Dak Lak province is urgently implementing many solutions to promote socio-economic development in 2025 with a growth target of 8% or more. The Provincial People's Committee requires each department and branch to change their leadership mindset, proactively seek resources to complete the goals required by the Government, creating a foundation to enter a new era of double-digit growth.
Building new growth resources
The project of the Provincial People's Committee is being finalized, setting out the target and growth scenario of the province in 2025 to reach 8% or more. Specifically, the total social product (GRDP - at 2010 comparative prices) will reach over 68,425 billion VND, economic growth will reach 8% or more (an increase of 642 billion VND compared to the target in Resolution No. 45/NQ-HDND, dated December 6, 2024 of the Provincial People's Council on the target and tasks of socio-economic development, ensuring national defense and security in 2025); GRDP per capita will be about 81.7 million VND (an increase of 0.75 million VND compared to the target in Resolution No. 45).

According to this scenario, Dak Lak province needs to adjust 06 socio-economic targets in 2025, striving to collect a state budget of VND 9,550 billion in the area, an increase of 10% compared to 2024 (an increase of VND 550 billion compared to the target in Resolution No. 45); total mobilized social investment capital of about VND 47,870 billion, accounting for 30% of the total GRDP at current prices (an increase of VND 5,570 billion compared to the target in Resolution No. 45); total export turnover of USD 1.86 billion (an increase of USD 160 million compared to the target in Resolution No. 45); total retail sales of goods and consumer service revenue in the area of VND 120,000 billion (an increase of VND 10,000 billion compared to the target in Resolution No. 45).

Director of the Department of Planning and Investment Vo Ngoc Tuyen said that one of the important solutions is to attract and create new products and growth drivers, supplementing the increase in the target of mobilizing social investment capital of about 5,570 billion VND. Accordingly, a number of large projects have been implemented, notably: Eco Park Buon Ma Thuot Project (expected investment of 1,300 billion VND in 2025), Phu Xuan Industrial Park (capital invested in 2025 of about 150 billion VND), Veston Textile - Garment Center at Ea Dar Industrial Cluster (360 billion VND); Domestic solid waste treatment plant for Buon Ma Thuot City (360 billion VND) ...
The tourism sector is expected to contribute significantly to the economic growth of Dak Lak province in 2025.
In addition, the provincial authorities will soon complete investment procedures for non-budget projects, approving investment policies for at least 10 projects in the livestock sector with a total investment capital of about 1,000 billion VND.
Regarding the tourism industry, in 2025, the province strives for total revenue from this sector to reach VND 1,600 billion (an increase of 27.46% compared to 2024); total number of visitors welcomed is 1,800,000 (an increase of 20%), of which domestic visitors are 1,740,000 (an increase of 19.23%), international visitors are 60,000 (an increase of about 47.67% compared to 2024).
Director of the Department of Culture, Sports and Tourism Tran Hong Tien said that based on the general growth scenario of the province, the department will develop a detailed plan, trying to exceed the set plan. This year, the department will coordinate cultural, tourism and sports activities; organize major cultural events during long holidays to attract visitors and stimulate tourism; survey and coordinate with tourist centers, destinations and travel agencies to introduce new products; promote tourism promotion in a practical and focused manner.
Innovation in leadership and management
According to the assessment of the Departments and branches on the feasibility of implementing the growth scenario for 2025, the province still has room for growth in a number of areas such as: agricultural production remains stable, output and quality of agricultural products increase; processing plants and wind and solar power plants are put into operation; the scale of export items is increased, export markets are increasingly expanded, increasing export turnover; the investment and business environment is increasingly improved, policies and activities to support enterprises have a positive impact on production and business.
Many industrial parks are expanding to attract investment, contributing to the economic growth of Dak Lak province.
However, to achieve the common growth target, the proposed solutions are to innovate the direction and management work in the entire political system, unify the perception and action in implementing tasks and solutions. Focus on removing bottlenecks and barriers and taking people and businesses as the center to liberate all production capacity and open up all resources for development.

Departments and branches focus on finding resources and specifically identifying the 8% growth scenario, detailing new growth drivers, key tasks and solutions, as a basis for submitting to the Provincial People's Council for approval of the Resolution adjusting the province's economic growth target for 2025 and adjusting related indicators is necessary, creating a solid foundation to achieve double-digit growth in the 2026-2030 period.

In addition, departments and branches need to mobilize and effectively use resources, handle difficulties and obstacles in pending and slow-to-implement projects, and resolve wasted resources, such as suspended planning, projects stuck in procedures, and unused public land.
Delivering this message during a visit and working session with businesses in early 2025, Standing Vice Chairman of Dak Lak Provincial People's Committee Nguyen Tuan Ha said that the province's goal in the coming time is to strive for double-digit growth as required by the Prime Minister. To do this, the province needs the cooperation and efforts of businesses. Departments and branches need to change their management mindset, advise on eliminating unnecessary administrative procedures, and shift from a state of asking and giving to proactive service.
“We are building a Resolution for the 2026-2030 period with a growth target of 12%. We must understand where the resources for 12% come from. The Politburo recently issued Resolution 57 on breakthroughs, innovation, science and technology and digital transformation. We must change our approach to building an action plan to implement Resolution 57. We must prioritize resources from science and technology, digital transformation, and strong administrative reform so that Dak Lak province can achieve 8% growth with the whole country to enter a new era.” - Mr. Nguyen Tuan Ha suggested.
