On March 2, the People's Committee of District 1, Ho Chi Minh City deployed the implementation of Circular 29 on extra teaching and learning to the Department of Education and Training, the People's Committees of 10 wards and the principals of primary and secondary schools in the area.

District 1 People's Committee directs inspection of extra-curricular teaching facilities
Accordingly, the People's Committee of District 1 assigned the District Education and Training Department to base on the provisions of Circular 29 and the directive documents of the City People's Committee, the instructions of the Department of Education and Training on extra teaching and learning in Ho Chi Minh City, to preside over and coordinate with relevant agencies to implement the management of extra teaching and learning in the district.
The Department of Education and Training of District 1 is responsible for guiding and organizing the implementation of regulations on extra teaching and learning for schools, organizations and individuals under its management. Focus on disseminating to primary schools about not organizing extra teaching for primary school students.
At the same time, the Department of Education and Training will develop a plan to coordinate with the People's Committees of 10 wards to organize inspections of extra teaching and learning activities in the management area, handle them according to their authority or propose competent authorities to handle violations.
Summarize difficulties and problems arising related to the management of extra teaching and learning (if any), promptly propose to the Department of Education and Training for guidance.
On the side of the ward authorities, the People's Committee of District 1 assigned the People's Committees of 10 wards in the district to coordinate with the Department of Education and Training and related agencies to manage the implementation of regulations on extra teaching and learning in the area.
Monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.

How does the Department of Education and Training direct the Departments of Education and Training on extra teaching and learning?
It is known that the Department of Education and Training of Ho Chi Minh City has established 5 inspection teams to inspect the implementation of Circular 29 on extra teaching and learning. Accordingly, the 5 inspection teams will inspect public secondary and high schools, and extra teaching facilities in 22 districts on the management of extra teaching and learning inside and outside of schools.
At the same time, these inspection teams will check whether life skills centers are implementing the licensed content or not.
The Department of Education and Training's leaders said that in addition to inspecting facilities implementing regulations on extra teaching and learning, the aim is also to promptly detect, handle and propose appropriate solutions to difficulties and problems in the process of implementing Circular 29.
At the same time, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, sent an official dispatch to the head of the Department of Education and Training of Thu Duc City and districts, principals of high schools... requesting leaders of units to urgently implement the contents of extra teaching and learning.
Accordingly, the units organize the implementation, dissemination and propaganda to cadres, civil servants, teachers, employees, students and parents about Circular 29 on regulations on extra teaching and learning. Thoroughly inform all cadres and teachers of the city's education and training sector to strictly implement regulations on extra teaching and learning; have a plan to inspect and review; resolutely not let illegal extra teaching and learning happen inside and outside of schools.
Regarding the Department of Education and Training, Mr. Hieu requested to strictly implement the direction of the Chairman of the People's Committee of Thu Duc City and districts on guiding and inspecting extra teaching and learning activities in the area. Focus on thoroughly disseminating to primary schools that absolutely do not organize extra teaching for primary school students according to the provisions of Clause 1, Article 4, Circular No. 29/2024/TT-BGDDT; direct heads of units to adjust and develop plans to implement the 2-session/day program in accordance with the requirements of the 2018 General Education Program; strengthen and supplement club activities, talent development activities (arts, sports, etc.), life skills training, ensuring suitability with local characteristics and pick-up and drop-off times of parents.
The Director of the Department of Education and Training also emphasized that the Departments of Education and Training must take measures according to their authority or report to competent authorities about violations of regulations on extra teaching and learning in the area.
