Promoting science and technology development: Universities need to improve management capacity

Emphasizing the importance of science and technology development in the new era, Deputy Minister of Education and Training Nguyen Van Phuc said that higher education institutions need to prepare thoroughly from now on, improve governance and management capacity to deploy research results and effectively apply them into practice.

On the afternoon of March 25, at the University of Construction, the Ministry of Education and Training organized a scientific workshop on technology transfer activities in higher education institutions to create priority technology products in the context of the Fourth Industrial Revolution: Current situation and solutions.

The workshop aims to assess the current situation and propose a number of solutions and directions for technology transfer activities in higher education institutions, in order to create priority technology products in the context of the Fourth Industrial Revolution.

At the same time, provide scientific arguments as a basis for building and advising on building policies for technology transfer activities in higher education institutions; assess the current situation and propose the construction and implementation of artificial technology (AI) applications in education to optimize the teaching and learning process.

Need to make the most of the achievements of artificial intelligence

Speaking at the opening of the workshop, Deputy Minister of Education and Training Nguyen Van Phuc said that the Party and State have had many policies to promote the application and development of science and technology, promote innovation and digital transformation, and proactively and actively participate in the Fourth Industrial Revolution.

In particular, higher education institutions will have many impacts and influences from these policies.

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. The Resolution emphasized that science, technology, innovation and digital transformation are decisive factors in the development of countries; they are prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of national development.

On that basis, the Government also issued Resolution No. 03/NQ-CP on the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

The National Assembly issued Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation. The Ministry of Education and Training also issued a plan to implement Resolution No. 57-NQ/TW.

“It can be said that many breakthrough policies on science, technology and innovation development are receiving attention, including promoting the transfer and commercialization of research. Many related policies are also being reviewed for adjustment and supplementation in the spirit of innovation, creating an important and favorable legal corridor to promote development,” said Deputy Minister Nguyen Van Phuc.

Emphasizing the rapid development of artificial intelligence that has a profound impact on people's lives, the Deputy Minister said that it is necessary to make the most of the achievements and positive impacts that artificial intelligence brings in teaching and learning activities, in educational management, especially in training human resources for the country.

Higher education institutions need to prepare thoroughly from now on.

Discussing some orientations of the Ministry of Education and Training in building a strategy for applying AI in education and training in the coming time, Deputy Director of the Department of Science, Technology and Information Nguyen Son Hai said that the purpose of the strategy is to take advantage of advances in science, technology and innovation, especially AI technology, to orient the application in education in a comprehensive, synchronous and sustainable manner; contributing to promoting innovation, consolidating the national position in the field of AI.

In addition, improve and modernize the education system; optimize resources, enhance the effectiveness and efficiency of education and training; enhance digital capacity for learners, creating a foundation for developing high-quality human resources to serve the country's development.

According to Deputy Director Nguyen Son Hai, the goal in the coming time is to develop AI application capacity for learners, teachers and education managers towards personalizing teaching, learning, testing and assessment; improving the effectiveness of education management. Gradually apply AI effectively and responsibly in work. Apply AI sustainably by developing an AI ecosystem for Vietnamese education.

At the workshop, experts, scientists, representatives of higher education institutions and organizations shared and exchanged experiences on technology transfer activities, especially priority technologies for development in the current period and the use of AI in education, training and scientific research.

Affirming the timeliness of the Ministry of Education and Training in organizing the workshop correctly, accurately, and practically, which has a great impact on the system of universities and colleges in the education system, Prof. Dr. Nguyen Thanh Thuy, University of Technology, Vietnam National University, Hanoi, said that it is necessary to identify "core" technologies, priority technologies, and strategic technologies appropriately, according to the State's orientation for appropriate investment.

To further promote the development of science and technology and its application in practice, according to Professor Nguyen Thanh Thuy, the institute - school - enterprise ecosystem is very important.

"Behind a university, there needs to be a large corporation to support and encourage or there needs to be a reasonable mechanism to promote start-ups. It is necessary to train scientific leaders, including top PhDs, to quickly launch products to solve big problems," said Prof. Dr. Nguyen Thanh Thuy.

Associate Professor, Dr. Mac Thi Thoa, Hanoi University of Science and Technology, believes that it is necessary to have a long-term investment strategy and the support of businesses and international cooperation to make close-to-the-point requirements, from which scientists can perfect their products and link research with application. In addition, it is necessary to create a favorable environment for lecturers and students to maximize their creativity.

Sharing about the application of 4.0 in training activities, Associate Professor, Dr. Ly Hai Bang, University of Transport Technology, said that the school has researched and developed an intelligent platform based on "AI agents" to comprehensively support students in the learning process; develop soft skills, creative thinking, personalize learning (AI tutors); integrate AI to monitor learning progress; automatically assess student capacity...

Concluding the workshop, Deputy Minister Nguyen Van Phuc expressed his hope that the units would accompany the Ministry of Education and Training in the coming time regarding the very important and urgent issues discussed.

According to the Deputy Minister, universities not only create new knowledge, contributing to the knowledge base of humanity, but also apply it in practice, serving the development of the country.

Emphasizing the importance of science and technology development in the new atmosphere, new stage, new era, the Deputy Minister said that higher education institutions need to prepare thoroughly right now, improve governance and management capacity, quickly absorb world achievements, build a specific foundation to deploy research results and effectively apply them in practice.
