Deputy Prime Minister Tran Hong Ha delivered a concluding speech at the conference.

At the conference, delegates from the connecting points listened to representatives of the Institute of Irrigation Planning (Ministry of Agriculture and Environment) present two drafts: Irrigation planning for the Red - Thai Binh river basin for the period 2022 - 2030, vision to 2050 and Irrigation planning for the Mekong river basin for the period 2022 - 2030, vision to 2050. In which, the focus is on the need to establish planning; basis for planning, planning implementation process; implementation content and organization of implementation...

The plan is designed to study and propose solutions for irrigation development to exploit, comprehensively use and sustainably develop water resources in the Red - Thai Binh and Mekong River basins, taking into account the impact of climate change, upstream development, and serving multiple purposes. Proactively drain water for agriculture combined with urban and industrial drainage... in the irrigation system. Prevent and control floods in the river basin; contribute to improving the water environment, meeting the requirements of socio-economic development, ensuring water security of the basin until 2030, with a vision to 2050; serve as a basis for developing annual, 5-year and long-term irrigation development plans in the basin.

Speaking at the conference, Member of the Provincial Standing Committee, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc proposed that the Government and the Ministry of Agriculture and Environment agree on the investment plan for 10 sluices along the Hau River in the Long Xuyen Quadrangle to serve An Giang and Kien Giang (expected to be invested in the period after 2030) and invest in 2 sluices at the beginning of Vinh An canal in the Bac Vam Nao area (expected to be invested until 2030), and proposed that the Government and the Ministry of Agriculture and Environment soon deploy these 2 sluices to operate water storage and water supply during the dry season in this area.

At the same time, planning to invest in dredging 19 main canals of the Long Xuyen Quadrangle, serving flood drainage and water supply (expected implementation schedule after 2030). In particular, it is recommended that the Government and the Ministry of Agriculture and Environment consider prioritizing the investment roadmap of 2 canals (An Giang - Kien Giang border canal, Tam Ngan canal) to 2030 for implementation first. Because the current area of ​​the 2 canals has been partially dried up in many sections.

Concluding the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the Mekong Delta provinces for closely following the direction of the Government and the Central Government, and the planning goals to ensure water security in the river basin, store, regulate, and allocate water resources fairly and reasonably, exploit and use economically... At the same time, he requested the agency in charge of developing the plan and the consulting unit to absorb the opinions of the delegates to adjust and supplement the contents in the plan to ensure suitability and avoid conflicts and overlaps.

The Deputy Prime Minister emphasized that these are large and valuable projects, and the planning aims to enhance their value, significance, and investment decisions. Therefore, the planning must ensure synchronization, interconnectivity, and comprehensiveness; solve multi-objective problems regarding people's domestic water needs, irrigation for production, urban flooding prevention, drought prevention, saltwater intrusion prevention, and environmental protection, to promote the effectiveness and sustainability of the planning.
