Measurement plays an important role in all socio-economic fields. Right from the early days of the country's founding, President Ho Chi Minh signed Decree No. 08/SL dated January 20, 1950, regulating legal measurement in Vietnam.
Decree No. 08 unified the use of the metric system throughout the country, managed the use and production of measuring instruments, sanctioned violations of measurement, and enforced regulations to ensure equality, people's rights, and effectiveness in social management. This is the foundation and starting point marking the birth and development of the Vietnamese measurement industry.
To recognize the contributions of the Vietnamese metrology industry, on October 11, 2001, the Prime Minister issued Decision No. 155/2001/QD-TTg, choosing January 20 of each year as Vietnam Metrology Day.

Pursuant to Decision No. 996/QD-TT dated August 10, 2018 of the Prime Minister approving the project "Strengthening and innovating measurement activities to support Vietnamese enterprises to improve their competitiveness and international integration in the period up to 2025, with a vision to 2030", the Department of Science and Technology (S&T) focuses on advising the Provincial People's Committee to effectively implement the Program to support Quang Tri enterprises to improve productivity and quality of products and goods based on the foundation of science, technology and innovation in the period 2021 - 2030; at the same time, deploy and manage the traceability system in the province.
To effectively implement the Party and State's policies and guidelines on measurement, the Department has focused on propaganda work. The Department has coordinated with mass media agencies to propagate, disseminate, and guide people and businesses to grasp and implement legal regulations on quality measurement standards.
Propagating the contents of innovation in measurement activities to support Vietnamese enterprises to improve their competitiveness and international integration in the period up to 2025, with a vision to 2030; on the management of gold trading activities and the management of the quality of gold jewelry and fine arts circulating in the market of Quang Tri province. At the same time, organizing 7 training courses, instructing on quality measurement standards (TCĐLCL) for more than 463 trainees.
Standardization work has been focused on, contributing to facilitating businesses to bring products to the market, encouraging innovation in businesses and in each production sector. The Department has received and processed 7 dossiers of registration for state inspection of imported goods quality of 3 businesses; received and processed 2 dossiers of exemption from state inspection of imported goods quality of 1 business; received and processed 6 dossiers of conformity declaration for 9 products of 3 businesses; guided organizations and individuals to develop 20 basic standards.
In addition, the Department of Science and Technology strictly implements the management of measuring instruments, ensuring fairness in trading and protecting consumer rights. The Department has monitored 15 stores of units performing repair procedures and reporting after repair of 28 petrol measuring columns; managed 3 units authorized to perform inspection and testing in the province. In 2023, the units inspected 45,089 measuring instruments and tested 2,553 samples.
State inspection of quality measurement standards has been strengthened. The Department has carried out 8 inspections at 342 enterprises/facilities/business households in 9 districts, towns and cities with 3,598 products and 805 measuring instruments. The main contents are: inspection of quality measurement standards and product labels before, during and after Tet; inspection of quality measurement standards, product labels and barcodes for establishments producing and trading pre-packaged goods; inspection of specific measurements in the business of gasoline, children's toys, helmets, car scales, quality and labels of imported group 2 goods, spring gauge scales at markets in the province.
Inspection results show that 100% of inspected establishments have business registration certificates; establishments produce and trade products in accordance with registered industries and fields; petrol and oil measuring columns have been inspected; inspection stamps and inspection certificates are still valid; seals and inspection stamps are intact...
Detected 378/669 spring scales in markets in 9 districts, towns and cities whose inspection period has expired; 13/669 spring scales do not meet measurement requirements; 12/23 automobile scales have expired inspection; 634/2574 children's toys do not have product labels according to regulations and do not have the "CR" conformity mark; there is still a situation of trading in provocative and violent children's toys; 9 establishments selling pre-packaged goods do not meet measurement requirements, 2 establishments have expired, 5 establishments label incorrectly according to measurement regulations for pre-packaged goods, 4 establishments are not equipped with measuring devices suitable for measuring control of pre-packaged goods; 34/958 helmets of all kinds do not have product labels according to regulations.
Most businesses selling children's toys and helmets do not keep copies of quality certificates. Through inspection activities, the inspection team requested businesses/business households to correct the shortcomings pointed out by the inspection team, combined with propaganda and guidance for businesses/business households to strictly implement the provisions of the law on quality control in production and business activities.
Last year, the Department of Science and Technology also organized a survey to assess the use of measuring instruments and measuring equipment at enterprises using measuring instruments in the province. The delegation conducted a survey at 11 enterprises using measuring instruments, thereby guiding enterprises to improve their measurement capacity through activities of inspection/calibration/testing of measuring instruments.
The Department also conducted a survey to assess the quality of electrical and electronic equipment in the business of products and goods circulating in the province. The delegation took 50 random samples at markets in the province to check some safety indicators for electrical and electronic equipment of product groups (kettles, hair dryers, rice cookers, electric fans) circulating in the market.
The results after sending samples for testing of electrical safety indicators showed that 35/50 samples met the requirements, accounting for 70%; samples that did not meet the requirements accounted for 30%. Through the survey, the delegation recommended including the content of testing electrical and electronic equipment in the business of products and goods circulating on the market in the 2024 inspection plan.
Acting Head of the Department of Standards, Metrology and Quality Management, Department of Science and Technology Le Thi Ha Nhien said: In 2024, the Department of Science and Technology will continue to implement Decision No. 996 of the Prime Minister with synchronous solutions such as: strengthening the development of local measurement infrastructure; supporting enterprises to innovate advanced and high technology in industrial, agricultural and service production.
Promote the dissemination of measurement activities, policies and laws, raise awareness of enterprises and society about measurement activities; build pilot models to apply measurement assurance programs in units and enterprises to improve productivity and quality of goods and services. From there, create a basis for replicating the model of the Measurement Assurance Program according to the regulations of the Ministry of Science and Technology; improve the effectiveness of state management of quality measurement standards in the province.
