise for effective exploitation and protection of water resources.

In addition, National Assembly deputies focused their speeches on a number of specific contents such as the proposal to study and consider supplementing the provisions on the time of preparing records for water resource exploitation and use compared to the time of preparing environmental impact assessment reports and other related legal procedures. At the same time, continue to review, complete and supplement the provisions in the draft Law to more clearly demonstrate the policy of economicizing the exploitation and use of water resources, closely following the socialist-oriented market mechanism; fully supplement the impact assessment on new policies and in accordance with the current practical conditions of our country; regarding the responsibility for water resource management, it is necessary to supplement the provisions on the function of promulgating water quality standards of the Ministry of Natural Resources and Environment to the draft Law. In cases where water quality standards are related to activities under the management of other agencies, there should be regulations on coordination between agencies as well as indicating the competent management agency to avoid overlapping authority; on ensuring the consistency of the legal system, including issues related to the Land Law, Environmental Protection Law, Mineral Law, etc.

In the afternoon, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Housing (amended). National Assembly deputies focused on discussing a number of contents such as: on the form of land use for investment in the construction of commercial housing projects; on the renovation and reconstruction of apartment buildings; on the development of multi-storey houses with many apartments for individuals; on social housing built with public investment capital; on the regulation that the Vietnam General Confederation of Labor is the investor of social housing projects and workers' accommodation in industrial parks; on the construction of workers' accommodation; on the development of housing for the people's armed forces;...

Participating in the discussion, delegate Nguyen Thi Thu Dung, the provincial National Assembly delegation, proposed to clarify the content in Clause 2, Article 16, which stipulates that the Ministry of National Defense and the Ministry of Public Security are responsible for notifying areas that need to ensure national defense and security so that the Provincial People's Committee can identify and publicly announce on the Provincial People's Committee's electronic information portal and the provincial housing management agency the list of housing construction investment projects in the area that allow foreign organizations and individuals to own houses; Regarding maintenance costs for multi-owner apartment buildings, Clause 2, Article 152 stipulates: For apartments and other areas in apartment buildings that the investor of the housing construction investment project retains without selling, without leasing or without selling or leasing at the time of handing over the apartment building for use, except for the area under common ownership, the investor of the housing construction investment project must pay a maintenance fee of 2% of the value of the apartment and the retained area; this value is calculated according to the selling price of the highest-priced apartment of that apartment building at the time of handing over the apartment building for use.
