In reality, the team of private business owners are basically knowledgeable and capable people in the market. In recent times, a number of private business owners have had a strong desire to join the Party, so in the work of developing Party members in private enterprises, it is necessary to pay attention to and create conditions for the team of private business owners who have enough standards and conditions to join the Party.

To enhance the effectiveness of the private economy, link the private economy with the country's economic and political environment, and develop the economy, politics, and society in the right direction of socialism, our Party has paid attention to building party organizations, developing party members, and developing political and social organizations in private enterprises. Directive No. 07-CT/TW, dated November 23, 1996 of the 8th Politburo on strengthening the work of building the Party and people's organizations in private enterprises, limited liability companies, private joint stock companies, and foreign-invested enterprises, is an important milestone in the process of starting the work of building the Party in private enterprises. Resolution No. 22-NQ/TW, dated February 2, 2008 of the 10th Central Executive Committee "On improving the leadership capacity, fighting strength of grassroots Party organizations and the quality of cadres and Party members" emphasized the need to strengthen the work of building the Party, unions, and socio-political organizations in private enterprises with new thinking methods. In 2019, the Secretariat issued Directive No. 33 on "Strengthening the building of Party organizations in private economic units". The Secretariat requested Party committees and organizations at all levels to strengthen leadership, direction, and mobilize the participation of the entire political system, effectively promote the implementation of advocacy, propaganda, education, and persuasion work, creating a strong change in the awareness and actions of cadres, Party members, business owners, and employees on the Party's guidelines and policies and the State's laws in developing the private economy into an important driving force of the socialist-oriented market economy. At the same time, consolidate and improve the quality of Party organizations' activities; actively build and develop Party organizations, Party members, and socio-political organizations in private economic units. At the same time, to ensure the healthy development of the private economy, strengthen the leadership of the Party, the management of the State and the exemplary spirit of Party members in developing the private economy, the Central Executive Committee (10th tenure) issued Regulation No. 15-QD/TW, dated August 28, 2006 on Party members doing private economy, affirming that there is no limit on scale, creating favorable conditions for Party members with capital and experience in production and business to confidently promote resources and capacity to legitimately enrich themselves and their families, actively contributing to socio-economic development...

It can be affirmed that the Party's policy of allowing Party members to do private business, and at the same time the Party allowing "pilot implementation of admitting qualified private business owners into the Party" is an important innovation in the Party's theoretical thinking, contributing to enhancing intelligence, improving the Party's leadership capacity and fighting strength, as well as strengthening the Party's leadership over this important economic sector.

After more than 35 years of innovation, the Party's theoretical thinking on private economic development continues to have new and breakthrough developments, the private economy is gradually "unleashed" to become an important component of the national economy. The 5th Conference of the 12th Central Executive Committee issued Resolution No. 10-NQ/TW, dated June 3, 2017 on developing the private economy to become an important driving force of the socialist-oriented market economy, stating: "Innovating the content and methods of Party leadership and the effectiveness of Party organizations in the private economic sector in accordance with the socialist-oriented market economy... There are solutions to implement the Party's development policy in the private economic sector. Pay attention to the work of reviewing and summarizing the implementation of the Party's policies on private economic development".

Developing party members among business owners needs more attention in the coming time.

The 13th National Party Congress once again affirmed the policy of developing the private economy as an important driving force and emphasized: “Develop a large and strong team of entrepreneurs in terms of quantity and quality, with a spirit of dedication to the nation, with progressive cultural and ethical standards and good management and business skills. Improve the quality of Party membership, focus on discovering, nurturing and admitting to the Party outstanding members who have matured in work, pay attention to developing Party members who are workers and entrepreneurs to create a source of cadres for the political system at all levels.

Reality shows that, since the early years of renovation, the private economic sector has been growing rapidly in both quantity and quality, operating effectively in many fields. The team of private business owners are basically knowledgeable and capable people in the marketplace; the development of private business owners is also the development and prosperity of the country. The awareness of private business owners towards the regime, the Party and the State has had many positive changes, becoming deeper and more complete. In recent times, a number of private business owners have had a strong desire to join the Party, some have become National Assembly deputies, People's Council deputies at all levels... contributing to gradually removing the barriers, inferiority complex, and previous hesitation of a number of private business owners towards the Party and the socialist regime. Therefore, it is necessary to pay attention to and create conditions for this economic sector to develop as well as create conditions for the private business owners who meet the standards and conditions to join the Party so that they have the opportunity to fully develop their abilities and contribute to the revolutionary cause of the nation. To achieve the above goal, in the coming time, it is necessary to further strengthen the Party's leadership over the development of the private economy, comprehensively and synchronously promote Party building work in the private economic sector, including the policy of admitting qualified private business owners into the Party.
