Quang Ngai seeks to remove obstacles and complete the 700 billion road project in 2025

The Thach Bich - Tinh Phong road project through Quang Ngai city and Son Tinh district is facing land clearance problems, hindering construction progress.

According to the reporter's records, at the beginning of the route connecting to National Highway 24B, the contractor has basically completed the roadbed, asphalt, planted trees, and paved the sidewalk. However, the 400m long section of the route is blocked by houses, overgrown weeds, and scattered construction materials.

The project site is stuck by hundreds of households, mainly related to land and houses.

From above, the 400m long section of the road that has not been cleared has houses close together, people still live normally, and the land for growing crops is green and lush. The section passing through the Tinh An Tay craft village industrial cluster has the roadbed and underground electricity and cable systems completed but there are still interruptions due to incomplete compensation.

Locals expressed their anticipation, but progress has been sluggish for years.

"Since the beginning of the year, the construction site has been almost empty, with only a few workers paving the sidewalks, while all the machinery and equipment have been removed," said Mr. Viet, a resident near the project.

In Tinh Phong and Tinh Tho communes, Son Tinh district, the situation is even more serious with a more than 1km stretch of road "frozen". People's houses and gardens have not been relocated, and the project has been quiet for many months.

According to the Quang Ngai Traffic Construction Investment Project Management Board, the project needs to reclaim 24.7 hectares from 557 households and 4 organizations. To date, more than 3.5/6.1km of land has been handed over, reaching 58%. Son Tinh district alone has only handed over 35% of the total length of more than 3km.

Materials were gathered by the contractor at the construction site, but due to land issues, the project has been quiet for many months.

According to the reporter's investigation, the reason for the delay is that people have not agreed with the compensation price, along with changes in regulations and land use planning.

"In early 2024, no new clean land will be handed over because the compensation land price and resettlement land price have not been determined," said the leader of the Quang Ngai Traffic Construction Investment Project Management Board.

Project to be completed in 2025

The representative of the Project Management Board said that the biggest problem is that the localities have not approved the land price. Currently, there are 101 households in Son Tinh district that have not yet developed a compensation, support and resettlement plan.

The broken ground caused the progress of the Thach Bich - Tinh Phong road project to be behind schedule compared to the investment policy decision.

At a recent meeting with relevant parties to resolve the problem, Mr. Tran Hoang Tuan, Vice Chairman of Quang Ngai Provincial People's Committee, requested Son Tinh district to completely handle 28 households that had approved the compensation plan but had not received the money, and hand over the site before the end of 2024.

"The investor needs to coordinate with the locality to directly meet and discuss with the households to grasp their thoughts and aspirations, creating consensus so that the people can soon hand over the construction site for the project. In particular, the 28 cases above must be resolutely implemented but must be based on legal regulations. At all costs, by the end of March 2025, the entire site must be handed over so that the contractor can soon construct and complete the project," Mr. Tuan emphasized.

Leaders of Quang Ngai Provincial People's Committee requested to completely resolve the site clearance and complete the project in 2025.

The Vice Chairman of the Quang Ngai Provincial People's Committee also noted that the Thach Bich - Tinh Phong road project is a key traffic project selected by the Provincial Party Committee to celebrate the 21st Provincial Party Congress. Therefore, the relevant parties must take the initiative to implement it, not push or avoid it, but must work together to resolve the issue and complete the project in 2025.

The Thach Bich - Tinh Phong road project is over 6km long, starting at the QL24C intersection through Quang Ngai city, and ending at the QL1 intersection in Tinh Phong commune. The main roadbed width is 31m, the branch road is 19m, the median strip is 2m, the sidewalk on each side is 5-8m and many other related items with a total investment of 694 billion VND, approved in 2019, starting construction in mid-2022, invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board.

The cumulative construction value to date has reached more than 186/409 billion VND, equivalent to 46% of the contract value. In 2024 alone, the capital allocated for the project is about 135 billion VND, currently disbursed nearly 23 billion VND, equivalent to about 17%.
