The 8th Conference of the Party Central Committee with many important decisions was a great success and closed on the morning of October 8. On behalf of the Politburo, General Secretary Nguyen Phu Trong delivered the closing speech, clarifying a number of issues and summarizing the important results achieved at the Conference.
The 8th Conference of the 13th Party Central Committee took place over 7 days (from October 2 to 8). At the conference, the delegates upheld their sense of responsibility, promoted democracy and intelligence, discussed frankly, and contributed many important and enthusiastic opinions to the projects and reports. The Politburo fully accepted and explained issues with different opinions; the Central Committee unanimously approved the resolutions of the Conference.
In his closing speech at the Conference, on behalf of the Politburo, General Secretary Nguyen Phu Trong clarified a number of issues and summarized the important results achieved by the Conference in the following contents: On socio-economic issues, state budget for 2023-2024; On summarizing 10 years of implementing Resolution 5 of the 11th Central Committee on a number of social policy issues; On continuing to promote the tradition of great national unity in the new period; On continuing to build a contingent of intellectuals in the new period; On summarizing 10 years of implementing Resolution 8 of the 11th Central Committee on the Strategy for National Defense in the new situation; On planning the Party Central Committee for the 2026-2031 term and other important contents.
Regarding the socio-economic content and state budget for 2023 - 2024, the General Secretary stated that the Conference highly agreed that, in the context of the world and domestic situation having many unusual difficulties and challenges, much more complicated than forecast, but thanks to the wise, close and timely leadership of the Party leaders; the effective accompaniment and supervision of the National Assembly; the proactive, flexible and drastic direction and administration of the Government and the Prime Minister; the solidarity and close coordination of all levels, sectors and localities; the synchronous participation of the entire political system and the efforts of the entire Party, people and army, we have achieved many important results in all fields. In the remaining months of 2023 and 2024 - a pivotal year of special importance in successfully implementing the Resolution of the 13th National Party Congress, the Central Committee stated that it is necessary to continue to resolutely and effectively implement the guidelines, policies, goals and tasks that have been thoroughly discussed and unanimously proposed by the Central Committee in the Conclusion of this Conference. In particular, focusing on prioritizing promoting and improving growth quality, creating jobs, increasing income for workers on the basis of maintaining macroeconomic stability, ensuring major balances of the economy, and ensuring social security. Continuing to closely monitor the international and domestic situation to promptly make appropriate and effective decisions; striving to achieve the highest level of the main goals and targets of 2023 and the entire 13th term.
Regarding the summary of 10 years of implementing the Resolution of the 5th Central Committee of the 11th tenure on a number of social policy issues, the General Secretary said that the Central Executive Committee had reached a high consensus on issuing a Resolution on continuing to innovate and improve the quality of social policies, meeting the requirements of building and defending the Fatherland in the new period with many important inherited, innovated, supplemented and developed contents compared to the Resolution of the 5th Central Committee of the 11th tenure. Affirming that social policies are policies for people, for people, demonstrating the good nature of our regime... Regarding the goals, tasks and main solutions, the Central Committee had reached a high consensus on determining the goals until 2030 and the Orientation until 2045, in accordance with the spirit of the Resolution of the 13th National Party Congress. At the same time, it proposed 10 groups of new tasks and solutions, close to the practical situation and highly feasible.
General Secretary Nguyen Phu Trong also emphasized that in the new development period, it is necessary to continue promoting the tradition of great national unity, creating social consensus, strongly arousing patriotism, self-reliance, national pride, confidence, and aspiration to contribute. General Secretary Nguyen Phu Trong also said that the Conference reached a high consensus that in the context of the new situation and new requirements and tasks, it is necessary to issue a new Resolution of the Central Committee on continuing to build the country's intellectual team, fostering a stronger national spirit, meeting the requirements of proactively and actively participating in the Fourth Industrial Revolution, promoting the cause of innovation, industrialization, modernization of the country and cultural revival, building Vietnamese people of the new era...
Regarding the implementation of the 8th Resolution of the 11th Central Committee on the Strategy for National Defense in the new situation, according to General Secretary Nguyen Phu Trong, it is necessary to issue and organize the implementation of the new Resolution of the Central Committee on this particularly important strategic task. The General Secretary emphasized: "Relying on the people, taking the people as the root", arousing and promoting the will of self-reliance, self-strengthening, cultural traditions, patriotism, the strength of the great national unity bloc, building a "people's heart position", taking "people's peace" as the decisive factor for all victories in the cause of building and defending the Fatherland.
Also at this Conference, the Central Committee discussed and unanimously decided to establish 5 Sub-committees to prepare for the 14th National Party Congress, including: Documents Sub-committee; Economic and Social Sub-committee; Personnel Sub-committee; Party Charter Sub-committee; and Organizational Sub-committee serving the Congress. When considering and deciding to establish the Sub-committees, the Central Committee discussed and gave opinions on adjustments to the structure, functions, tasks and specific personnel of each Sub-committee. At the same time, this is considered the initial work for the preparation process for the 14th National Party Congress. The Sub-committees need to urgently develop programs and plans to soon come into operation, ensuring quality and efficiency. At the same time, the Party Central Committee also considered and decided on a number of issues regarding personnel work.
Also in his closing speech, General Secretary Nguyen Phu Trong requested that each Central Committee member, in each of his or her working positions, further uphold the sense of responsibility before the Party, the People and the country, focus on leading, directing, thoroughly grasping and organizing the implementation of the resolutions of the Central Committee this time, contributing to the successful implementation of the Resolution of the 13th National Party Congress and making good preparations for the Party Congresses at all levels towards the 14th National Party Congress.
General Secretary Nguyen Phu Trong affirmed that the 8th Conference of the Party Central Committee with many important decisions was a great success. The results of the Conference demonstrated the sense of responsibility and high solidarity of the Central Committee, and will certainly contribute significantly to consolidating and promoting the very valuable results and achievements that our entire Party, people and army have strived to achieve since the beginning of the term, contributing to creating a new spirit and new impetus for the cause of continuing synchronous and comprehensive innovation, building a clean and strong Party and political system, and developing the country quickly and sustainably for our beloved Vietnam.
