(VTC News) - At the end of February 2025, the National Assembly held an extraordinary meeting to amend and promulgate laws and resolutions to implement the policy of streamlining the organizational apparatus and decide on personnel work.
The above information was mentioned by Chairman of the National Assembly's Law Committee Hoang Thanh Tung when presenting a speech at the Conference on disseminating and implementing laws and resolutions passed at the 8th Session of the 15th National Assembly. Referring to a number of requirements and tasks on implementing the legislative work of the National Assembly in 2025 and preparing for the 16th term, Mr. Hoang Thanh Tung said that according to the Law and Ordinance Development Program in 2025, at the 9th Session, the National Assembly is expected to pass 11 laws and 2 resolutions; give opinions on 15 draft laws to be submitted for approval at the 10th Session. At the same time, the National Assembly will hold an extraordinary session at the end of February 2025 to consider amending and promulgating laws and resolutions to implement the policy of streamlining and streamlining the apparatus and deciding on personnel work within its authority.

According to the Chairman of the Law Committee, 2025 is also the year to summarize the implementation of the orientation of the Law-making Program for the XV term and develop the orientation of the Program for the XVI National Assembly term... To ensure the progress of preparing for the extraordinary session of the National Assembly at the end of February 2025, Mr. Hoang Thanh Tung proposed that the Government urgently direct the review, research, and propose amendments and supplements to laws on organizational structure and specialized laws with provisions related to the names and tasks of ministries and agencies that will change after the arrangement and streamlining of the organizational structure, with specific plans to propose amendments to the laws or submit to the National Assembly for promulgation of resolutions stipulating handling principles. The above contents must be sent to the National Assembly Standing Committee before January 10, 2025 for consideration and decision to add to the program. If necessary, to ensure progress requirements, the content of the projects can be submitted to the National Assembly Standing Committee for comments at the same time as deciding to add them to the program. The Chairman of the Law Committee requested the Ministry of Justice and the Ministry of Home Affairs to closely and regularly coordinate with the Law Committee and agencies of the National Assembly to promptly advise the Government and the National Assembly Standing Committee to unify the plan to handle related issues, ensuring consistency with the content of the proposed amendments and supplements to the Law on the Organization of the National Assembly and other relevant laws and resolutions. Regarding the 10 draft laws that the National Assembly commented on at the 8th Session, expected to be submitted to the National Assembly for approval at the 9th Session, the Chairman of the Law Committee requested the Government to direct the ministries and agencies in charge of drafting to closely coordinate with agencies of the National Assembly to study, explain, absorb, revise and complete. At the same time, focus on clarifying the contents that still have different opinions to unify the handling plan; promptly report to the Government for written comments on the draft law as requested by the National Assembly Standing Committee; note the provisions on enforcement, transitional provisions, ensure feasibility, and avoid problems arising during the implementation process. Regarding the 15 draft laws expected to be submitted to the National Assembly for comments at the 9th Session and the projects being studied and continued to be proposed to be added to the program, the Chairman of the Law Committee requested the Government and the agencies assigned to submit the projects to promptly complete the dossiers to be submitted to the National Assembly Standing Committee for consideration and comments according to schedule. Emphasizing the need for close coordination between the National Assembly agencies and the ministries, agencies in charge of the project and throughout the drafting and submission process, Mr. Hoang Thanh Tung noted that the arrangement and streamlining of the apparatus of the National Assembly and Government agencies should not affect, interrupt, or slow down the progress of drafting, reviewing, and receiving and revising draft laws and resolutions. Regarding the preparation of the draft Law and Ordinance Development Program for 2026 and the adjustment of the 2025 Program, based on practical requirements, socio-economic development tasks and the context of the transition year, the Chairman of the Law Committee requested the Government and interested agencies to promptly propose projects and prepare drafts to send to the National Assembly Standing Committee before March 1, 2025. In particular, priority is given to including projects in the Program to promptly implement the direction of the Central Committee, the Politburo, the Secretariat, most recently Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, assigning the Government Party Committee to coordinate with the National Assembly Party Delegation to lead the full institutionalization of the guidelines and policies stated in the Resolution and allocate sufficient resources for implementation, basically completing in 2025. Agencies continue to carry out legislative tasks according to Plans No. 81 and No. 734 of the National Assembly Standing Committee, including projects in the program to serve the stabilization of the apparatus organization, adjust functions and tasks, promote decentralization, delegation of power, and perfect the operating mechanism of agencies in the political system after the arrangement and streamlining of the apparatus organization.
