The 9th extraordinary session of the 15th National Assembly opened this morning (February 12) and is expected to close on February 19 in the form of a concentrated meeting at the National Assembly House.
The focus of this extraordinary session is to serve the streamlining of the organizational apparatus according to Resolution 18 of the Central Committee.
According to the program, the National Assembly will consider and pass: Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Promulgation of Legal Documents (amended); Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus; Resolution of the National Assembly on the organization of National Assembly agencies (in case the Law on Organization of the National Assembly is decided to be amended by the National Assembly in the direction of not specifically regulating the names of specialized agencies of the National Assembly as in the current Law).

The National Assembly will also consider the National Assembly's Resolution on the number of members of the Standing Committee of the 15th National Assembly (amended); the National Assembly's Resolution on the organizational structure of the Government for the 15th National Assembly term (amended); the National Assembly's Resolution on the number of members of the Government for the 15th National Assembly term (amended).
It is expected that the National Assembly will consider and decide on personnel work within its authority.
The draft resolution of the National Assembly submitted to the National Assembly Standing Committee at the 42nd session on the organizational structure of the Government includes 14 ministries and 3 ministerial-level agencies: Ministry of National Defense; Ministry of Public Security; Ministry of Foreign Affairs; Ministry of Home Affairs; Ministry of Justice; Ministry of Finance; Ministry of Industry and Trade; Ministry of Agriculture and Environment; Ministry of Construction; Ministry of Culture, Sports and Tourism; Ministry of Science and Technology; Ministry of Education and Training; Ministry of Health; Ministry of Ethnic Minorities and Religions; State Bank of Vietnam; Government Inspectorate; Government Office.
Currently, the Government has 25 members including: Prime Minister, 5 Deputy Prime Ministers and ministers and heads of sectors.
The National Assembly's agencies are expected to include the Ethnic Council; the Law and Justice Committee; the Economic and Financial Committee; the Cultural and Social Committee; the National Defense, Security and Foreign Affairs Committee; the Science, Technology and Environment Committee; the People's Aspirations and Supervision Committee; and the Delegation Work Committee.
Currently, the National Assembly's agencies have the Ethnic Council and 9 committees including the Law Committee; the Judiciary Committee; the Economic Committee; the Finance - Budget Committee; the National Defense - Security Committee; the Culture - Education Committee; the Social Committee; the Science - Technology and Environment Committee; and the Foreign Affairs Committee.
National Assembly discusses key projects and works
In addition, the National Assembly will discuss many other important issues such as the supplementary project on socio-economic development in 2025 with a growth target of 8% or more .
According to the Government's proposal, the country's GDP growth in 2025 needs to reach 8% or more, contributing to creating a solid foundation to achieve double-digit growth rates for a long enough period of time (starting from 2026).
Rapid but sustainable growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances; harmonious development between economy and society and environmental protection, ensuring national defense and security.
Several resolutions on science, technology and innovation; special mechanisms and policies for urban railway development; investment policy for the Lao Cai-Hanoi-Hai Phong railway; special mechanisms and policies for the construction of the Ninh Thuan nuclear power plant project... will also be discussed by the National Assembly.
The Lao Cai - Hanoi - Hai Phong railway project has a main line of about 390.9 km and 3 branch lines of about 27.9 km. The project passes through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, Hai Phong. The project investment form is public investment, with a preliminary total investment of about 203,231 billion VND (8.369 billion USD).
The Ninh Thuan nuclear power plant project consists of two plants, each with two units, which will be built in Phuoc Dinh commune, Thuan Nam district and Vinh Hai commune, Ninh Hai district. This is a large project, not only providing a large source of energy but also contributing to promoting economic development. The goal is to complete the project before December 31, 2030, to celebrate the 100th anniversary of the founding of the Party and the 85th anniversary of the founding of the country.
