Reporter (PV): On the occasion of International Women's Day, March 8, I wish you and all women health and happiness. Could you please share about the role of women in the overall development of the province in recent times?
Ms. Dao Thi Hoa: Over the course of time, the role of women has been increasingly affirmed. Along with that historical flow, Ninh Binh women have increasingly affirmed their role and position in the socio-economic development of the province. Women have become an important force in agricultural production, small-scale industry, services, accounting for a large proportion in the health, education, and tourism services sectors of the province. In the socio-cultural field, women contribute to preserving and promoting the fine traditional cultural values of the nation. Many typical women have promoted local strengths, indigenous resources, creatively done good business, risen out of poverty, raised children, built happy families, and actively participated in humanitarian and charitable activities.
Ninh Binh women are increasingly aware of their responsibilities and civil rights to participate in Party building and government building; actively contribute ideas to draft plans, programs, and projects for socio-economic development; participate in dialogues with leaders of Party committees and authorities at all levels; have a high sense of responsibility in performing public duties, uphold ethics and office culture, wholeheartedly serve the people, carry out administrative reforms, build e-government, a modern, effective, and efficient administration, meeting the requirements of socio-economic development and international integration of the province in the new situation.
Currently, women in the province holding leadership and management positions are increasing in both quantity and quality. The proportion of female cadres in the planning is increasing, in the 2020-2025 term, the proportion of female cadres in the planning of the Provincial Party Executive Committee is 20%, the planning of the Provincial Party Standing Committee is 21.4%. Ninh Binh is one of the provinces with the highest proportion of female deputies to the 15th National Assembly in the country (reaching 50%). The total number of female cadres under the management of the Provincial Party Standing Committee is 52. There are 84 female members of the District Party Executive Committee, of which 14 are members of the Standing Committee. They have affirmed their mettle, confidence, dynamism and creativity, making important contributions to the development of agencies and units.
Reporter: Ninh Binh women not only take care of housework but also leave their mark in many areas of the women's movement. Could you please tell us about the role of the Women's Union at all levels in accompanying its members?
Comrade Dao Thi Hoa: Based on the practical requirements of the women's movement and the activities of the Union, the needs and aspirations of women of all walks of life, in line with the practical requirements of the province, the Provincial Women's Union has concretized it into the emulation movement "Building a new-age Ninh Binh woman" with the following contents: "Having knowledge; having morality; having health; having responsibility for oneself, family, society and country; having a friendly, gentle, elegant and hospitable lifestyle" bearing the typical characteristics of the people of the ancient capital of Hoa Lu.
The provincial Women's Unions at all levels have promoted the spirit of solidarity, innovation, creativity, and sense of mastery, arousing the aspirations of women of all walks of life; implementing, propagating, and mobilizing members and women to implement the criteria of Ninh Binh women, aiming to gradually build the image and qualities of Ninh Binh women to meet the requirements of the new era. Along with that, over the past many years, the provincial Women's Unions at all levels have closely followed the Party's and the higher-level Union's guidelines, concretizing the province's goals and tasks into action programs and specific activities, suitable to the regional characteristics and women's aspirations.
With dynamism, creativity, daring to think and act, the Women's Union at all levels constantly innovates the content and methods of operation, diversifies the forms of gathering to attract more and more members to participate in activities, contributing significantly to the socio-economic development of the province.
One of the key tasks implemented by the Women's Union at all levels is to support women in economic development through specific activities, such as: Propagating and mobilizing women to promote initiative and creativity in production and business development; mobilizing members to produce and do business according to the value chain, expand household economy, collective economy, safe and organic agricultural production, create products with brands, values, economic efficiency, high competitiveness, actively participate in the "One Commune One Product" (OCOP) program on the basis of key products, traditions, strengths of localities... Support the establishment and improvement of the quality of operations of cooperatives/cooperative groups managed by women; support connection and product consumption.
Carry out activities to help poor women have a sustainable way out of poverty; especially the poor in vulnerable groups, ethnic minorities, people with disabilities, women and children. Create jobs, increase income, improve living conditions; create conditions for women to access credit, improve the quality of loan capital. Along with that, strengthen links to support women's comprehensive development; support women members to preserve and restore traditional products and craft villages to serve tourism...
In 2023 alone, the Women's Union at all levels will actively exploit capital sources, supporting over 50,000 women to borrow to develop the economy; consulting and supporting the establishment of 4 cooperatives and 6 cooperative groups managed by women; focusing on mobilizing women to develop local unique products, supporting funding to implement creative start-up ideas, connecting product consumption, supporting the implementation of the recognition process of 16 3-star OCOP products; coordinating vocational training and job introduction for women; supporting conditions to help poor, near-poor, and disadvantaged women increase their income and improve their quality of life.
PV: As an organization representing the rights and interests of women, what solutions will the Provincial Women's Union have to help its members and women become more courageous, confident and shine in the coming time, sir?
Comrade Dao Thi Hoa: In the current period, the role of the Women's Union is increasingly promoted, the responsibility of the Union is greater, the position of the Union organization is increasingly affirmed. The Union has played a core role in advising and implementing solutions to raise awareness of female members about gender equality, promote the spirit of autonomy, solidarity, overcoming difficulties to constantly progress, contributing more to family and society.
In the coming time, to help members and women become more and more brave, confident and shining, the Provincial Women's Union continues to direct all levels of the Union to effectively implement the emulation movement "Building Ninh Binh women of the new era". At the same time, organize and launch emulation to implement the annual working theme of the Provincial Party Committee "Maintaining discipline, enhancing responsibility, innovation, creativity, and real efficiency" and the theme of the Central Union "Strengthening the application of information technology in Union activities" with the content: Propagating and mobilizing members and women to choose specific, appropriate, practical and relevant content and tasks; proactively implementing to ensure creativity, real efficiency, and the ability to replicate.
Encourage women to actively strive and practice the criteria of Ninh Binh women in the new era; boldly apply IT when participating in Association activities and in life, thereby improving the ability to receive and process information online proactively and selectively; apply IT to update knowledge and skills to develop family economy, care for and educate children, prevent and combat crimes and social evils, especially fraudulent acts in cyberspace...
Along with that, the Women's Union at all levels continues to do a good job of propaganda and mobilization of women of all walks of life to strongly promote the spirit of striving to rise up, the desire to contribute their talents and intelligence to the cause of building and defending the Fatherland. In particular, to enhance women's economic power, the Women's Union mobilizes women to promote the spirit of overcoming difficulties, proactively rising up to escape poverty, not waiting or relying on others, encouraging creative start-up ideas, applying science and technology; encouraging and supporting women to start businesses; promoting activities to support women in economic development, focusing on applying information technology, supporting women to participate in e-commerce.
In addition, the Association will mobilize resources to train and improve the capacity of Association officials at all levels, especially training and fostering in the application of information technology and digital transformation to meet the requirements of Vietnamese women in the new era.
