The City People's Committee assigned the Hanoi Institute for Socio-Economic Development to preside over and coordinate with the Department of Planning and Investment, the Department of Home Affairs, the Hanoi Association of Small and Medium Enterprises and related units to advise the City People's Committee to conduct surveys, assessments and announce the annual rankings of competitiveness at the department, branch, and district, town levels of Hanoi (implemented from 2025); preside over and coordinate with the Department of Home Affairs to advise the City People's Committee to issue a decision to establish the Hanoi City DDCI Assessment Council annually; preside over research and advise on adjusting and supplementing the Index Set, assessment objects, and survey forms to ensure suitability for each stage and the actual annual situation of the city.
At the same time, the Hanoi Institute for Socio-Economic Development Studies presides over and coordinates with the Department of Planning and Investment, the Department of Home Affairs, and the Department of Information and Communications to advise the City People's Committee to organize a conference to deploy the assessment and announce the annual DDCI results; presides over and coordinates with relevant agencies to monitor and supervise the implementation of the annual DDCI assessment plan to ensure independence, objectivity, and honestly reflect the assessment of the business community on the survey content.
The Department of Planning and Investment shall preside over and coordinate with the City Tax Department, the Institute for Socio-Economic Development Research and relevant agencies to review, update and synthesize database information on enterprises, cooperatives and individual business households in the city to serve the survey.
In addition, departments, branches, sectors; People's Committees of districts, towns and cities organize dissemination of the Hanoi DDCI Index to enterprises, cooperatives and business households in the area to create consensus and cooperation; actively coordinate and support the survey unit in the assessment implementation process.
