Reporting to the Vice Chairman of the National Assembly and the working delegation, a representative of Ho Chi Minh City National University said that the organization of scientific and technological activities at the school follows a multi-level model, including the National University level and the levels of member universities and affiliated units.


Currently, Ho Chi Minh City National University has developed a team of highly qualified scientific and managerial staff, attracting and training many leading scientists with great prestige at home and abroad in many fields of natural sciences, engineering and technology, social sciences and humanities, economics and health sciences; serving training, research and technology transfer.
This high-quality workforce is a special factor that creates the strength of the system and the sustainable development of the school in the recent period. As of 2024, the number of teaching staff of the school is 3,023 people, of which about 1,620 staff have a doctorate degree or higher (34 Professors, 328 Associate Professors, 1,255 Doctors).

Regarding the implementation of Resolution 98/2023/QH15, although the Resolution has opened up many specific mechanisms to support science and technology, Ho Chi Minh City cannot directly allocate budget to Ho Chi Minh City National University due to constraints in the State Budget Law.

In order to resonate with the science and technology policies of Resolution 98/2023/QH15, Ho Chi Minh City National University recommends allowing the school to be a partner in conducting key research to serve the policy of developing smart cities, semiconductor technology, biotechnology, new energy and digital economy; to be supported in deploying AI solutions, big data and cloud computing in science and technology; and to support businesses in technological innovation.

Regarding the implementation of the Law on Science and Technology, Ho Chi Minh City National University assessed that the Law has created an important legal corridor for research, application and development of science and technology in Vietnam. Science and technology activities are increasingly focused on, demonstrated through the increase in research tasks at the state, ministerial and local levels, as well as the participation of the private sector in science and technology activities.

During the implementation process, the school still encountered some difficulties and problems such as: Lack of mechanisms and policies to attract highly qualified scientists and lecturers; no mechanism to encourage businesses to invest in science and technology and innovation. In addition, the decentralization and delegation of authority in science and technology management is unclear, lacking autonomy for public science and technology organizations. In addition, research funding has not met the needs, facilities are limited; administrative procedures, price appraisal, asset transfer, settlement, intellectual property registration... are still complicated and overlapping.

In order to contribute to the completion of the draft Law on Science, Technology and Innovation, Ho Chi Minh City National University proposed to supplement regulations on funding for scientific and technological activities of public higher education institutions or regulations on public scientific and technological organizations including public higher education institutions to have a basis for allocating funds for scientific and technological activities; supplement regulations on investment funding sources from enterprises through the public-private partnership model; consider public higher education institutions as public service units in the field of science, technology and innovation.
Ho Chi Minh City National University also recommended that the Drafting Committee consider a number of contents on: scientific and technological organizations; human resources for scientific, technological and innovative activities; management of scientific and technological programs and tasks; policies on investment, finance and tax policies; regulations on exemption from liability in the controlled testing mechanism.

At the meeting, delegates exchanged and discussed issues related to personnel organization, financial mechanisms, difficulties and obstacles in implementing scientific and technological activities, and international cooperation in science.
The working group highly appreciated the preparation and reporting work of Ho Chi Minh City National University for the survey; requested the school to review and complete the specific and detailed report contents for each issue that needs clarification. This is a practical basis for the Drafting Committee to study in order to complete the draft Law.

Speaking at the meeting, Vice Chairman of the National Assembly Le Minh Hoan stated that science and technology development, innovation and digital transformation are decisive factors for the development of countries, and are prerequisites for our country to develop richly and powerfully in the new era.
The Vice Chairman of the National Assembly suggested that Ho Chi Minh City National University should promote scientific research, technological development and innovation to contribute more effectively to socio-economic development, worthy of being the core of the highly interactive creative urban area in the east of Ho Chi Minh City.
