Therefore, in the past half term, Binh Thuan has strongly innovated Party building work with many good and creative ways implemented, bringing about practical results. The task of "building and fighting" has been carried out smoothly, creating a combined strength, contributing to Binh Thuan's successful implementation of socio-economic development tasks and ensuring national defense and security.

Building a team of staff who dare to think and dare to do

On the journey to the new growth pole, in addition to paying attention to socio-economic development, the Standing Committee of the Provincial Party Committee and the Executive Committee of the Binh Thuan Provincial Party Committee for the 2020-2025 term have done a good job of political and ideological education for cadres and party members. Resolutely prevent and strictly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, "self-evolution", "self-transformation". Binh Thuan has paid attention to training, fostering, using and promoting qualified, capable, enthusiastic cadres, young cadres, female cadres, and ethnic minority cadres; encouraging cadres to boldly innovate, be creative, dare to think, dare to do, dare to take responsibility for the common good. Binh Thuan has also absorbed the teaching of President Ho Chi Minh: "Using people is like using wood. A skilled craftsman can use large or small, straight or curved wood depending on the place". Learning from his method of "using people", Binh Thuan has promoted the rotation of cadres to create a new wind for the grassroots, building a solid foundation for the development of the whole province. Accordingly, from October 1, 2020 to May 31, 2023, 98 cadres have been rotated, appointed, and nominated for election to positions and positions under the management of the Central Committee and the Standing Committee of the Provincial Party Committee.

Pursuant to the regulations on the arrangement and handling of disciplined cadres and the assessment and classification of the quality of completing tasks and not completing tasks; accordingly, since the beginning of the term, the Standing Committee of the Provincial Party Committee has proposed to the Central Committee or has dismissed 2 comrades who are key cadres at the provincial and district levels; transferred the working positions of 3 comrades who are heads of provincial departments and branches; not appointed, introduced candidates and removed from the planning for higher positions within the prescribed time limit for comrades who have been disciplined or classified as having completed tasks and not completing tasks.

In particular, the Provincial Party Standing Committee has rotated 7 leaders of provincial departments, branches and sectors to hold the position of District Party Secretary, who are not local people. The remaining localities will continue to implement from now until 2025, striving for 100% of district-level Party Secretaries to not be local people. Through monitoring, the rotated cadres have clearly demonstrated a sense of responsibility, quickly approached local work, promoted their qualifications, capacity and working spirit, were the center of solidarity, had high prestige in the collective executive committee, standing committee, standing committee of local Party committees, and performed very well the assigned tasks. In addition, in the first half of the 2020-2025 term, the task of developing Party members has achieved important results. Every year, the rate of new Party members admitted in Binh Thuan province reaches 5% or more of the total number of Party members, ranking 3rd out of 67 Party Committees directly under the Central Committee and higher than the target set by Resolution No. 21-NQ/TW of the Central Executive Committee: "The annual rate of Party members admitted reaches 3-4% of the total number of Party members". Typically, in 2021, the whole province admitted 2,030 Party members, reaching 101.5% of the target; in 2022, 2,071 Party members were admitted, reaching 103.6% of the target. The work of inspection, supervision and enforcement of Party discipline is carried out seriously; the quality of inspections and supervisions is improved, the content of inspections and supervisions is increasingly closer to the requirements of Party building work and the tasks of each Party Committee and Party organization; the inspection of Party organizations and Party members when there are signs of violations is focused; The handling of petitions, complaints, denunciations and the enforcement of Party discipline are carried out in accordance with procedures and regulations. In addition, the work of preventing and combating corruption, practicing thrift and combating waste is focused on and directed with high determination; many outstanding and outstanding cases are focused on and resolved with results. In addition, the work of evaluating and classifying the quality of Party organizations, Party members and collectives and individual leaders and managers at all levels is annually implemented seriously, closely, objectively, in accordance with the instructions of superiors and is increasingly more substantial. The situation of "peace is precious" in criticizing, reviewing, evaluating and classifying cadres and Party members is overcome. As a result, every year, over 87% of grassroots Party organizations and over 92% of Party Committees at higher levels fulfill their tasks well or better, exceeding by more than 12% the target set by the Resolution of the Provincial Party Congress. On average, the annual rate of excellent task completion for grassroots Party organizations is 13%, and for upper-level Party organizations is 14.2%.

Highlights from the political activity "Keeping the Party member oath"

One of the highlights in the past half term in the Party building work of the province is that Binh Thuan has directed and guided the organization of a political activity with the theme "Keeping the oath of Party members" at all levels of Party committees, Party organizations, leaders, managers at all levels and Party members throughout the province. The approach of Binh Thuan Provincial Party Committee is that when organizing this activity, each Party member joining the Party must swear an oath before the Party flag, the national flag, before the portrait of President Ho Chi Minh; Party members when appointed to leadership and management positions or when running for Party committees, Executive Committees of mass organizations, running for National Assembly deputies, People's Council deputies, all make promises before the collective, before voters and people, but in the process of performing their duties, have those Party members ever reflected on what they have sworn, what they have promised to the organization, to comrades, to colleagues, to voters and people and how have they fulfilled that promise? Therefore, in the political activity "Keeping the Party Oath", Binh Thuan Provincial Party Committee requested all Party members to reflect on their promises, find out what they have done, what they have not done well, what they promised but did not do. From there, continue to practice, cultivate and strive to fulfill well the things they have promised to the Party, to comrades, and to the People. This is also an opportunity for Binh Thuan to raise the sense of responsibility of Party members holding leadership positions, or a group of cadres who are in the same position, afraid of making mistakes, afraid of passing the buck when Binh Thuan province has a number of cases, incidents, in which a number of cadres and Party members who are leaders have been prosecuted, temporarily detained and a number of Party members and cadres have been disciplined.

In addition to promoting the self-awareness of each individual, through that, we also expand and promote democracy in the Party organization and agencies and units, always attach importance to self-criticism and criticism, strictly criticize cadres who talk one way and do another; praise and reward exemplary Party members who are dedicated, creative, dare to do, dare to take responsibility for the common good. Along with that is "Promptly review and replace cadres and Party members who have degraded ideology, ethics, lifestyle, weak capacity, shirk responsibility".

Immediately after the campaign was launched, this spirit was thoroughly grasped by Party organizations and implemented seriously, practically and creatively. Accordingly, each Party cell organization in the province organized at least one thematic campaign for each Party member, leader and manager to present to the Party cell the results of self-review, reflection and assessment of the process of implementing their oaths and promises.

In the spirit of open and sincere construction, the Party cell collective gave suggestions for individuals to improve and perfect themselves. At the same time, the conversations, exchanges and discussions with veteran Party members, life examples that are more valuable than hundreds of propaganda speeches, have aroused the awareness of "self-reflection, self-correction", self-struggle against individualism in each person, and fueled the fire of enthusiasm. As of June 30, 2,618/2,618 (100%) of the grassroots Party cells and Party cells directly under the grassroots Party Committees had organized the "Keeping the Party Member Oath" activity for 38,885/42,022 Party members, reaching a rate of 92.5%, ensuring that each Party member self-reported the results of self-assessment, reflecting on the process of implementing the Party Member Oath. For Party members who did not participate in this activity, the reason was because they were exempted from activities or were temporarily transferring Party activities outside the Provincial Party Committee.

It can be said that, up to now, the political activity of Keeping the Party Member's Oath is spreading widely and bringing profound effects to every Party member in the province. Therefore, the activity of Keeping the Party Member's Oath continues to be carried out regularly and continuously, becoming a periodic activity of the Party cell, an annual evaluation of Party members. From there, self-reflection and self-correction become a habit, a natural reflex. And the fulfillment of promises to the Party and the people becomes the driving force to build Binh Thuan homeland to develop quickly and sustainably, increasingly rich and civilized.

I highly welcome and agree with Binh Thuan's way of doing things. It is a creative way of doing things and has a great impact in the current period. Keeping the oath of Party membership to remember forever and making a commitment before the Party, when we raise our hands to swear before the Party to become Party members.
