Developing AI to become a personal assistant for every Vietnamese citizen

Minister of Information and Communications Nguyen Manh Hung shared that Vietnam is developing AI in the direction of becoming a personal assistant for people and moving towards each person having a virtual assistant, trained based on their own knowledge.
On December 6, at the headquarters of the Ministry of Information and Communications, Minister Nguyen Manh Hung received a working delegation from Meta Group led by Vice President Yann LeCun. Also attending were leaders of departments, offices and representatives of domestic technology enterprises.

At the meeting, the two sides discussed topics related to Vietnam's role in the development of the world's technology industry, especially artificial intelligence (AI) and the semiconductor industry, as well as Meta's cooperation and investment activities in the domestic supply chain. The head of the Ministry of Information and Communications informed about the regulations and policies that the Vietnamese Government has just issued, such as the Strategy for the development of Vietnam's semiconductor industry to 2030 and vision to 2050, the Law on Telecommunications, etc., creating conditions for strong openness to the construction of data centers and application development. Minister Nguyen Manh Hung emphasized that Vietnam's technology strategy is based on open source and open technology, such as the 5G network according to the OpenRAN standard. AI is no exception and needs to be focused on developing based on open source to maximize the exploitation of data and knowledge from all countries, bringing the highest efficiency to users. According to the Minister, Vietnam is developing AI to become personal assistants for humans and towards the end each citizen will have a virtual assistant, trained with their own data and knowledge. At the global level, the Minister pointed out, “For AI to become the intelligence of humanity, each country must participate in developing its own cultural value system”. Sharing the view that AI will amplify human intelligence, Mr. LeCun shared Meta's upcoming direction, which is to focus on developing new generation AI systems to deploy in the next 5-10 years, understanding the physical world and approaching human capabilities. He also said that the best AI is AI that can support humans comprehensively and should be based on open source with a decentralized distributed database. In Vietnam, the company's open source Llama large language model is being applied in both the public and private sectors.

Vice President Meta believes that with the agenda of developing semiconductors, data centers, and open source applications and software, Vietnam will play an important role, not inferior to any other country in the world AI industry. The combination of semiconductors and AI has the potential to bring great opportunities for Vietnam's development.

Minister Nguyen Manh Hung hopes that Meta will continue to cooperate closely with Vietnamese enterprises to develop AI and create a healthy technological environment, becoming a friend in the eyes of the Vietnamese people.
