Kinhtedothi - Hanoi City leaders assigned the Department of Transport to make a detailed plan and schedule for implementing investment procedures and processes for the Tu Lien Bridge Construction Investment Project and the road from Tu Lien Bridge to Hanoi - Thai Nguyen Expressway before December 10, 2024.
The Office of the Hanoi People's Committee issued Notice No. 557/TB-VP (dated November 26) on the Conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan at the meeting to listen to the report on the progress of the implementation of the Tu Lien Bridge Construction Investment Project and the road from Tu Lien Bridge to Hanoi - Thai Nguyen Expressway.
Accordingly, the policy is agreed upon for a number of contents related to the investment scale, technical plan, and technology of the Tu Lien Bridge and the road from Tu Lien Bridge to the Hanoi - Thai Nguyen Expressway investment project according to the proposed report of the Department of Transport. In particular, it is noted that the route plan and location must comply with the Capital City Master Plan, the adjustment of the Capital City Master Plan, the Capital City Transport Plan, and the Technical Infrastructure Plan of the Northern Urban Sub-Zone Plan that have been approved.
Along with that, implement 2 investment projects in parallel and at the same time: (1) Construction of Tu Lien bridge and roads at both ends of the bridge (connecting with National Highway 5 extension/Truong Sa road); (2) Construction of road connecting Tu Lien bridge (from Tu Lien bridge intersection with National Highway 5 extension/Truong Sa road) to Hanoi - Thai Nguyen expressway.
Regarding the implementation of site clearance using public investment capital: The Department of Transport shall preside over and coordinate with the Department of Planning & Investment, the Department of Natural Resources & Environment and relevant units to research, compare, select and clearly report implementation plans in the following cases: (1) In case the site clearance is a component project using public investment capital in the overall investment project, the People's Committees of relevant districts shall be assigned to organize the implementation; (2) In case the site clearance project is an independent component project using public investment capital, the People's Committees of relevant districts shall be assigned to organize the implementation.
Assign the Department of Transport to develop a detailed plan and schedule for implementing investment processes and procedures for the above two investment projects, and report to the City People's Committee for direction before December 10, 2024.
Assign the Department of Planning and Architecture and the Institute of Construction Planning to urgently complete the route plan and route location of the above 02 investment projects, and report to the City People's Committee before December 15, 2024.
