Vote of confidence and expectations

Within the framework of the 6th Session, the 15th National Assembly conducted a vote of confidence for 44 people holding positions elected or approved by the National Assembly. At the 18th Session (special session), the People's Council of Binh Thuan province also conducted a vote of confidence for 23 people holding positions elected by the Provincial People's Council. The results of the vote of confidence were announced immediately afterwards. Voters and people expressed their excitement and confidence in the strong, comprehensive and effective innovation of the National Assembly and People's Council.

Increase the trust of voters and people

Taking a vote of confidence is the Party's policy to evaluate cadres in the performance of their duties and tasks. In recent years, the Central Executive Committee, the Politburo, and the Secretariat have issued many resolutions, directives, and regulations on cadre evaluation. Thanks to that, the cadre evaluation work has been increasingly innovated in terms of content and methods, gradually contributing to building a cadre team of the Party and the political system to better meet the requirements and tasks of the renovation cause.

In early 2023, in response to practical requirements, the Politburo issued Regulation No. 96 on taking a vote of confidence for leadership and management positions in the political system. This time, Regulation 96 has many new points compared to the old regulations. For example, taking a vote of confidence is an important content in evaluating cadres, which is carried out periodically. Accordingly, taking a vote of confidence according to Regulation 96 is no longer for "informing", but is to serve as a basis for using, planning, transferring, appointing, introducing, and implementing policies for cadres. Or the criterion of "exemplary behavior of oneself and spouse, children in complying with the policies and laws of the State" has been mentioned. Along with the above 2 new points, Regulation 96 has also divided into 2 specific groups in taking a vote of confidence. That is, the group of Party committee positions and titles, positions, and management leadership in the political system, and are the positions of officials elected or approved by the National Assembly and People's Councils.

Party members, voters and people in the province strongly support this regulation. Mr. Nguyen Van Phung - Secretary of Vinh Phuc village Party cell, Vinh Tan commune (Tuy Phong district) said that the vote of confidence is also one of the forms of promoting true democracy, contributing to increasing the trust of voters and people. Through the vote of confidence, the person who is voted for will be aware of his/her reputation to continue to promote the advantages, while overcoming and limiting the shortcomings. From there, enhance the responsibility in performing the assigned duties and tasks. "As a voter, a citizen, I strongly agree and welcome the National Assembly and the People's Council to organize a vote of confidence for the positions elected or approved by the National Assembly and the People's Council. This method is innovative and has profound meaning, thereby improving the effectiveness and efficiency of the National Assembly and the People's Council's supervision", Mr. Phung emphasized.

Is an important basis for arranging and using staff.

Immediately afterwards, National Assembly Chairman Vuong Dinh Hue signed and issued Resolution No. 102/2023/QH15 of the National Assembly on confirming the results of the vote of confidence for people holding positions elected or approved by the National Assembly.

Recently, the Provincial People's Council organized a vote of confidence by secret ballot for 23 people holding positions elected by the Provincial People's Council for the 2021-2026 term. The level of confidence is divided into 3 levels: High confidence, confidence and low confidence. The delegates attending the conference were divided into discussion groups, all of which set out the goal of an objective and impartial assessment, without letting personal feelings influence them. They focused on the results of self-cultivation, maintaining political qualities, ethics, and lifestyle of the people who were voted on for confidence; the results of performing the assigned duties, tasks, and powers of the people who were voted on for confidence since being elected to office by the Provincial People's Council to the present, in conjunction with the results of socio-economic development, strengthening national defense and security of the province and the activities of local authorities at the provincial level (including the activities of the Provincial People's Council and the Provincial People's Committee). The results of the vote of confidence were made public in the media for voters and people to know.

According to comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee - Standing Deputy Secretary of the Provincial Party Committee - Chairman of the People's Council of Binh Thuan province, the People's Council exercises its supervisory power through organizing a vote of confidence for positions elected by the People's Council in the 2021-2026 term. The delegates of the Provincial People's Council will represent voters and people in the province to carry out the task of assessing the confidence of positions in the provincial government apparatus elected by the Provincial People's Council since the beginning of the term. The results of this vote of confidence will demonstrate the Provincial People's Council's assessment of the efforts, attempts and achievements since the beginning of the term of those who are voted for confidence; it is an important basis for competent authorities to carry out the work of planning, evaluating, arranging and using cadres effectively, in the right person, in the right job.

The Chairman of the Provincial People's Council also said that the results of the vote of confidence have also shown the level of trust and recognition and evaluation of the efforts and results achieved since the beginning of the term by the members of the Standing Committee of the Provincial People's Council and members of the Provincial People's Committee. Therefore, he also hopes that the positions that have been voted for confidence will continue to promote the achieved results, seriously learn from experience, overcome limitations to better complete the assigned tasks.

It can be said that the vote of confidence is not only the will of the representative but also the voice of the voters and the people. The vote of confidence for officials is always aimed at the highest purpose: For the benefit of the country and the people.
