Hop confessed that all of the above drugs were being kept by Hop for a man to use together.

At 8:15 p.m. on March 13, 2025, in the area of ​​Hoa Binh Avenue in Hai Ninh area, Tran Phu ward (Mong Cai), Hai Hoa ward police coordinated with Tran Phu ward police to discover Nghiem The Vinh, born in 1977, permanent residence at 47B, Chu Van An street, Hai Ninh area, Tran Phu ward, currently residing at 51, Le Loi street, Hoa Binh area, Tran Phu ward, showing signs of suspected drug-related crimes, so they requested an inspection. During the inspection, the authorities discovered and seized in Nghiem The Vinh's left palm a plastic bag containing a white crystalline substance, suspected to be drugs. Nghiem The Vinh confessed that it was "crystal meth", which Vinh hid for his own use.

Based on Nghiem The Vinh's testimony, the police urgently arrested Vu Van Thuong, born in 1996, residing in Zone 2, Binh Ngoc Ward (Mong Cai), for illegal drug trafficking. Searching Vu Van Thuong, the police seized 2 transparent plastic bags, covered with black tape on the outside, containing white crystalline substance inside, suspected to be drugs. The subjects and evidence were transferred to Hai Hoa Ward Police for further investigation and handling according to the provisions of law.

As a border area, Mong Cai City always has many potential risks and complicated developments in security and order; in which, drug abuse is one of the main causes of complicated social order and safety, increasing drug and criminal crimes in the area. The situation of crime and drug abuse in Mong Cai City always has many potential complicated problems; the number of drug addicts and users tends to be younger, infiltrating into schools. There are currently very few addicts and users of traditional drugs such as Heroin in the city, mainly using marijuana and synthetic drugs such as: Crystal meth, Ketamine, ecstasy, "happy water", cigarettes mixed with, marinated with new drugs... The above problems have caused many difficulties for drug prevention and control work.

According to statistics, in 2024, the functional forces in Mong Cai City investigated and clarified 36 criminal cases, reaching 100%, a decrease of 06 cases compared to the same period, including 02 serious cases; arrested and expanded the investigation of 75 cases, involving 186 subjects violating drug laws, an increase of 12 cases and 25 subjects compared to the same period in 2023; established records to send 44 subjects to compulsory drug rehabilitation, 15 subjects to voluntary drug rehabilitation, established 159 new records to manage illegal drug users, sent 45 subjects to compulsory drug rehabilitation, and mobilized 15 subjects to voluntary drug rehabilitation.

Faced with the consequences and harms caused by drugs, the Party Committee and the authorities in the city, especially the City Crime Prevention and Control Steering Committee, have focused on leading and directing all levels, sectors, and People's Committees of communes and wards to strengthen propaganda, education, crime prevention and drug abuse prevention; promote propaganda and mobilize the masses to strictly comply with the Party and State's guidelines, policies and laws on drug prevention and control in conjunction with models and emulation movements such as "Building drug-free communes, wards, agencies and schools". The movement of the entire population participating in detecting and denouncing drug addicts and illegal drug users in the area has been promoted and launched high-point campaigns to attack and suppress drug crimes in the area. Thanks to that, the work of drug prevention and control has achieved encouraging results; contribute to controlling the increase of crime and drug abuse, repelling drug abuse in schools and minimizing the number of new addicts.

Along with that, Mong Cai City pays attention to drug addiction treatment and management of illegal drug users and post-rehabilitation drug addicts; creates conditions to help drug addicts in the community and post-rehabilitation drug addicts return to their localities so that they can have stable jobs and reintegrate into the community, without discriminating against or shunning drug addicts.
