Building a team of ethical and dedicated cadres to serve the people

Implement Regulation No. 24-QD/TW "On the implementation of the Party Charter" signed and issued by General Secretary Nguyen Phu Trong on July 30, 2021.

In order to meet the requirements and tasks of Party building in the new situation, the Provincial Party Standing Committee has promptly deployed to Party cells and each Party member; Party organizations, cadres and Party members to strictly implement the regulations of the Party Charter with the goal of building a team of cadres and civil servants with a high sense of responsibility, good moral qualities, good working style, and dedicated service to the people.

From reality…

In recent years, along with the whole country, the provincial Party committees and organizations have increasingly fully and deeply recognized the tasks of Party building in the fields of politics, ideology, organization, ethics and continued to innovate the Party's leadership methods in the current revolutionary period. Based on the Party Charter and documents guiding the implementation of the Party Charter of the Central Executive Committee, the Politburo, the Secretariat; the Provincial Party Executive Committee, the Provincial Party Standing Committee, the advisory and support agencies of the Provincial Party Committee have researched, concretized, and issued synchronous regulations, statutes, and instructions to ensure proper authority, complete content, and comprehensiveness in all areas of Party building and in accordance with localities, agencies, and units. Therefore, the effectiveness and quality of documents have been improved, making implementation more convenient. Political and ideological education work is regularly directed by Party committees at all levels, especially the innovation of learning, dissemination and planning for the implementation of resolutions at the grassroots level. The organization and apparatus of Party, State, Fatherland Front and socio-political organizations are arranged and improved according to new requirements and tasks. The work of planning, training, fostering, rotating, assigning and using cadres is in accordance with procedures and regulations. The work of building grassroots Party organizations and improving the quality of Party members is given attention. The work of inspection, supervision and Party discipline is focused on. Mass mobilization work continues to be innovated and deepened; the great national unity bloc is promoted; the content and methods of operation of the Front and mass organizations are increasingly innovated practically and effectively. The work of preventing and combating corruption and waste has had positive changes in many aspects. The Party's leadership method for the political system continues to be innovated; The leadership capacity and fighting strength of the Party committee and organization are enhanced.

In addition to the achieved results, some Party committees and organizations, especially at the grassroots level, have not yet fully understood and focused on Party building and rectification work; have not yet effectively implemented Party building work in terms of ideology and ethics; and have not yet improved the leadership capacity and fighting strength of Party organizations and Party members. The concretization of policies of the Central Committee, Provincial Party Committee, Provincial Party Standing Committee in some Party committees, departments, branches, agencies and units is still slow; the quality of concretization of Party directives and resolutions in some subordinate Party committees is still limited. The application and implementation of Party directives and resolutions in some places and in some fields have achieved low results, not meeting the requirements and tasks of agencies and units; and have not promptly resolved practical difficulties in Party building work. The implementation of the Party Charter and documents guiding the implementation of the Party Charter by some Party committees and Party members has not been strict, leading to violations, especially violations of the principle of democratic centralism in Party activities, financial management, projects, land management, population policy, moral qualities, lifestyles... but violations of the Party Charter have not been promptly inspected, monitored, and strictly handled. The situation and proposals for solutions to pressing and prominent issues arising among the people have sometimes not been timely, and there have been signs of confusion, lack of flexibility, and lack of synchronization. The quality of handling some corruption cases has not been high, and the progress of handling some cases is still slow; the handling of some corruption and negative cases is still slower than required...

In order for Party organizations and Party members in the whole province to better implement the Party's Charter, aiming at the goal of building a contingent of cadres and civil servants with a high sense of responsibility, good moral qualities, good working style, dedicated to serving the people, overcoming the situation of shirking responsibility, lax management; the requirement is for Party committees at all levels to pay attention to leading and directing the work of building a clean and strong Party organization; improving the leadership capacity and fighting strength of Party organizations and Party members. Regularly informing Party committees, Party organizations, cadres and Party members to grasp the Party Charter, regulations and instructions on implementing the Party Charter in conjunction with informing and organizing the implementation of regulations, resolutions, directives and conclusions issued by the Central Committee and higher levels during the term to flexibly and creatively apply them in the practical activities of leadership, direction and administration of Party committees at all levels and the political system is a core issue, decisive to the results of implementing the Party Charter. The implementation process must adhere to the principle of democratic centralism, attach importance to solidarity, unity of will and action within the Party. Leaders at all levels must be truly exemplary, practice what they preach, uphold the sense of responsibility, be proactive in directing and organizing implementation with high political determination, make great efforts, and at the same time be persistent, open-minded and listen. Regularly inspect, supervise, review and evaluate implementation results, pay attention to issues arising from practice to learn from experience, promptly make recommendations and proposals to superiors to consider timely amendments and supplements to regulations to serve the requirements of Party building in the new situation. Link Party building work with the work of building a strong government. The Party must lead the construction of a clean, strong, effective and efficient state administrative system. Continuously enhance the role and responsibility of Party committees and Party committee secretaries; Correct awareness of the importance of Party building work by Party committees at all levels is an important factor that directly determines the quality, leadership capacity, and fighting strength of grassroots Party organizations; solidarity within Party committees must be maintained in conjunction with specific and clear assignment of tasks. Regularly pay attention to improving the quality of Party cell activities, regularly self-criticize and criticize in conjunction with the assessment and classification of Party members and Party organizations in a realistic manner, contributing positively to the work of consolidating and improving the quality of cadres and Party members. Do a good job of training, coaching, and discussing skills and experiences in performing Party building tasks at the grassroots level, contributing positively to improving the quality of Party organization activities. Pay attention to synchronously implementing inspection and supervision work; inspection must have a focus, key points, supervision must be expanded. Party committees regularly direct advisory agencies and relevant sectors to promote their advisory role in developing content, programs, and plans for implementing inspection and supervision work of Party committees; focus on inspecting and supervising heads of Party committees, authorities, the Fatherland Front, and socio-political organizations, especially in sensitive areas and areas where negativity and corruption are likely to occur; pay attention to supervising the overcoming of limitations and shortcomings after inspection and supervision to improve the effectiveness of inspection and supervision work, and thoroughly overcome existing violations and weaknesses.
