Developing new party members

Developing party members is both an urgent and long-term task, so it requires high determination from grassroots party cells. How to suit the characteristics of each party cell and effectively attract elite people to the Party. This is an issue that party cells always focus on. Developing new party members is also a matter of principle in the work of organizing and building the Party, aiming to increase resources for the Party and enhance the Party's fighting strength.

Recently, the Provincial Party Standing Committee has directed its subordinate Party committees to strengthen the review of the work of admitting new Party members for the 2020 - 2025 term. This work always ensures the quality and structure of young Party members, with university degrees, female Party members, religious people, and political theory qualifications. The Resolution of the 14th Provincial Party Congress, term 2020 - 2025 sets out the target for Party member development: "Annual average development of 2,000 Party members". Every year, the rate of new Party members admitted in Binh Thuan reaches 5% or more of the total number of Party members, ranking 3rd out of 67 Party Committees directly under the Central Committee and higher than Resolution No. 21-NQ/TW of the Central Executive Committee which sets the target of "Annual Party membership admission rate reaches 3 - 4% of the total number of Party members".

To achieve the above, the Provincial Party Standing Committee issued Directive No. 07-CT/TU, dated March 1, 2021, on strengthening the work of developing new party members for the 2020-2025 term, leading and directing district, town, city party committees and provincial party committees to carry out the work of developing party members. In addition, every year the Provincial Party Standing Committee assigns targets for recruiting new party members to provincial party committees. Assigning annual targets for recruiting new party members to grassroots party organizations is extremely important, so that the Party Committee and each party member can actively, proactively, and coordinate with local socio-political organizations and units to discover and nurture new factors to increase resources for the Party. Always pay attention to directing and implementing well the work of reviewing sources for developing party members, selecting outstanding masses as if finding "red seeds" to nurture and recruit party members and assigning party members to monitor and assist. Lead and direct grassroots party cells and committees to develop party member development plans and organize implementation to ensure quality and effectiveness.

Since the beginning of the term, the entire Provincial Party Committee has admitted 4,909 party members, increasing the total number of party members from 38,302 (in 2020) to 41,956 (June 2023). It is noteworthy that the educational level, expertise, professional skills and the rate of newly admitted party members who are union members and youth have increased, contributing to increasing the young human resources for the Party, improving the leadership capacity and fighting strength of party organizations. In addition, the source from union members introduced to the Party according to the Binh Thuan Labor Federation, from the beginning of 2022 to now: 2,340 outstanding union members have been introduced to the Party for training and admission. Of which, 1,452 people have been admitted to the Party...

According to musician and journalist Huy So, he is now 97 years old, with 78 years of Party membership. He joined the Party when he was very young, 20 years old. He said: "The quality of Party membership is very important. We should avoid chasing quotas because we are afraid that meeting the quotas will lead to a decline in quality in some Party organizations. We should select truly excellent people to recruit because these will be the red seeds of the Party . "

The "bottlenecks"

In addition to the achieved results, the current reality of recruiting new party members in the province, the number of newly recruited party members is not commensurate with the source of members, union members, elite masses of political and social organizations and among the people. Creating sources for party development in some localities is still difficult, the rate of newly recruited party members in different types is not really uniform, especially party members in residential areas, in the militia and self-defense forces, in enterprises with party cells...

Through research and activities with the Party cell in the neighborhood, it is shown that: The source of developing Party members in residential areas is very limited, because most young people after graduating from high school go to study at universities and colleges. After graduating from school, a few go to work in state agencies, the rest stay in big cities. The majority of well-trained and qualified young people leave their locality to work in other places, making it difficult to monitor and help. The number of young people living in residential areas has limited qualifications and capacity, is afraid to participate in activities of mass organizations or is not interested in being propagated and mobilized, so it is difficult to nurture them into elite masses and introduce them to the Party. There are also people who actively participate in mass organization activities, but most of them are old. Not to mention that there is a group of active masses but are not enthusiastic, or even do not want to join the Party.

From that reality, it is necessary to remove the above "bottlenecks" to supplement more resources for the party. Party committees at all levels need to pay more attention to the work of developing the party at the local level. Organizations should find outstanding members and union members to select, assign, monitor and help them join the party. At the local level, pay attention to the young cadres in the neighborhoods, villages, militia and self-defense forces, youth union members... Organize many movements to find positive and outstanding factors.
